SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. San Diego (KGTV)- Thousands of students around the world walked out of their classrooms this morning and are taking a stand to help end climate change. Its a part of the “Youth Strike 4 Climate.” Hundreds of students from High Tech High School joined the international fight. Teens say they want a healthy environment for years to come. “This is everyone’s fight, everyone as a community. It's so important that we do something now,” says student Hailey Baiz. The teems say the movement is to let government leaders know that something needs to be done to curb global warming and cut gas emissions. Students at High Tech High say they’ve already reduced their carbon footprint and they want adults to follow their lead. “It is affecting all of us, and I feel that if we go to city hall, we’ll make our voices be heard,” says Frida Sanchez. As part of the international protest, teens are hoping to grab the attention of leaders at their local city halls. 962

On and off rain Saturday morning had event organizers making tough decisions to cancel, while others decided to keep their events going, rain or shine. The Street Medicine Clinic for the Homeless at Balboa Park was canceled due to heavy rain Saturday morning. But the Northpark Arts Festival went on despite some sprinkles. By the afternoon, the clouds moved to the south, and thousands enjoyed the festival. 479

SAN DIEGO, Calif, (KGTV) - An information meeting Thursday evening is one of the final steps before plans to expand the Miramar Landfill are sent to the state. Currently, the landfill is expected to close Sept. of 2025, but this new plans will extend that to an estimated closure of Nov. of 2031, and also increase the height of the landfill by a maximum of 25 feet. Program Manager for the Solid Waste Local Enforcement Agency Bill Prinz said these dates could change depending on how quickly trash is put into the landfill. He also said this increase in capacity means about 10 million cubic yards of trash are being added to the already about 87 million cubic yards. Currently, 87,760,000 cubic yards of Gross Airspace are being used, and the plan will bring the maximum height to 97,354,7355 cubic yards of Gross Airspace. The meeting Thursday, May 28 is from 5:30 p.m. to 7 p.m. and will be information focused. The public can tune in virtually to listen, ask questions and offer feedback, however no decisions will be made. Prinz said the LEA will send the plans, including the feedback from the meeting, to Sacramento, and the state will have 60 days to either accept or deny the plan.
