URUMQI, July 9 (Xinhua) -- The Chinese government and the Communist Party of China (CPC) will severely punish the outlaws in the Xinjiang riot, and restore normal social order in the region as soon as possible, senior Chinese leader Zhou Yongkang said here Thursday.     Authorities would take stability as their top priority at hand, and crack down hard on violence, in accordance with laws to protect the lives and property of people of all ethnic groups, and safeguard ethnic unity, said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee. BEIJING, June 11 (Xinhua) -- China's Central Authorities have launched a new round of campaign to crack down on "small coffers" illegally held in the hands of Party and government organizations at different levels.     This year, Party and government departments that completely rely on the budgetary funds are the first to carry out the work and later, the campaign will involve all nongovernmental organizations, state-run companies, and state-held companies, in a step-by-step way, says a document recently issued by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council.     The document, known as "Directions on Deepening the Crackdown of Small Exchequers", criticized the illegal phenomenon, emphasizing that in some areas and departments it has occurred frequently or even seriously. "The masses have responded to it strongly," it says.     It calls these "small coffers" a "cancer" and says they must be eliminated. The illegal phenomenon has resulted in inaccuracy in accounting, disturbance in market order, losses in state income and property and corruption, according to the circular.     It encourages all units concerned to check the problem by themselves and those that pretend to do so will be punished. It pledges to punish those who try to boycott the campaign or retaliate the tippers.     Those that are involving huge sum of the illegal treasuries or criminal activities will be handed over to judicial departments in accordance with law, according to the document.     The Central Authorities have set up a special leading group with members from the Central Commission for Discipline Inspection of the CPC Central Committee, the Ministry of Supervision, the Ministry of Finance, and the State Auditing Administration.     In the late 1990s, the Chinese Authorities conducted the first round of auditing and cracking down on "small coffers" throughout the country.

WASHINGTON, April 22 (Xinhua) -- U.S. Treasury Secretary Timothy Geithner said on Tuesday that the prosperity of the American economy needs the rest of the world to recover.     "The rest of the world needs the U.S. economy and financial system to recover in order for it to revive," said Geithner in remarks to the Economic Club of Washington. "We remain at the center of global economic activity with financial and trade ties to every region of the globe."     "Just as importantly, we need the rest of the world to recover if we are to prosper again here at home," the Treasury chief said.     "Before the crisis, U.S. exports were among our economy's fastest-growing sectors, accounting for more than 6 million American jobs, or about 5 percent of total private sector employment in the U.S. Now, they are one of its fastest-shrinking," he stated.     He called for global cooperation to cope with the current crisis, which he said was "the most severe crisis in generations."     "As a consequence, the community of nations must work together -- and that work has already begun -- to revive economies around the world and to lay the groundwork for a new, more stable and more sustainable pattern of growth in the future," he said.

BEIJING, June 18 (Xinhua) -- China's political advisors Thursday underlined the importance of a proactive fiscal policy and a more active employment policy to cope with the global downturn.     They offered their advice as the standing committee of the 11th Chinese People's Political Consultative Conference (CPPCC) National Committee continued its sixth meeting, which started here Tuesday.     The committee members warned of difficulties ahead, citing the worsening impact of the global slowdown, and called for more efforts from all sides to combat the situation.     They also stressed the importance of a moderately easy monetary policy, increased investment in improving living standards, and expanded coverage of social security.     Jia Qinglin, chairman of the National Committee of the CPPCC, was present at the meeting.

VENICE, May 25 (Xinhua) -- China's top lawmaker Wu Bangguo left here for home on Sunday afternoon after concluding his three-nation Europe tour, which helped push his country's relations and cooperation with Europe.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC), top legislature of China, who has paid an official goodwill visit to Austria in 15 years and to Italy in 12 years. The Europe tour also took Wu to Russia. During the 11-day trip, Wu met with the heads of state and governments of the three European nations and held talks with their parliament leaders. He visited Vienna High-tech Zone on Saturday, inspecting an energy saving office building and a wind tunnel, which is believed to be the world's largest for testing locomotives and automobiles. The wind tunnel has undertaken tests and data gathering for locomotives used in city subway system in Shanghai.     Wu also visited in Rome a research and development center under the Italian National Agency for New Technology, Energy and the Environment (ENEA) He inspected the high-temperature sole heat system for generating electricity at the R&D center.     Wu said it is a global trend in the energy sector to develop new energy and renewable energy in a broad prospect of growth. He said the Chinese government places great importance on and actively promotes development and application of all kinds of renewable energy, including solar energy. He expressed the wish that research institutes and companies of the two countries should increase cooperation and investment in this respect so as to jointly exploit the renewable energy market.     During the visit, both Wu and leaders of the three nations agreed that under the circumstances of international financial crisis, strengthening practical cooperation will not only help the countries to overcome current difficulties, but also help promote the recovery of world economy.
