ASHGABAT, Dec. 13 (Xinhua) -- Visiting Chinese President Hu Jintao and his Turkmen counterpart Gurbanguly Berdymukhamedov agreed here Sunday to continually advance bilateral cooperation in an all-round and sustainable way.     The Chinese president, who arrived here earlier in the day for a working visit, held talks with Berdymukhamedov in Ashgabat, capital of this Central Asia nation in the afternoon.     Hu said the Chinese and Turkmen economies are highly complementary to each other, and bilateral cooperation in all dimensions and various fields accords with the needs of economic development of both countries.     Hu outlined four areas that the two countries should focus on to advance practical cooperation. Hu said the China-Central Asia natural gas pipeline is a cooperative project that benefits the two countries and the whole region.     China is ready to work with Turkmenistan to secure smooth operation of the gas pipeline, and further advance bilateral cooperation in the oil and gas sector in line with the principle of equal consultation and mutual benefit, Hu said.     Thirdly, the two countries should also strengthen cooperation in non-energy fields. Hu said China is ready to expand cooperation with Turkmenistan in transport, telecommunications, building materials and infrastructure development. He proposed that the two countries should study and draft a plan of middle- and long-term cooperation in non-energy fields.     Fourthly, the two countries should earnestly implement the credit projects they agreed upon by accelerating the inauguration of relevant projects.     After the talks, Hu and Berdymukhamedov attended the signing ceremony of a number of cooperation documents in trade, investment, and telecommunications. He said expanding cultural cooperation is conducive to reinforcing the foundation of bilateral friendship and expanding mutually beneficial cooperation in all fields.     China is ready to work with Turkmenistan to strengthen exchanges and cooperation in culture, sports, education, press, health and tourism. The two countries should actively carry out exchanges in the fields of humanities and culture, promote contact between their art groups, non-government organizations, media organizations and academic institutes and step up cooperation in education, he added.     Hu announced the decision to double the number of annual scholarships offered by the Chinese government to Turkmen students studying in China from the current 45 to 90. Hu also expressed China's readiness to provide assistance to Turkmenistan on Chinese language learning.     Hu said since the two countries established diplomatic links 17years ago, the two sides have maintained a high level of mutual trust and firmly supported each other on major issues concerning each other's core interests. He noted that the two countries have carried out vigorous cooperation in trade, energy and culture.     Hu said China has always placed importance on its relations with Turkmenistan, regarding it as a reliable friend and major partner. He said strengthening practical cooperation in all areas is in the common interests of both countries and peoples.     Hu said China is ready to work with Turkmenistan for the all-round, in-depth and rapid development of their bilateral ties.     Berdymukhamedov fully agreed with Hu's proposals for developing bilateral ties, saying Hu's visit is of special significance. He said Turkmenistan attaches great importance to China and its relations with China.     The long-term strategic partnership between the two countries is based on a high degree of mutual trust, mutual respect and friendship. Despite the changes in international situation, the Turkmen government and people will always firmly push forward cooperation with China, he said.     Berdymukhamedov spoke highly of the rapid growth of bilateral trade in recent years, saying China has become one of the biggest trade partners to Turkmenistan.     Despite the impacts of international financial crisis, trade between China and Turkmenistan increased 135.5 percent in 2008 and38.7 percent in the first 10 months of 2009.     Berdymukhamedov said Chinese companies have made investment in oil and gas, transportation and other sectors in Turkmenistan and won respect of Turkmen companies.     He said the China-Central Asia natural gas pipeline is an example of sincere cooperation under the strategic partnership of the two countries. He said the project is not only in the long-term interests of both countries and their peoples, but is also conducive to maintaining stability of the global energy market.     President Hu will fly to the border town of Turkmenabad Monday to attend a ceremony to inaugurate a natural gas pipeline linking China, Kazakstan, Uzbekistan and Turkmenistan.     Berdymukhamedov said that under the new circumstance the two countries share a broad prospect of cooperation in all areas. Turkmenistan is ready to strengthen political dialogue and carry out practical cooperation with China in the fields of chemical industry, building material industry, science, culture and education.     The president said China is an important force for promoting world peace, stability and development. He expressed satisfaction with the effective cooperation between the two countries in multilateral organizations, saying the two sides share broad common interest and hold similar stances on international affairs.     Before the talks, Hu presented Berdymukhamedov with a list of books donated to the National Library of Turkmenistan.

BEIJING, Dec. 11 (Xinhua) -- Chinese President Hu Jintao Friday highly praised the achievement of the Macao Special Administrative Region (SAR) over the past decade, ahead of the 10th anniversary of the region's return to the motherland.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, said Macao was "embracing a bright future" thanks to the mainland's support and Macao compatriots' hard work. Hu made the remarks while attending an exhibition in Beijing marking Macao's achievements in the past 10 years.     "Macao has undergone an extraordinary development over the past decade," he said, adding under the support of the central government and the Chinese mainland, the SAR government fully implemented the policies of "one country, two systems", "Macao people governing Macao" with a high degree of autonomy and the Basic Law. Chinese President Hu Jintao (2nd R) visits the exhibition of achievements made by Macao Special Administrative Region in the decade since its establishment on Dec. 20, 1999, at the Capital Museum in Beijing, capital of China, on Dec. 11, 2009.     The "one country, two systems" concept was proposed by former Chinese leader Deng Xiaoping in the early 1980s for the reunification of China. Under the mechanism, Hong Kong and Macao retained their capitalist systems after returning to the motherland.     Hu said the SAR government, together with Macao residents, overcame various difficulties and challenges to advance economic development, ensure social stability and improve people's livelihood.     He encouraged Macao compatriots and the SAR government to strive for the region's better prospect.     Dec. 20 will mark the 10th anniversary of Macao's return.     Top legislator Wu Bangguo, Premier Wen Jiabao, top political advisor Jia Qinglin, and other senior leaders Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, all Standing Committee members of the Political Bureau of CPC Central Committee, visited the exhibition.     On Friday morning, Vice President Xi attended the opening ceremony and unveiled the exhibition.     At the ceremony, Edmund Ho Hau Wah, chief executive of Macao SAR, thanked the central government for its support to the SAR since Macao's return in 1999 from Portuguese rule.     This exhibition of photos, texts and other items is open to the public from Saturday to Jan. 13 next year.

