BEIJING, April 13 (Xinhua) -- China's drought relief authorities said Tuesday heavy rains had eased the drought in southwest China's Sichuan Province, but dry weather and high temperatures continued in other affected regions.Compared with data collected last Sunday, people and livestock facing shortage of drinking water in Sichuan had decreased by 500,000 and 560,000 respectively by Tuesday, said the Office of State Flood Control and Drought Relief Headquarters (SFDH).Heavy rains also reduced the area of affected arable land in Sichuan by 2.33 million mu (155,333 hectares) by Tuesday, according to the SFDH.However, drought still persisted in other areas, including the provinces of Yunnan and Guizhou and Guangxi Zhuang Autonomous Region as rain in these regions was far from adequate.As of Tuesday, drought had left 24.62 million people and 18.08 million livestock short of drinking water, said the statement.

SANAA, April 11 (Xinhua) -- A Chinese medical mission arrived Sunday in the southern Yemeni province of Aden as part of a cooperation agreement between the two countries, state-run Saba news agency reported.The 45-strong mission will provide medical services to residents of the southern provinces of Aden, Lahij, Abyan and Hadramout, according to the report.The mission includes neurosurgeons, plastic surgeons, thoracic surgeons, pediatric surgeons, orthopedic surgeons, anesthesiologists and a number of administrative staff, Jamal Khadabish, director of the Aden-based al-Jomhoriya hospital, was quoted by Saba as saying.The mandate of the Chinese mission would last for one year in accordance with a protocol of health cooperation between Yemen and China, Khadabish noted.

But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector.The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. It calls for a prudent approach to financial liberalization that would yield a productive outcome as evidenced over the past three decades of gradual financial reform whereby more market competition has been encouraged and distressed loans have been effectively curbed.
