SAN DIEGO (KGTV) -- An Ocean Beach woman was alarmed by a flier taped to her door saying "the antichrist will destroy anyone who worships him." Holly Raines said her 7-year-old son found the flier taped on their front door. “I started reading the letter but I was like half asleep so I started panicking a little bit because it just seemed very threatening and very intense,” Raines said. Several other neighbors say they got one too. The letter stated it was from New Life Christian Chapel, which is a few blocks away from where Raines lives in Ocean Beach. “It was very damning and then it has like a phrase that says ‘The antichrist will destroy anyone who worships him, there is no middle ground,’” she said. Raines said the flier quotes several Bible verses but found them far from comforting. “The words just aren’t very friendly, they talk about slaying lambs and antichrist and unrighteousness,” Raines said. It ended by inviting her to a home Bible study but she can't help but feel like the church crossed a line. “We have a lot of friends that go to church around here and a lot of the community churches here are awesome, they do great things,” Raines said. “The idea of taping anything on somebody’s door is a lot and this is a full document of typing. I mean if anyone wrote me a letter like that I would think it was an angry letter.”10News reached out to New Life Christian Chapel, and Pastor Thomas J. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) - A small brush fire in University City led to train delays between Sorrento Valley and Old Town Thursday, according to the North County Transit District. The first-alarm vegetation fire broke about just before 2 p.m. in a riverbed off Porte De Merano north of SR-52, according to San Diego Fire-Rescue. The brush burned into heavy fuel, officials said, before being stamped out.“Please expect delays on COASTER service,” NCTD posted on Twitter. The train tracks were shut down in the area due to the fire, but reopened just before 2:30 p.m.There was no immediate word on the cause of the fire.10News is monitoring breaking developments. 662

SAN DIEGO (KGTV) - A serial flasher who exposed himself to seven women near University of California San Diego was sentenced Thursday, according to City Attorney Mara Elliott. Nicholas Saienni, 34, pleaded guilty to four misdemeanor charges of indecent exposure and received a sentence of 180 days of custody, three years of probation, a waiver of his Fourth Amendment search and seizure rights, and court fines and fees. He was also ordered to register as a sex offender and get counseling. If he violates his probation, he could face an additional year and a half in jail, according to prosecutors. San Diego Police arrested Saienni after eight separate incidents between January and March 2019. Prosecutors said Saienni exposed himself to the women while dressed as a jogger and wearing a hooded sweatshirt to conceal his identity. Saienni confessed to the indecent exposure and admitted he had been convicted of similar acts in Delaware in 2018, Elliott reported. SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. Now that it’s legal again the group says vans and RVs are creating homeless camps in their neighborhoods.RELATED: Allowing homeless to live in vehicles is causing problems, residents say“We have literally witnessed buckets of waste being thrown out of some of these vehicles," Allen said. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. She proposed South Shores parking lot because of the 200 spots and access to bathrooms.Allen said she recently received an email from the Mayor's office saying, “we are actively pursuing a new ordinance to address the public’s concerns.”"We have to put our foot down," Allen said.Members of the coalition told 10News they don’t support a plan of using South Shores or anything that close to the beach because of the impact it could have on the environment. 2483
