BEIJING, May 10 (Xinhuanet) -- America's first full face transplant recipient, Dallas Wiens, made his first public appearance at the Brigham and Women's Hospital in Boston, according to media reports Tuesday.Sporting a goatee and dark sunglasses, Wiens, the 25-year-old Fort Worth, Texas, man, said Monday his new face feels natural just weeks after a 15-hour procedure that gave him a nose, lips, skin, muscle and nerves. Wiens said he was able to smell again and breathe through his nose normally, adding his 4-year-old daughter told him when she saw him after the operation: "Daddy, you're so handsome."  Wiens lost all of his features and eyesight in November 2008 after hitting a power line while painting a church and underwent the transplant in March, 2011. The operation was paid for by the U.S. Department of Defense which gave the hospital a 3.4 million dollar research grant for five transplants.Surgeons said the transplant was not able to restore his sight, and some nerves were so badly damaged from his injury that he will probably have only partial sensation on his left cheek and the left side of his forehead."The most fun part is to see the next six to nine months when the function will start to come back and when Dallas will start to feel a light touch on his face," plastic surgeon Bohdan Pomahac said. "To me, that's really exciting."About a dozen face transplants have been done worldwide, in China, the U.S., France and Spain.

BEIJING, Feb. 9 (Xinhua) -- China has introduced new stimulus policies to boost the development of the software and integrated circuit (IC) industries.Software firms will continue to enjoy preferential value-added tax policies, according to a circular posted on the central government's website, www.gov.cn on Wednesday. The circular was dated Jan. 28.The new policies also granted tax cuts to manufacturers of integrated circuit. Enterprises of IC products whose product line is less than 0.8 micron (including 0.8 micron) wide will be exempted from corporate income taxes on the first and the second year after reaching profitability, according to the statement.Taxes will also be halved for such companies from the third to fifth year after reaching profitability.Makers of IC products that have a product line that is less than 0.25 micron wide or have invested more than 8 billion yuan (1.21 billion U.S. dollars) in production will pay reduced income taxes.For companies that have operated for more than 15 years, corporate income taxes will be exempted from the first year to the fifth after reaching profitability.Between the sixth and the tenth year, the firms will pay half of the taxes, the statement said.The government also encouraged consolidation in the software and IC industries and will provide financial support to technological research and development.

UNITED NATIONS, April 7 (Xinhua) -- To celebrate the 50th anniversary of the first human space flight, accomplished on April 12, 1961 by Soviet cosmonaut Yuri Gagarin, the Russian Permanent Mission to the United Nations, the Russian Federal Space Agency and the ITAR-TASS information agency organized an exhibition which was opened here on Thursday."The first human space flight is not one of the most significant events of the past century, but of human history in general," Vitaly Churkin, the Russian permanent representative to the UN, said at the opening ceremony."It's a symbol of courage, thirst for knowledge, and progress," Churkin said.The exhibition contained archival photos telling the story of the first human space flight and of those who made it possible, and historic pictures of Gagarin.As part of the celebration of human space flight's 50th anniversary the UN Postal Administration designed postal stamps which will be issued on April 12, to tell the story of progress that humankind has made beyond earth's boundaries, as Kiyo Akasaka, Under-Secretary-General for Communications and Public Information put it."Fifty years have passed since that amazing voyage, but the legend of Gagarin's courage and journey to the 'final frontier' continues to be a source of inspiration for space exploration for peoples and nations around the world," Akasaka said at the opening of the exhibition.According to Akasaka, the exhibition "sparks people's imagination about what is possible through the peaceful use and exploration of outer space."Other attendees included Russian cosmonaut Oleg Kotov.Gagarin, also known as the Columbus of the Cosmos, traveled into outer space on the height of the Cold War when the Berlin Wall was built, at a moment when it was hardly impossible to imagine that more than 15 nations would work together in humanity' s permanent space outpost -- the International Space Station.The Russian icon of space spoke the historic words "the earth is blue, how wonderful. BEIJING, March 8 (Xinhuanet) -- U.S. Food and Drug Administration (FDA) announced there was no new reason for safety concern in Pfizer Inc's Prevenar and Sanofi Aventis SA's ActHIBor vaccines, according to media reports Tuesday.Health agencies "have not detected new safety concerns or unusual reporting patterns" in the vaccines, which are used to prevent forms of meningitis and pneumonia, FDA spokeswoman Shelly Burgess said in an emailed statement.Health agencies in the United States will continue to monitor the vaccines for safety, the spokeswoman added.The Japanese health ministry had decided to suspend the vaccines after four unexplained deaths were reported. The causes of the deaths are still investigated, the Japanese ministry said in a release on its website.
