SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System has approved a plan to convert all of the agency's 800 buses to a zero-emission fleet by 2040.The agency will send its plan to the California Air Resources Board for certification. State regulations require public transit agencies to gradually transition to all-zero emission bus fleets by 2040.MTS' plan aims to cut down on greenhouse gas emissions by about 43% over the next 19 years. The cost of the full transition is about 1 million over that same time frame. It will cost about 5 million more to acquire land and build a new facility to accommodate additional electric buses, according to MTS.A "first-in-the-nation" overhead gantry system is also included in the plans to automate charging."MTS has been testing six electric buses in revenue service over the past 10 months and we’ve been very pleased with their performance," said Sharon Cooney, MTS Chief Executive Officer. "The performance data makes us confident that we can make a transition to an entire fleet of zero-emissions buses over the next 19 years, and continue to provide the highest quality of service our passengers expect and deserve."The busses will be rolled out in priority to routes through communities considered by MTS to experience the most negative impacts of greenhouse gas emissions and environmental health. SAN DIEGO (KGTV) — San Diego's first nonstop flights to Montreal will begin in summer of 2020, according to Canadian airline Air Transat.The airline announced Tuesday it will launch direct flights between Montreal, Quebec, and San Diego next summer. SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

SAN DIEGO (KGTV) - San Diego Police say their recruitment numbers are up, in part due to their innovative recruitment strategies.In a presentation at the Public Safety and Livable Neighborhoods Committee, data showed they've hired more people in 2018 compared to 2017 and 2016. "We had 63 candidates that applied for there and are in the academy, that was the largest, highest number academy we've had in 25+ years," Lt. Steve Waldheim, with SDPD's Backgrounds and Recruiting Unit said.So far this year, the department's hired 94 total officers, 15% are women.Here's the breakdown:2016: 3,229 took written exam, 137 hired2017: 3,184 took written exam, 126 hired2018: 2690 took written exam, 198 hiredWaldheim said their recruitment officers are doing a better job selecting applicants and preparing them for the hiring process, creating a lower drop off rate."The more officers we put on the street, the safer it is for the community, the faster response times we have," Waldheim said they need to fill 175 vacant positions, and to do so, they've gotten creative.Those innovative ways include everything from going to schools, military bases, Comic Con, working with the Padres to advertise and getting on social media."One of the biggest challenges is our unemployment rate," he said. SAN DIEGO (KGTV) - San Diego Police released a photo Friday of a suspect wanted in the death of a woman in Point Loma.Joe Bennette Conway, 41, shot the unidentified woman in the parking lot of 4013 W. Point Loma Blvd. late on the night of October 9, police said.911 dispatchers received a call about the shooting. Police units found a woman with a gunshot wound to her upper body. Paramedics transported the woman to the hospital, where she died.Police identified Conway as the murder suspect and issued a warrant for his arrest. Conway is 5’7” tall and 150 pounds.
