SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. SAN DIEGO (KGTV)—A group of small business owners and employees in San Diego County say the new reopening guidelines released by California Gov. Gavin Newsom Friday won’t help them recover after months of struggling.“We were really hopeful, then once we actually got this new color-coding system, it’s the same as nothing really to a lot of small businesses,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “25 percent for a lot of restaurants is not enough to operate with.”Under the latest guidelines, restaurants can offer dine-in service at 25 percent capacity or 100 people, whichever is fewer.“We’ve done the math and think we can have 55 people in our building at any given time,” she said.Weber could not provide outdoor dining and spent a lot of money to prepare her restaurant for safe, dine-in services.“We went above and beyond. We added UV germicidal lighting into our HVAC ducts; we’ve gone to touchless checks and menus, we added glass partitions between our tables,” she said.A group of business owners, general managers, and other employees joined San Diego County Supervisor Jim Desmond outside of the county administration building Monday to call for looser restrictions.Desmond has been pushing for the reopening of businesses and said they can’t survive with the current capacity limits.“Everybody behind me is suffering because of this. I can’t pay my rent with 25 percent,” said Thomas Hall, General Manager for The Grass Skirt. “When my staff was told they had to leave and I didn’t know when we were going to hire them back, it completely broke my heart.”While some say the capacity limitations make it difficult for businesses to recover after operating at a loss, others say their industries have been entirely left out of any reopening plans.“I own a small event business called McFarlane Promotions. We shut down all our business and events on March 15,” said Laurel McFarlane, a small business owner and the founder of San Diego Event Coalition.“We let go of staff, we took out a second mortgage on our house, borrowed from friends and families if we could. We scrambled to make financially for the last six months, only to find out last Friday that we have been completely disregarded and undermined. The event industry wasn’t even listed.”McFarlane said she’s a mother of four children and the sole provider for her family. She said 90 percent of her business events were canceled, and she’s been unable to work for nearly six months.“It’s time for our leaders to invite us to the table,” she said.While Desmond has been in favor of reopening businesses, others are concerned that this could cause another spike in COVID-19 cases across the county.Supervisor Nathan Fletcher said in a Tweet, “My fear is that the breadth & speed of what we are doing could cause a spike in cases that would trigger us moving back to a higher tier and requiring additional closures. I would prefer a more cautious approach that gives us a higher probability of a smooth & steady recovery.”Businesses providing indoor services must have a sign-in sheet will customers will leave their name and phone number. Supervisor Fletcher said if there is an outbreak inside a business or entity, the list will help in notifying customers if they have been exposed to COVID-19. San Diego (KGTV)- Tenants in Oak Park say they soon won't be able to pay their rent if it continues to go up. Some have seen two increases this year, and they're already living on a fixed income. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. The Senate Appropriations Committee will hear Assembly Bill 1482 Friday and decide whether or not to move it out of suspense file status for the rest of 2019. SAN DIEGO, Calif. (KGTV) - A San Diego-based rancher says their business has grown as the corporate meat industry struggles.In the past months, Doug Lindamood, of SonRise Ranch, says they've seen their ranch experience a surge in business.“Surprisingly, in an odd set of circumstances, we’ve had a ranch that’s been very successful during these times,” he said. He said their business has easily tripled since the beginning of the pandemic. They’ve seen more people seeking food safety, so they’re buying meat in bulk. The ranch typically sells about 10-12 half or full cows a year, but that’s recently increased to 10-12 a week. This boost comes as the industrial meat industry is hurting across the country. Lindamood said a handful of companies produce a majority of the meat in the U.S. and the big players have been hit with sick employees, causing closures and less supply. “Highly consolidated plants being affected by basically a pandemic which then has the potential to shut down a vast portion of our production,” he said. Lindamood adds this has been a ticking time bomb that needs to be addressed. “For every one of those small plants that shut down over the last 20 or 30 years, we lost a small piece of our soul with respect to connecting to our consumers,” Lindamood said. “We need not one or 10 of me — which there are maybe five or six of us in the Southern California region. We need 50 or 60 or 200 of us.” 1433
