Although new construction was up in July, the housing market needs more positive growth to reach balanced levels, says Lawrence Yun, chief economist at the National Association of Realtors (NAR).The housing shortage is the most pronounced in the West, according to data from NAR.Experts on both sides of the aisle have called for a ban on single-family zoning, which is said to drive up home prices and restrict new construction, contributing to the housing shortage.A story by Charles Marohn published in The New Conservative says about single-family zoning: “After all, there is no greater distortion of the market than local zoning codes, and there are few bureaucracies doing more harm to property rights and freedom than local zoning offices.”Biden addresses zoning issues several times in his housing plan when it concerns discrimination or where federal grant money is involved.The Biden plan would seek to “eliminate local and state housing regulations that perpetuate discrimination.” More specifically, a Biden administration would require states receiving community development or transportation block grants from the federal government dollars through Community Development Block Grants or Surface Transportation Block Grants to incorporate inclusionary zoning into their planning. Inclusionary zoning requires that a portion of new construction is set aside for affordable housing.Biden also would allocate billion for state housing authorities and the Indian Housing Block Grant program to build and restore housing in low-income areas. This money would go to communities “that are suffering from an affordability crisis and are willing to implement new zoning laws that encourage more affordable housing.”Ed Pinto, senior fellow at the American Enterprise Institute, a right-leaning think tank, doesn’t believe that Biden’s plan goes far enough to eradicate single-family zoning. According to Pinto, single-family zoning promotes “NIMBYism,” an acronym for “not in my backyard.”“We have supply constraints because of terrible zoning policies,” Pinto says. “Single-family zoning promotes NIMBYism, which drives house prices up tremendously in low-cost areas. None of the things in Biden’s proposal would make things better. You still end up with a housing shortage, nowhere to build and federally guaranteed loans that increase demand against limited supply.”Eliminate Biased Housing Practices and Expanding AffordabilityThe Biden housing plan sets a goal to stamp out racially biased practices like redlining, which denies people services or charges more for those services based on race, religion or ethnicity. Furthermore, the Biden plan wants to ensure that Americans spend no more than 30% of their income on housing, which would help people in all income brackets. These ideas would be achieved by enacting legislation similar to the “Housing, Opportunity, Mobility, and Equity (HOME) Act.”The HOME Act would give a refundable tax credit to people who spend more than 30% of their income on rent. It also would require inclusionary zoning—a requirement that developers set aside a percentage of units that would be rented or sold at reduced prices—which would help increase affordable housing construction while also knocking out housing discrimination based on race and income.The Biden plan also would target unfair property appraisals, which values Black-owned homes at tens of thousands of dollars less than comparable white-owned homes. A study by the Metropolitan Policy Program at the Brookings Institute found that homes of matching quality and amenities in predominantly Black neighborhoods were valued at 23% less than in those neighborhoods with fewer Black residents.“Anti-discrimination legislation, like ending redlining—which Biden proposes—in housing is crucial,” David Dworkin, CEO of the National Housing Conference, a nonprofit, nonpartisan coalition of national housing leaders from both the public and private sector, says. “What Biden is proposing would help millions of Americans. It’s been passed down through three generations. “My grandparents started this house and he finished it,” said Linda Duran of her father, Gerald Duran. “You name it, I did it,” laughed the Korean War Veteran about the hundreds of hours he’s poured into the family home over the years. This home not only represents a wonderful building achievement, but it’s a place where laughter and memories have been shared every single day. Stories of war, stories about school days and all that life brings in between. As their family grew, the home expanded. “I built this, I built that,” said Gerald pointing around the property. “With help, you know, you cannot do anything without help.” This year, Linda and her dad found their family needing a little help with their home once again. “There were a lot of things that needed work and especially, the safety,” said Linda. The outside doors didn’t close or lock, and the kitchen didn’t have working appliances. But COVID-19 made those repairs impossible to pay for