The plan would cover the state's estimated .3 billion shortfall while avoiding most of Gov. Gavin Newsom's proposed budget cuts to public education and health care services. The agreement is similar to a plan the state Senate released last week. That plan avoids the most painful cuts by delaying billions of dollars in spending into future years. The agreement reached Wednesday includes more money for homeless services and universities. Senate President Pro Tem Toni Atkins says the plan ensures full funding for public schools. 659

SACRAMENTO, Calif. (AP) — Two former Cambodian refugees facing deportation for crimes committed as young adults were among seven people granted clemency Monday by California Gov. Gavin Newsom in his first pardons since taking office in January.Newsom pardoned Kang Hen, of San Jose, who pleaded guilty to being the getaway driver during an attempted armed robbery in 1994. Hen, who was brought to the U.S. when he was 9, surrendered to immigration authorities April 1 after he was notified he was wanted for deportation.The governor, a Democrat, also issued a pardon for Hay Hov, of Oakland, who was convicted of solicitation to commit murder and participation in a street gang in 2001.Hov, a naturalized citizen, was taken into custody by immigration officials in March.Both men immigrated to the U.S. lawfully as children. They petitioned Newsom for pardons, saying they have moved past their troubled youth to become respectable men with jobs and families.Pardons don't automatically halt deportation proceedings, but they eliminate the criminal conviction judges often base their decisions on, according to the governor's office.In Hen's case, a pardon may eventually allow him to stay in the U.S. Hov, whose green card was recently re-instated by a judge, is no longer at risk of deportation."Both men have young children, are the primary income provider for their families, and provide care to relatives living with chronic health conditions," the governor's office said in a statement. "Their deportation would be an unjust collateral consequence that would harm their families and communities."The pardons are a rebuke to President Donald Trump's administration, which has cracked down on immigrants who committed crimes. Since Trump took office, a large number of people have been detained and deported to Cambodia, according to advocates.Newsom's predecessor, Gov. Jerry Brown, pardoned five Cambodian refugees who faced deportation last year.Newsom on Monday also pardoned five other people who had convictions more than 15 years old — including business owners, students and at least one grandparent, the governor's office said. Their crimes ranged from forgery to drug-related offenses.None of those pardoned had multiple felonies and all had completed their sentences, Newsom's office said.Newsom's highest profile use of his clemency powers came in March, when he placed a moratorium on executions for the 737 people on California's death row. It was in almost the same location as the magnitude 5.9Whittier Narrows earthquake in 1987, famed seismologist Dr. Lucy Jones said. ``Just like in '87, the earthquake is quite deep ... it's possibly on the same fault,'' Jones told NBC4 early Saturday morning.She later tweeted this quake ``is not considered an aftershock (to the Whittier Narrows quake) because the aftershocks died off completely in less than two years.''A pair of aftershocks, magnitudes 2.1 and 1.6, struck within 10 minutes of Friday's quake, Jones said.She said there is about a 5% chance this was a foreshock to a bigger earthquake.The Los Angeles Fire Department went into ``Earthquake Mode, with all 106 Neighborhood Fire Stations checking their areas for damage.''About 12:45 a.m., the department said it had completed its assessments. "Though felt widely in the greater Los Angeles area, we are pleased to report there are no serious injuries, and no preliminary indication of significant infrastructure damage within the City of Los Angeles,'' department spokesman Brian Humphrey said.The department asked residents to also check on at-risk neighbors, especially seniors living alone, and pets. (AP) — California's job growth is now in its 113th month, tying the expansion of the 1960s as the longest on record as the world's fifth largest economy continues its recovery from the Great Recession, officials announced Friday.The country's most populous state needs between 8,000 and 9,000 new jobs each month to keep up with its growing workforce. But for the past nine years, California has averaged 29,200 new jobs each month, according numbers released Friday by the state Employment Development Department.The more than 3.2 million jobs California has added since 2010 account for more than 15% of the country's job gains over that time. Friday, the state's unemployment rate dipped to 4.1% for July, tying a record low first set in 2018."In every way the American economy is substantially impacted by how California is doing," Democratic Gov. Gavin Newsom said Friday at an unrelated news conference. "We continue to be optimistic, but not naive."The United States' trade war with China could put California's job gains in peril, according to Michael Bernick, a former director of the California Employment Development Department who is now special counsel with the Philadelphia-based law firm Duane Morris.Analysts have been warning for a year that tariffs on Chinese imports could threaten U.S. job growth. So far, that hasn't happened, but the Trump administration recently intensified the conflict by imposing 10% tariffs on 0 billion in Chinese imports, raising fears China would respond with tariffs on U.S. exports.Earlier this month, federal trade officials announced they would delay tariffs on about 60% of those imports until December."There is no reason we can't expect continued strong employment throughout 2019 in the absence of some external event. And the tariffs are that potential event," Bernick said.California's booming economy was felt earlier this year when Newsom signed a state spending plan that included an estimated .5 billion surplus, the largest in at least 20 years. But Newsom and others have been cautious about spending it, warning the country is due for a recession given the unusual length of the recovery."It is what keeps me up at night," California Treasurer Fiona Ma said Thursday about a possible recession. "Our president moves the market every day through his Twitters, and that is very unnerving for us."California's unemployment rate was lowest in the San Francisco Bay Area, where the country's tech industry is headquartered. Bernick said while Silicon Valley itself does not account for many jobs in the state, the money it produces has fueled a surge in accompanying industries including finance, real estate and retail.The unemployment rate was highest in the Central Valley, reflecting the seasonal demands of the state's billion agriculture industry.
