ERLANGER, Ky. -- Police shot a suspect outside a bar in Erlanger, Kentucky on Wednesday night after the suspect pointed a gun at the officers, according to Kentucky State Police trooper Charles Loudermilk.Loudermilk said two officers from the Erlanger Police Department had been pursuing 40-year-old Dexter Helton, of Florence, over an active felony drug warrant and located him inside Peecox Bar and Grill at about 8 p.m. He fled on foot out the back door of the bar, drew a firearm and pointed it at the officers, at which point an officer shot him. "This action caused a life threatening situation for the officers involved and they were forced to discharge their firearms," Kentucky State Police said in a news release. Helton was airlifted to the University of Cincinnati Medical Center with "critical injuries" after the incident. Neither of the Erlanger officers were shot or injured. Identities of the police officers involved have not yet been released. Investigators are reviewing footage from the officer's body cameras. Authorities also seized a witness's phone who had posted a video of the moments after the shooting on Facebook. Surveillance video from the bar will also be analyzed, Loudermilk said. ESCONDIDO, Calif. (KGTV) -- Escondido Police are investigating after a man was stabbed to death Tuesday evening.Police say there were called to the 500 bloc of West 7th Avenue just before 8 p.m. Tuesday afte receiving several reports of a man in an alley who was unresponsive.After officers arrived, they found the man with multiple stab wounds to his upper torso. The man died at the scene, police say.A search warrant was executed at a nearby home believed to be linked to the homicide, but police are still seeking information on the incident and suspects.The events leading up to the stabbing are also unclear at this time.Anyone with information about the homicide is asked to call the Escondido Police Department. 727
ENCINITAS, Calif., (KGTV) -- A day after a giant rock formation fell and killed three locals at Grandview Beach, geologist Dr. Pat Abbott assessed the damage. Shes off and wading in high tide, he explained the cause of the Friday's tragedy. "The waves come up and beat against the cliffs, and the gravity pulls on those cliffs day after day and year after year," Dr. Abbott said. "It just gradually weakens, and one day it can't take it anymore and just falls down."The waves nibble away the rock at the bottom, and the water for the ice plants on the top, brown, softer sediment weaken the formation. "All that does really is add weight to the cliff," Dr. Abbott said. " And of course, the more weight that is there, the stronger the gravity."But as we walked along the beach, we found many more problem spots. Just feet north of Friday's fallen rock, there is a formation of what looks to be a small cave. With no bottom support, the top will eventually break off. "When that falls, that's the same thing as having a cement wall fall on you," Dr. Abbott said. We walked a few more feet north and saw what he called another visible sign of danger. "This strong cliff here and this rock mass now is now detached from the main rock," Dr. Abbott pointed.The vertical fracture separated the front rock formation from the rest of the bluff. This is a sign that it is ready to form. Exactly when it falls, only Mother Nature will know. So the next time you decide on where o put down your beach towel, remember to study the rock behind you. "Look for fractures or overhanging rock masses, and don't go near those," Dr. Abbott warned. Dr. Abbott also said the visible fractures at the bottom of the bluffs are far away enough from the homes atop, that they should not pose any danger. 1787
FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. We’re at an AirBnB… we need to buy,” Carmen added.Nobody at the sales offices at Horse Creek Ridge would comment. Team 10 was directed to public relations. Through email, the spokesperson said:“Two separate state energy requirements guide D.R. Horton in its decisions regarding home design options in the state of California – the current State Energy Code requirements (commonly known as Title 24) and the State‐Mandated Solar requirements, which take effect in 2020. In most communities, we have found that solar is the best, most cost‐effective option for both D.R. Horton and our homebuyers to meet the current Title 24 Energy Code requirements. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said. She noticed while working at a restaurant, she kept bumping into things, and later became very concerned when she fell down the stairs at her home. She says her vision was fine when looking straight ahead, but was losing sight from the outside in. A doctor originally though she had a detached retina, but that wouldn't be the case."It was this rare disease and it was progressive. At the time they thought I was going to be totally blind within a year."She would lose 98% of her vision, and started to think her days as an athlete were over."The words athlete and blind were not in the same sentence for me."The treatment for her disease was to suppress the immune system, but the medication she was taking caused her to put on weight. That's when she started swimming, riding a spin bike, and jogging."Someone said your swimming, you're biking, and you're running. Have you ever thought about doing triathlons?"She thought it sounded terrifying but fun. And not only did she give it a try, she excelled."I'm currently ranked number 6 in the world and number 1 in the United States."With 98% vision loss, she has implants in her eyes to help her see. Then she was introduced to Iris Vision. A product which at first glance looks like goggles. But for Amy, it would totally change the way she trained."It increases my visual fields," she says. "My vision is super tiny, it's like looking through a straw. What's cool about Iris Vision, is it allows me to see my computer screen, and more importantly, I can now see my heart rate and what my speed is. I'm can now see what the prescribed workout is that my coach sent to me."She has become a very successful triathlete, as she made the national team back in 2015. She was an alternate for the Paralympic Games in Rio in 2016. She was training for the 2020 games Tokyo when the COVID-19 pandemic hit."I am 44 years old and my disease is very challenging. It takes a huge team of doctors, because my eye disease is an autoimmune condition. So to get to Tokyo is pretty miraculous at my age.
