SAN DIEGO (KGTV) — San Diego Police say they have arrested a 23-year-old man in a fatal shooting in the East Village this week.Tyler Cosby of San Diego was arrested on Thursday for the murder of a 37-year-old man shot to death outside a downtown parking garage on Tuesday, according to SDPD.The victim, a 37-year-old white male who has yet to be publicly identified by police, was found in the area of 14th and G streets shortly after 10 p.m. Officers responding to several reports of gunshots arrived to find the man lying on the sidewalk at `1400 G St., near a parking garage entrance.The victim had at least one gunshot wound, according to police. SAN DIEGO (KGTV) - San Diego Police released a composite sketch Wednesday in the search for a man who carjacked a woman at Fashion Valley Mall. The 57-year-old victim was walking to her car in the west parking lot near JCPenney Monday at 1:45 p.m. when the man approached her from behind, police said. The man put a knife to the woman’s neck and demanded her car keys and wallet. Officers said she turned over the items, at which point the man got into her 2017 white Nissan Sentra and drove away. The Sentra was later recovered, according to police. SAN DIEGO (KGTV) -- San Diego’s City Council voted Tuesday to expand the social host ordinance to include marijuana and controlled substances. Before the vote, the ordinance only addressed underage drinking, but not drugs. The amendment, which was approved unanimously, will now go before the council for a second reading before it becomes law. “As a mom, the safety of my children is my priority, and as City Attorney, I am committed to protecting every child,” City Attorney Mara W. SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules.