GENEVA, Nov. 30 (Xinhua) -- Chinese Commerce Minister Chen Deming on Monday called on the Seventh WTO Ministerial Conference to send a positive signal to the world to help stabilize and improve the crisis-hit global economy.     "Today at this gathering we should send a positive signal to the rest of the world, a signal to 'open up, advance and reform,'" Chen said at the opening plenary of the three-day conference, which was participated by trade and agriculture ministers from most of the 153 WTO members.     "Now the global economy has shown signs of stabilizing and improving, but the foundation for the turnaround is not solid. The road to complete recovery remains long and winding," Chen said.     He stressed the importance of trade opening and resisting protectionist pressures for world recovery. "We should not close our doors for fear of risks or challenges."     "As long as WTO members can form consensus to stand by their WTO commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis," he said.     The minister also stressed the need to advance the long-running Doha Round global trade negotiations as a way to reform and enhance the multilateral trade system.     Eight years after its launch with a primary goal to help poor countries prosper through trade opening, the complex Doha Round is still not in its endgame because WTO members cannot narrow gaps on such key issues as agricultural tariffs, subsidies and industrial market access.     After several missed deadlines, WTO members have set a latest deadline for concluding the Round in 2010.     Chen stressed that progress made in the past eight years, as reflected in the agriculture and NAMA (non-agricultural market access) texts as of December 2008, "is hard won, and cannot be overturned for any excuse."     He also called for respecting the Doha Round's development mandate and keeping multilateral negotiations as the major channel." Then it is hopeful that the talks can be successfully concluded in 2010."     According to the Chinese minister, the WTO, as the only institutional arrangement governing global trade, needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy.     The organization should reform toward the direction of promoting sustainable development, Chen said.     It also needs to step up efforts in Aid for Trade and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs (Least Developed Countries),can gain real benefits from globalization, he added.

  

SHANGHAI, Dec. 4 (Xinhua) -- Canada would like to further economic ties with China, said visiting Canadian Prime Minister Stephen Harper here on Friday.     Harper announced the launch of four new trade offices in China by the Canadian government in cooperation with the Canadian Commercial Cooperation at a welcome banquet here Friday night. During this period, Canadian exports to China have grown by more than 3 billion dollars.     The total bilateral trade is now valued at over 53 billion dollars. China is Canada's second largest merchandise trading partner and third largest export market. Canadian Prime Minister Stephen Harper delivers a speech at the Canada-China 100-year-trade banquet in Shanghai, east China, Dec. 4, 2009Harper said, to help growing this relationship, the Canadian government has recently dedicated over a billion dollars into trade infrastructure on the pacific coast--the Asia-Pacific Gateway, which is an integrated system of ports, airports, road and rail connections that link Asia deep into the heart of the North American marketplace.     Facing the economic downturn, both Canada and China have been strong contributors to the collective efforts of the G20 to foster a genuine, global recovery, said Harper, noting that both countries need to keep voices strong and united at the G20 table.     "I look forward to welcoming President Hu to Canada next year when we host the next meeting of G20."     In June 2010, Canada will host the G8 summit in the Muskoka region of central Ontario and also co-host a G20 summit there with the Republic of Korea.     Harper also stressed the importance to remove protectionist barriers and ease trade restrictions, saying that pursuing freer trade is the most effective "antidote" to the current crisis.     By announcing Canada's second-round funding under the Asia-Pacific Partnership on Clean Development and Climate, Harper vowed to enhance energy cooperation with China.     With the second phase of projects, Canada will have invested in twenty-eight clean technology projects worldwide, including fourteen new projects in or of benefit to China, said Harper.     The welcome banquet, co-hosted by Canadian Chamber of Commerce in Shanghai and Canada-China Business Council, was held to mark the one hundredth anniversary of the launch of Canada's Trade Commissioner Service in Shanghai.

  

TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. The bilateral ties are embracing fresh opportunities of development and a main purpose of his visit is to discuss with the Japanese side how to further improve the relations.     Yang said the two countries should maintain high-level mutual visits and economic dialogues to deepen cooperation. On issues where divergences still remain, the two countries should seek solutions on the basis of dialogue and consultation.     Yang also suggested Japan and China should work to ensure the peace and stability of East Asia, which includes measures to bring Democratic People's Republic of Korea back to six-party talks and denuclearize the Korean Peninsula. They also discussed issues such as climate change.     Okada also believed Japan and China should increase communication in all areas to enhance the mutually beneficial bilateral ties.     Yang also met with Speaker of the House of Representatives Takahiro Yokomichi and President of the House of Councillors Satsuki Eda on Thursday.     Yang told the Speakers of Lower and Upper Houses that the Shanghai Expo, which is to open next May, is a good channel of friendly communication between China and the rest of the world. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. They emphasized communication between the legislation bodies are important and the Japanese Diet will exert every effort to boost bilateral ties. They also said Japan is actively preparing for the participation of Shanghai Expo and believed the Expo will be a success.     Chinese Ambassador to Japan Cui Tiankai was present during the meetings.     Yang's four-day visit to Japan, which started here Thursday, is the first since the country saw a change of government in September.
