SAN DIEGO (KGTV) -- Caltrans maintenance crews closed the westbound Interstate 8 connector to northbound state Route 67 at 9 p.m. Thursday night, but lanes were reopened at 5 a.m. Friday morning. The closure took effect for guardrail repair, according to Caltrans.Signs were posted to direct motorists on westbound I-8 to exit at West Main Street and turn left to eastbound I-8 to SR-67.Motorists were reminded to be work zone alert and slow down when approaching Caltrans vehicles with amber flashing lights.Caltrans says Californians can expect more roadway improvement projects like this made possible by the recently passed Road Repair and Accountability Act of 2017, Senate Bill 1.  715

SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204

SAN DIEGO (KGTV) — Border Patrol is gearing up for what they anticipate to be a busy summer of illegal border crossings. The agency showcased its tools and tactics Tuesday at a site near the former border wall prototypes. Five migrants suspected of crossing illegally were rescued by Border Patrol several miles east of where the demonstration was occurring in the Otay mountains. Border Patrol says a member of the group called 911 early Tuesday morning after they ran out of food and water. One of the people from the group had to be airlifted because of a leg injury. Customs and Border Protection says they detain 170 people a day trying to illegal cross the border in San Diego sector. CBP adds with more the secondary wall project being completed, people are crossing in more remote areas and putting themselves in more dangerous situations. “A lot of the people we’re encountering are surrendering themselves agents,” said Justin Castrejon with Border Patrol. Agents are certified through the state of California to respond in medical capacity similar to EMT’s. 1076

SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. The plan is currently under environmental review. SAN DIEGO (KGTV) — Border Patrol agents say they found human remains in the Tijuana River Valley early Saturday.The agents discovered the human remains near the Tijuana River just before 8:20 a.m. on Dairy Mart Road and Clear Water Way, according to City News Service and Chief Patrol Agent Douglas Harrison.The investigation was turned over to the San Diego Police Department's homicide detectives. 10News has reached out to San Diego Police, but have yet to hear back.No further information was immediately available.City News Service contributed to this report. 572