after Linda lost her job. “Can't do anything anymore hardly,” said Gerald. “I want to go to bingo. No, I ain't got no money. Got to buy groceries. That's what's hard. That's what gets hard.” “You're not able to do the things you used to be able to do afford, because being on a fixed income and no income is detrimental,” said Linda. So, she reached out for help. “It’s an awful feeling because I’m not no spring chicken, so I just feel like, ‘Gosh at this point in my life, I should be able to help him more than I am,’” said Linda. A nonprofit called Rebuilding Together answered her prayers. DETROIT — A woman says a Detroit family doctor fathered hundreds of babies, which included her. The woman says she took a DNA test and traced it back to her family's doctor.Jaime Hall says she recently discovered that her biological father is actually Dr. Philip Peven, who’s now 104 years old. Peven admitted to fathering her and potentially hundreds of others and says he and a group of doctors donated their own sperm to couples having trouble conceiving for decades.“I go, 'I think my Mom's doctor is my Dad,'” Hall said.Hall says she couldn’t believe it when she took a DNA test through ancestry.com. The results came back and said her family's doctor was the person who fathered her.She says she confronted Peven about the DNA results.“I said, 'Sid you ever think that DNA would bring back all your biological children to you?' And he said, 'oh, no,'” she said.Hall says she wasn’t the only person who took a test. Shortly after, she received a call from a half-brother.“He had done more research in this and said, 'You have another half-brother that you can call today. It’s his birthday and he’d love to get a sister on his birthday,'” Hall said.Hall says her parents, who have both died, had no idea Peven used his own sperm. They went to Grace Hospital in Detroit in the 1950s because they were having a difficult time conceiving. Hall says Peven would inseminate his patients with a fresh sperm sample from himself or one of the other doctors. Hall says she believes Peven was more of a scientist, and a doctor second.“He said, 'I was on the cutting edge, a pioneer... to be doing what I was doing at my practice,'” Hall said.But when Peven’s grandson matched with Hall and showed up as her half nephew, it was all the proof she needed. Hall says Peven admitted to fathering her and potentially hundreds of children over his 40-year career.“His daughter by marriage said to me once, 'Dad, you could have hundreds, maybe thousands of kids,'" Hall said. "And he goes, 'I guess that’s true.' Decades of underinvestment has left tens of thousands of schools across the country with inadequate ventilation systems, a problem that is now front and center in the debate to reopen schools during the pandemic.Nationally, 90 percent of schools fail to meet minimum ventilation standards. It’s an issue Dr. Joseph Allen has been sounding the alarm about since COVID-19 first shut down schools earlier this year.“We’ve chronically underinvested in our schools’ buildings,” said Dr. Allen who serves as the director of the Healthy Buildings program at the Harvard Chan School of Public Health.Dr. Allen and his colleagues have spent months analyzing school buildings, and back in June, they released a detailed 60-page report that school districts could follow in order to safely bring kids back into the classroom.In order to keep COVID-19 from spreading in schools, two things have to happen: everyone in the buildings must be wearing masks and school districts need to ensure buildings have proper ventilation, the report found.“If air is being recirculated and not filtered, all of that air that’s coming from one space and going to another could be potentially contaminated and spread the virus,” Dr. Allen said.But replacing decades-old ventilation systems that may not work properly is expensive and time-consuming. Because of that, Dr. Allen is recommending school districts also consider portable air cleaners for classrooms.Through his research, Dr. Allen found that if you can change the air in a classroom five times per hour, it cleans the air in that space every 12 minutes. However, the air cleaners must be equipped with a HEPPA filter in order to be effective.Even something as simple as opening windows could reduce the transmission of the virus.“If you look at the cases of spread in school right now, they all share common traits; it’s no mask-wearing and low to no ventilation. When we do that, we can guarantee there will be more cases,” he explained.Last week, the Healthy Buildings program also released a detailed portable air cleaner calculator. The tool allows school administrators to input the size of the classroom, even ceiling height, and then determine the kind of air cleaner that would most effectively keep COVID-19 from spreading.“It is critically important that we get kids back into in-person learning and we haven’t treated it as this national priority that it needs to be,” Dr. Allen added. 2438
