SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. SAN DIEGO (KGTV) - San Diego County residents grabbed umbrellas and raincoats Wednesday as a cold storm system brought showers, flooding, winds, lightning, and snow to Southern California. Wednesday will be cooler and windier, with the heaviest rain and threat of flooding between 11 a.m. and 3 p.m., according to 10News meteorologist Megan Parry. A Flash Flood Watch was in effect Wednesday until Thursday at 1 a.m. for the coast and mountain areas. Anyone in need of sandbags to prevent flooding can get them for free through the County of San Diego or City of San Diego. About 4 p.m., lightning strikes forced the California State Parks rangers to close Carlsbad state beach for safety.Check the 10News Pinpoint Doppler Live radar Thousands of people lost power around San Diego County Wednesday. The largest outages were in Chula Vista and Bonita, with some 4,300 customers out of power, and Oceanside, with 555 customers out of power. SAN DIEGO (KGTV) -- San Diego County health officials have warned at least three local churches about having services indoors. The county sent out three letters to Skyline Church in La Mesa; Lighthouse Baptist Church in Lemon Grove; and Awaken Church's campus on Balboa Avenue in Kearny Mesa.The letters to Skyline and Lighthouse were very similar, saying indoor services create "significant risk of spreading COVID-19," encouraging the churches to move their in-person services outside. The third document is a cease-and-desist letter sent to Awaken Church ordering the church to stop indoor operations. All three letters are dated July 17 and are signed by County Public Health Officer Dr. Wilma Wooten. The letters state that failure to comply with these orders can mean criminal misdemeanor citations with a fine of ,000 for each violation. SAN DIEGO (KGTV) — San Diego City Council President Pro Tem Barbara Bry is calling for an audit of a city-leased building repeatedly shuttered over asbestos.The building at 101 Ash Street was closed Saturday and city employees were relocated for "the next few weeks" over asbestos violations, Bry said in a memo. Bry added that she received an update on June 17, 2019 that the project at the location remained "on schedule and within budget" after she requested an update 10 days prior."It is apparent that 101 Ash Street is neither on-time nor on-budget.
