SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. According to San Diego Police, officers were alerted to the reports around 2:20 p.m. So far, no one has been taken into custody and police are still searching for a scene. Mesa College Drive is also closed from Ashford to Armory while police search the area. Kearny Senior High School is located on the 1900 block of Komet Way near San Diego Mesa College. 523

SAN DIEGO (KGTV) -- The California Department of Public Health made a quiet announcement late Monday night that could be a welcoming relief for families all over the state looking for outdoor activities amid the pandemic.Health officials are allowing counties to reopen outdoor playgrounds located in parks, campgrounds, and other publicly accessible locations.But guidance is firm and strict as the state continues to battle the deadly coronavirus pandemic."COVID-19 continues to pose a severe risk to communities and requires all people in California to follow necessary precautions and to adapt the way they live and function in light of this ongoing risk," state health officials said.At the top of the list of requirements is the rule on face coverings. "Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use," officials said.Other rules include a 30-minute limit on visits when others are present, no eating or drinking in playgrounds, and elderly persons and others with underlying medical conditions should avoid playground when others are present."This guidance does not apply to indoor playgrounds or family entertainment centers," the state said.San Diego County has not yet issued a timeline for when the caution tape wrapped around local playgrounds since March will finally come down.Last Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. Frustration and anger built after a 27-month contract renewal was signed by Palomar Health's CEO, Diane Hansen. The contract details a base salary close to million, with potential of earning bonuses, increasing that amount. Frontline workers argue that because COVID-19 led to an increase of patients, and layoffs of caregivers and nurses, "the board should have invested in resources and more protective equipment. Some of the PPE is not even medical grade, and everyone who's been laid off should be brought back," said representative for California's nurses association, Sarah Gurling. Gurling joined other reps and nurses in a protest at Palomar Medical Center, arguing funds should have been allocated towards other resources within their facilities."Caregivers and nurses are the heart of the hospital. We know what's best for patients and each other. The hospital executives and the Palomar board has lost sight of that." Meahwhile, Palomar's health board chair, Richard Engel, stands behind his decision. He said Hansen has done a tremendous job and credits much of the hospital's success through her work.
