SAN DIEGO (KGTV) - Cal Trans closed down a section of southbound I-5 Thursday night.The closer started at 9:30 p.m. from the I-805 split to La Jolla Village Drive.The closure is expected to last until 5 a.m. Friday.Crews shut down the section of freeway due to necessary work on the construction of a trolley overpass over the interstate. Teams needed to bring heavy equipment onto the freeway to pour concrete onto the structure.Overnight and early morning commuters that take I-5 SB is being rerouted to I-805 SB and will need to use Highway 52 or I-8 to cut over.Crews say they will need to do follow up work within on the overpass in the next few weeks, so drivers should expect the same closure again. 716

SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. Gavin Newsom’s proposed cuts to public education, as the state faces an estimated billion budget deficit because of the coronavirus.Even though the budget plan has been voted on, this could still change, as the governor has the power to veto, sign, or make changes to what’s been given to him by the legislature. 2600

SAN DIEGO (KGTV) -- Data obtained by ABC 10News showed there were more than 150 complaints made to 211 involving a Pacific Beach gym’s violations of public health orders.The data regarding The Gym was compiled starting April 8; overall, there were more than 9,300 complaints from that time period involving violations of public health orders throughout San Diego County.Troy Kahle said he and his husband have been members of The Gym, located on 2949 Garnet Ave., for more than 20 years. Kahle is also a COVID-19 survivor, and he said he’s not sure how he contracted the virus.Kahle has not been to The Gym since he went to the hospital. His husband last went on July 3, and decided it was not safe.RELATED: County confirms coronavirus outbreak at Pacific Beach gym"There are no safety barriers, there are no hand sanitizers, no one is wearing a mask, and no one is socially distancing," Kahle said, passing along what his husband told him from his July 3 gym visit.On July 15, public health orders forced several businesses to close indoor operations, including gyms. But Kahle said they noticed The Gym kept their doors open.Kahle and his husband notified 211 about The Gym's indoor activities on more than one occasion. He said their goal was to prevent the spread of the virus."I can't believe they stayed open as long as they have," Kahle said.During Wednesday's news conference, San Diego County Public Health Officer Dr. Wilma Wooten confirmed there was an outbreak associated with The Gym.The county had ordered it to close last week; The Gym closed on Monday."Last week, when we were working with them to close, we didn't know there was an outbreak there," Wooten said. SAN DIEGO (KGTV) -- Dawn Hendon knows a thing or two when it comes to the big day for couples, she was a wedding planner then became an officiant over the past 10 years."It's a happy business, I like to be around people for joyous occasions and weddings are always a happy event so I thought this is a happy thing, and today we need all the joy we can find," Hendon said.Recently, she's added a backyard chapel at her San Marcos home to her list of services. "I even have shoes, accessories, floral head pieces, boutonnieres for guys and tuxedos for men."Love Wedding Chapel is what she calls it and she was able to pull it off thanks to help with a grant from the San Diego Black Chamber of Commerce. At a time she said when people are supporting more black owned businesses amid the fight for racial injustice, "I’m glad people are looking to support black owned businesses. Sometimes we have a lot more challenges, our population isn’t so big in San Diego." And in the middle of a global pandemic, Hendon said, "I’ve lost family members with COVID this year and I thought finding our joy is important so it brings me joy, and I hope to bring joy to others."She said there was no better time than now to create the business of her dreams, "I thought if we could bring a little bit of that dream to them and bring them a nice environment then it’d make their day a little special."She received her Masters in Business Administration last year and said everything she's learned and accomplished has helped make this business happen. "Resilience, following through and executive management. I use all my skill sets, it all comes in handy.
