SAN DIEGO (CNS) - Todd Gloria was sworn in as San Diego's 37th Mayor Thursday morning, alongside the 73rd San Diego City Council, making him the first LGBT and person of color mayor in the city's history.The former assemblyman for California's 78th State Assembly District, City Councilman and Interim Mayor in 2013, thanked the diverse San Diegan community for electing him to the position."A city where a Native American, Filipino, Puerto Rican gay guy just became your mayor," he said.RELATED: Gloria to take over as San Diego doubles pay for mayorFormer Mayor Kevin Faulconer offered his congratulations to his "friend and colleague" Gloria in a prerecorded message in which he touted his own successes over his six-year term.He pointed to declining homelessness rates, road repairs, signing the Climate Action Plan and reducing the city's emissions by 25% and evidence of the success of bipartisan government."When we set aside politics and lead with pride, there's nothing we can't do," Faulconer said.Gloria set a hopeful tone with his remarks after California's Senate President pro Tempore Toni Atkins, D-San Diego, swore him in."San Diego is a big city," he said. "It's time we act like it."Gloria said his staff was preparing an aggressive strategy to tackle to the ongoing COVID-19 pandemic, including the public health, economic and housing components."Our goal is not to go back to normal," Gloria said. "Normal was not and won't be good enough. This is the dawn of a new era. We are going to recover and built back better from COVID-19."Gloria said his priorities will include centering racial justice in all actions, affirming Black Lives Matter, increasing housing supply and continuing to combat climate change. 1737

SAN DIEGO (KGTV) - A 14-year-old from Jamul was among seven military teenagers crowned Operation Homefront 2018 Military Child of the Year.Isabelle Richards, who attends High Tech Middle School in Point Loma, received the award this week for her accomplishments in leadership and extracurricular activities while facing the challenges of military family life.Richards was given the Child of the Year award for the U.S. Navy.The San Diego teenager created a local call to action group called Cards and Cupcakes Supporting Our Wounded Warriors, which sends greeting cards and cupcakes to a segment of veterans. She also founded and runs the Dove Self-Esteem project at High Tech Middle.The hours Richards has dedicated to the cause pales in comparison to the contributions of wounded veterans, according to the teen, who says "When I am tired or feeling lazy, I remember what they sacrificed, and they never complain."In addition to her accomplishments, Richards has worked with the Freedom Station and USO San Diego and maintained a 4.0 GPA. SAN DIEGO (KGTV) -  A driver led CHP officers on an hour-long pursuit from Southern Orange County to Mission Valley Wednesday night.The chase ended on the onramp from southbound I-805 to westbound I-8.Ray Scheidnes, with California Highway Patrol, says the chase started in the San Juan Capistrano area when they received reports of someone driving erratically just after 6:30 p.m.When they tried to pull over the driver, she instead drove south on I-5 into San Diego County and eventually onto I-8.  The driver even called into 9-1-1 dispatch and tried to explain why she wasn't stopping.“I believe that she was afraid to pull over, mentioned something about possibly having some previous run-ins with law enforcement that she didn't think went too well,” Scheidnes said.Scheidnes also added they’re not quite sure why she eventually stopped in Mission Valley.“The vehicle didn't seem to run out of gas or have any mechanical problems, just came to a stop, I think she just decided to pull over,” he said.CHP says the driver is an Orange County resident. She has not been identified. There are no immediate signs of drugs or alcohol, but she could be facing charges of resisting arrest and failure to yield.  1247

  

SAN DIEGO (KGTV) - A City Heights native is returning to San Diego as part of the Broadway tour of Miss Saigon.Jackie Nguyen is a member of the ensemble, but says this show has always had a special place in her heart."It was the very first musical that I saw, ever," says Nguyen.Getting the chance to perform in her home town is a thrill for Nguyen, who says about 20 family members and friends will be at each show throughout the weekend."I've always wanted to play the Civic Theater because this is where I first saw my big Broadway musicals in high school," she says. "It's a full circle moment for me."The show also has significance for her family, as Nguyen's mother is from Vietnam and has a similar story to the main character, Kim."When you are introduced to Kim at the beginning of the show, she's 17 and she meets and American GI. My mom, in the midst of the war, when she was 17, she also met an American GI. And they got married and had children from that. And eventually went to America," says Nguyen.That connection makes performing in Miss Saigon even more meaningful every time Nguyen steps on stage."Every night, i know that I am trying to give my family and my mom some type of honor in some way," she says. "It propels me to do better."Miss Saigon runs through Sunday at the Civic Theater. Tickets are available through Broadway San Diego. 1366

  

SAN DIEGO (CNS) - Two community boards that review police practices will hold emergency meetings Wednesday and Thursday regarding the San Diego Police Department's de-escalation-of-force policies.The city's Citizens Advisory Board on Police/Community Relations will meet at 6 p.m. Wednesday, followed by a Thursday evening meeting of the Community Review Board on Police Practices, both of which can be viewed on the city's website and YouTube page.San Diego Mayor Kevin Faulconer said the goal of both meetings is to "take a serious look at de-escalation recommendations that could be implemented by our department" and "increasing and facilitating further dialogue and understanding between our officers, our men and women who are out there protecting us, and the community."Faulconer said public input is welcome regarding what SDPD policies should be updated or changed."Many are crying out to be heard. We are listening," Faulconer said. "Your city is listening. Now we want to turn those words into actions."The meetings will be held amid protests against police brutality staged in San Diego and elsewhere across the country, and follow Monday's announcement by the SDPD that it is banning the use of the carotid restraint technique.While the protests occurring both locally and nationwide were triggered by the Memorial Day death of George Floyd in Minneapolis, some have accused local law enforcement of escalating violence during protests in San Diego and La Mesa through the use of tear gas and bean bag rounds to disperse crowds.During a Monday news conference outside the County Administration Center, community leaders said weekend protests in San Diego and La Mesa were peaceful until officers clad in tactical gear crowded protesters, then fired non-lethal ammunition toward the protest groups.Will Rodriguez-Kennedy, chair of the San Diego County Democratic Party, said San Diego police caused "the panic that led to the escalation of violence" on Sunday by boxing in the crowd in downtown San Diego."How many of y'all think marching troops towards a contained space is de-escalation?" he asked.Local activist Tasha Williamson criticized law enforcement who responded to Saturday's protest in La Mesa, during which protester Leslie Furcron was shot in the head with a projectile, allegedly by a police officer.Furcron's family held a news conference outside La Mesa City Hall Tuesday afternoon to call for the officer involved to be fired and criminally charged. 2487
