SAN DIEGO (KGTV) -- San Diego’s City Council unanimously approved several measures Tuesday they hope will make it easier for businesses to stay open amid the coronavirus pandemic.The first measure cements Mayor Kevin Faulconer’s executive order allowing some businesses to operate outdoors.The measure allows gyms, barber shops, churches and nail salons to expand business to private parking lots, sidewalks, and on-street parking.“Employees can return to work and families can again participate in programs and support our businesses, if they so desire,” said City Councilmember Chris Cate.Businesses will need to apply for a permit to operate outside, the city says.The second measure reallocates 0,000 from the city’s Small Business Relief Fund toward helping businesses in underserved communities. SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. SAN DIEGO (KGTV) -- Statewide DUI arrests and fatalities saw a significant increase over Christmas weekend. A total of 47 people died in DUI-related crashes in 2018 compared to 27 deaths over the same time period in 2017. DUI arrests also saw a significant rise. More than 1,100 people were arrested for DUI in 2018 compared to 917 in 2017. In San Diego County, three people died due to DUI-related crashes, tying with 2017. DUI arrests rose slightly from 56 to 57 in 2018. The reporting period for the arrests and deaths was Friday, December 21 through Tuesday, December 25. 584

SAN DIEGO (KGTV) -- Sophie Felix may be petite, but there is nothing small about the way she approaches living and giving -- and it all started with her grandparents."Growing up, my Grandmother and my Grandpa Augie used to be foster parents so from a very young age I understood it's very important to give back to children in need," says Felix.Nine years ago, Sophie says she felt compelled to reach out to the Encinitas-based group, Passion 4 K.I.D.S. which stands for Kids In Desperate Situations. The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it.
