BEIJING, Sept. 2 (Xinhua) -- A senior Chinese general Thursday met with the head of a leading U.S. think tank and discussed the building of strong military ties between the two countries, despite military exchanges between the two nations having been frozen since January."A sound and stable China-U.S. military relationship is good for bilateral strategic trust and regional peace and stability," Deputy Chief of the General Staff of the Chinese People's Liberation Army (PLA) Ma Xiaotian told John Hamre, president of the Washington-based Center for Strategic and International Studies (CSIS).Hamre served as the U.S. deputy secretary of defense during the Clinton administration before joining CSIS in 2000.Hamre is in China at the invitation of a leading Chinese think tank, the China Institute of Contemporary International Relations, for an academic symposium."China has always attached great importance to developing military ties with the United States and has made efforts in this regard," Ma told Hamre."Stronger military-to-military ties will be a very good thing for the two countries...We should have broader and deeper contact," Hamre said.On growing bilateral military ties, Ma proposed both sides respect each other's core interests and major concerns.Both sides should also properly handle differences and sensitive issues, Ma added.Hamre said China's prosperity contributes to the world, adding that the PLA's development is "logical."The former U.S. defense official said it is necessary for the two militaries to maintain candid communication to keep stable military relations.

BEIJING, Oct. 21 (Xinhua) -- Chinese Vice President Xi Jinping Thursday stressed the importance of nurturing cadres from ethnic minority groups to help in the government's drive to develop regions inhabited by ethnic minorities.Efforts should be made to cultivate outstanding cadres with political integrity and professional competence from ethnic minorities, Xi said at a symposium marking the 30th anniversary of the establishment of a training course for Tibetan cadres at the Party School of the Central Committee of the Communist Party of China (CPC).The Party School of the CPC Central Committee initiated a training course for Tibetan cadres in Sept. 1980. Over the past three decades, more than 1,700 Tibetans have attended 42 sessions of the training course, becoming the backbone in promoting development, stability and ethnic unity in Tibet.Xi said Party schools should play a key role in training and nurturing cadres from ethnic minorities, who possess both political integrity and ability, particularly among young people and those who are from grass-roots levels.

BEIJING, Sept. 7 (Xinhuanet) -- China will "vigorously" expand its imports of key products as the nation strives to cut its trade surplus amid growing protectionism against the world's largest exporter, a senior Chinese trade official said on Monday."We will especially encourage imports of products the nation is short of, especially advanced technology and key equipment," said Chong Quan, China's deputy international trade representative.Special attention will be paid to expanding imports from countries that China has a trade surplus with, he said at the China Import Forum organized by the Ministry of Commerce.Due to their domestic economic woes and political pressure, some developed countries, in particular the US, have accused China of piling up trade surpluses through policies such as an undervalued currency. This argument conveniently ignores other factors at play, such as their own export restrictions.Nonetheless, in the first six months of this year, US exports to China increased 35.7 percent year-on-year, 13 percentage points higher than its overall export growth, according to US figures.Despite the surge of its trade surplus in July, which stood at .7 billion, China will see the surplus drop dramatically for the year to about 0 billion, compared to 0 billion in 2009 and 0 billion in 2008, trade officials said. BEIJING, Sept. 10 (Xinhua) -- China has decided to postpone a negotiation with Japan on the East China Sea issue as part of its response to the seizure of a Chinese fishing boat, said Foreign Ministry spokeswoman Jiang Yu Friday night.The postponed talks, the second governmental negotiations on the principle common understandings on the East China Sea issue, had been scheduled for mid September, according to Jiang.A Japanese court on Friday, despite Chinese protests, ruled a 10-day detention through Sept.19 against the captain of a Chinese trawler which collided with Japanese patrol ships off the Diaoyu Islands in the East China Sea on Tuesday.The Chinese trawler under detention stops at the harbor of Ishigaki, Okinawa, Japan, Sept. 9, 2010. BEIJING, Oct. 13 (Xinhua) -- China's safety record has improved in the first nine months of 2010 with fewer accidents and deaths compared with one year ago, Luo Lin, director of the State Administration of Work Safety (SAWS), said Wednesday.From January to September this year, China reported 16,091 fewer accidents, or a decline of 5.8 percent over the previous year, while deaths caused by accidents were down by 5,869 in the same period, Luo said during a a national video conference regarding the country's work safety record.While Luo did not provide the actual figures of accidents or deaths caused during this period, he said: "Though we have made new progress in work safety, the total number of accidents is still too high and the accidents with heavy casualties and caused by illegal production activities were rising dramatically."According to SAWS, China's work safety death ratio per 100 million yuan (14.9 million U.S. dollars) of gross domestic product (GDP) was down 18.6 percent year on year to 0.21 during the January-September period. In other words, every 10 billion yuan of China's GDP will cause 21 deaths in the process of production.In addition, the death ratio per million tonne of coal output dropped 13.3 percent to 0.78 in the same period.According to the last figures released by SAWS in July, workplace accidents had killed 33,876 people in the first half of this year.
