SAN MARCOS, Calif. (KGTV)- California State University San Marcos is preparing students and staff for possible power outages in light of the San Diego Gas and Electric warnings due to fire.At least three CSU schools have been shut down as a result of high winds and power outages. Staff members in San Marcos say they are keeping a close eye on those other universities.Classes proceeded as usual for CSUSM students on Thursday morning. Students say they have been keeping up the outages at other schools via social media. “For a second, I panicked; I really didn’t know it was San Francisco,” says freshman Nancy Salazar Soto. “I was like, oh, it might be me. It might be here in San Marcos.”She believes it would be hard losing power at school, but things would be tougher for the students who live on campus, like freshman Hannah Whitener. “It’s kind of a little bit sketch, you don’t really know everyone around you yet,” says Whitener. “I mean, my freezer, I’m kind of concerned about that.”CSU San Marcos sent out a memo to students late Wednesday afternoon warning them of the possibility of an outage and how to be prepared. “Make sure your car is gassed up in case you do need to relocate. Make sure you’ve got a flashlight handy," says CSUSM Vice President for Community Advancement Cathy Baur. “You’re students; you’re working on their essays and those projects. Make sure you’re saving it on your computer.” Baur says fire prevention is vital. The university knows firsthand after fires in 2014 caused emergency evacuations. “We had to close the campus just days before commencement because the fires were surrounding us and had to do an evacuation of campus,” says Baur. “It’s something that we as campus community are familiar with, we’ve lived through, and so we know how important it is to be prepared and to take any precautions that we can.”The university advises all students to check their emails and social media pages routinely. If power is shut off, University Police will also send out an alert. 2028

(CNS) - Los Angeles County Supervisor Sheila Kuehl was spotted dining outdoors at a restaurant in Santa Monica hours after voting to uphold a ban on outdoor dining due to a surge in COVID-19 cases, it was reported Monday.Kuehl had dinner at Il Forno Trattoria on Tuesday, soon after voting to uphold the county's new restrictions that were announced two days before, according to Fox11, which said it received multiple tips. During the board meeting, Kuehl called outdoor dining "a most dangerous situation."A representative for Kuehl told Fox11, "She did dine al fresco at Il Forno on the very last day it was permissible. She loves Il Forno, has been saddened to see it, like so many restaurants, suffer from a decline in revenue. She ate there, taking appropriate precautions, and sadly will not dine there again until our Public Health Orders permit."Kuehl was one of three board members voting to allow the ban to take effect as scheduled, while board members Kathryn Barger and Janice Hahn asked that outdoor dining be allowed to continue, arguing that the ban is too punitive to restaurants in response to a surge that has largely been blamed on private gatherings rather than outdoor dining."This is a serious health emergency and we must take it seriously," Kuehl said Tuesday, according to Fox11."The servers are not protected from us, and they're not protected from their other tables that they're serving at that particular time, plus all the hours in which they're working."The county Department of Public Health announced Nov. 22 that in- person dining would be halted at 10 p.m. Wednesday and continuing for three weeks.The move came in response to a surge that has now seen new daily COVID- 19 cases average more than 4,000 over the previous five days."Outdoor dining is probably more dangerous in terms of contagion than any other kind of business," Kuehl said earlier.Kuehl said diners at restaurants "sit for hours with no masks on" and are in close proximity to servers and patrons walking by. 2042

SAN MARCOS, Calif. (KGTV) -- Authorities are searching for a fugitive sex offender from New York spotted in San Marcos. According to the United States Marshals Service, Dale Dulac violated his parole, leaving Niagara Falls, New York on September 20. A warrant has since been issued for his arrest. Authorities say Dulac was recently spotted in San Marcos. U.S. Marshals are working with the San Diego Fugitive Task Force to locate and arrest Dulac. SAN YSIDRO, Calif. (KGTV) - An abandoned church in San Ysidro will become the site of 10 new affordable housing units, as well as a cultural center.The non-profit group Casa Familiar is spearheading the project, called "Living Rooms at the Border.""What we want to do is build a culture corridor from SY Blvd through the alley, all the way to the Beyer Trolley Station," says Community Development Director David Flores.The church was built in 1927 and is known in the neighborhood as "El Salon." Casa Familiar bought the property in 2000 and has worked to develop it since then.The proposed 14,000 square foot development will turn it into a cultural arts center. Around it, Casa Familiar will build 10 units of affordable housing, a community garden and patio, office space for support services and programs, and walkways connecting the alleys to main streets.Flores says it will connect the community to its past and future."There's history. There's richness. There are stories that families love sharing about San Ysidro and growing up here. It's going to be a space that will bring back a lot of those memories."As part of the plan, the exterior of the church will stay in place. So will much of the filaments inside."People would tell us stories about coming here for Sunday services, or doing their first communion, even weddings, people get married here," says Flores. "It's a really special, cool place, where we thought, why demolish everything. This is a really important community icon that we can restore."The project is the latest effort to revitalize the neighborhood. A new park and playground are just a half block away from the church, and plans are underway to build a new San Ysidro library two blocks away.The new homes will vary in size. There will be three one-bedroom units, three two-bedroom units and four three-bedroom units."This is not a lot of units, it's 10 units," says Flores. "But the whole idea behind this project is to build in the service, support programs that families need.""Living Rooms at the Border" will cost around 8.25 million dollars and includes improvements to the surrounding infrastructure.Casa Familiar says they got a 0,000 seed grant from Art Place America. They were able to pair that with a 2-for-1 matching grant from the PARC Foundation. That gave Casa Familiar more than a million dollars to begin the project. New-Market tax credits and financing will help pay for the rest.They hope to start construction in July and have it finished by next summer.  2533

SAN MARCOS, Calif. (KGTV) -- Kelley Keatly and her husband were walking in their San Marcos neighborhood Wednesday morning when something caught their attention.They noticed a red sticker stuck to an electrical box. When they looked closer, they saw a message of hate, one that read: “The symbol of white resistance.”The sticker included a link to a website filled with hatred - towards Jews, African Americans, and the LGBTQ community.ABC 10News is not identifying the group.“Really I just see it as an act of pure evil, and it has no place in my community, it has no place in any community,” Keatly said.Keatly took the sticker and posted an image of it on a neighborhood Facebook page. Melissa Burgess saw the post and then found four - on electric boxes and traffic lights, including ones near San Elijo Elementary and Middle schools, where her children attend.“I came home, I was shaking just from anger and pain and hurt and just all of that from having seen that here in my community,” she said.Then, even more neighbors found the stickers, including on the back of Stop signs.The stickers come after a recent spate of hate-inspired incidents in the county, including people wearing swastika face masks to grocery stores, and another driving with a Nazi flag.Tammy Gillies, who heads the San Diego Anti-Defamation League, says it’s vital to report all incidents.“You have one person that can be radicalized on the Internet, one person that is drawn to look at a website through these fliers or these stickers and goes down a wrong path, so it is very concerning,” Gillies said.She alluded to last year's deadly shooting at the Chabad of Poway synagogue, allegedly carried out by a 19-year-old radicalized online.The Sheriff's Department says a total of seven stickers were located. It is investigating and asking anyone with information to contact the San Marcos station at (760) 510-5200.The San Marcos Unified School District says it inspected its facilities and found no evidence of stickers. 2010
