SACRAMENTO, Calif. (AP) — Authorities say somebody stole a tripod from a California Department of Transportation crew and then dropped it from an overpass onto a Sacramento freeway, impaling the lung of a passenger in a van.The driver of the van, Tim Page, tells KCRA-TV that he was on Interstate 5 Thursday morning when the yellow-and-red tripod smashed through the glass. He says it went through his passenger's lung and popped out.The man survived but with broken ribs and a partially punctured lung.Authorities say a 32-year-old man, who the Sacramento Bee identified as homeless, threw the tripod was arrested after a brief struggle and chase. SACRAMENTO, Calif. (AP) — An investigation has found many California state agencies have failed to provide sexual harassment training for all their supervisors as required by state law.Capital Public Radio reported Tuesday its investigation found nearly 60 percent of agencies surveyed by the State Personnel Board did not provide the training, up from 25 percent in 2016 and 32 percent in 2017.The public radio station reports that since 2016, the State Personnel Board has identified nearly 1,800 state government supervisors at dozens of agencies who did not receive the required training.A state law requires businesses with 50 or more workers and all state agencies to provide two hours of sexual harassment training to new supervisors within six months of being hired or promoted. 794

SACRAMENTO, Calif. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

  

SACRAMENTO, Calif. (AP) — California had a near-record number of daily coronavirus deaths as pandemic cases strained hospitals and reduced normal intensive care space to a record low. Yet Gov. Gavin Newsom said Wednesday that there are hints residents may be heeding medical officials’ increasingly desperate calls for caution during the holidays. The transmission rate has been slowing for nearly two weeks. The rate of positive cases reached a new high of 12.3% over a two-week period but was starting to trend down. Yet the state's worst surge is taking a horrendous toll that threatens to only worsen if people gather during the holidays. 650

  

Ride-hailing company Uber is offering people free and discounted rides if they need a lift to and from a COVID-19 vaccination appointment.In a press release, CEO Dara Khosrowshahi said the company offers 10 million free or discounted rides to ensure people get vaccinated, especially those who face a barrier getting there.Khosrowshahi said they are partnering with the National Urban League, the Morehouse School of Medicine, and the National Action Network because the organizations are tied to communities of color that have been "disproportionately hurt by the pandemic."A date when this is to kickoff has not been announced. 637
