SAN DIEGO (KGTV) -- Fire crews battled several spot fires that popped up near Interstate 8 in Alpine Thursday afternoon.The vegetation fire, called the Victoria Fire, started near I-8 and Victoria Drive around 4 p.m., heavily impacting traffic in the area.Crews from Cal Fire San Diego and other fire agencies attacked the flames from the ground and air and were able to get a handle on the blaze by 5:30 p.m.All eastbound lanes of I-8 at Willows Road were shut down for a few hours as fire crews worked. SAN DIEGO (KGTV) - Hundreds of protesters gathered in Balboa Park Monday evening, the third day of protests in the San Diego region. A large group began coalescing near the San Diego Police Department headquarters near Broadway and 13th St in the afternoon. As night fell, the group marched up Park Boulevard past San Diego City College and into Balboa Park. Law enforcement officers followed closely. Freeway on-ramps and off-ramp were blocked by CHP officers in tactical gear along the route, preventing protesters from accessing the freeways. After marching through the park, the group stopped near El Prado and Sixth Ave. Many in the group laid down on their stomachs with their arms behind their backs, chanting “I can’t breathe,” in honor of George Floyd, the unarmed black man killed in police custody in Minnesota on May 25, 2020. Afterwards, they held a moment of silence for those killed at the hands of police. Many demonstrators dispersed after, though a group began forming again outside SDPD headquarters. At 10:25, SDPD tweeted that “bottles, fireworks and other objects” were being thrown at officers near their headquarters. Several minutes later, police declared the protest an unlawful assembly and began clearing the area, tweeting, “those who remain or return against this lawful order may be cited/arrested and risk exposure to chemical agents & less-lethal force applications.” As of 11 p.m. SDPD had announced they made one arrest for vandalism. 1481

  

SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. As of late last year, the city’s independent business analysis said the commission could cost between .1 to .3 million per year, depending on staffing. 1516

  

SAN DIEGO (KGTV) - Health experts are weighing in after a local nurse tested positive for COVID-19 more than a week after receiving the Pfizer vaccine.In a Facebook message posted on December 18, Matthew W., an ER nurse at at two different local hospitals, talked about receiving the Pfizer vaccine that day. He told ABC 10News his arm was sore for a day but he suffered no other side effects.Six days later on Christmas Eve -- after working a shift in the COVID-19 unit -- he became sick. He got the chills and later came down with muscle aches and fatigue.The day after Christmas, he went to a drive-up hospital testing site and tested positive for COVID-19."It's not unexpected at all. If you work through the numbers, this is exactly what we’d expect to happen if someone was exposed," said Dr. Christian Ramers, an infectious disease specialist with Family Health Centers of San Diego. He serves on the clinical advisory panel for the county’s vaccine rollout.He points out, it is possible Matthew was infected before receiving the vaccine, as the incubation period may be as much as two weeks. Dr. Ramers says if Matthew did contract it after the vaccine, it’s still in line with what we know."We know from the vaccine clinical trials that it’s going to take about 10 to 14 days for you to start to develop protection from the vaccine," said Dr. Ramers.Dr. Ramers says he knows of several other local cases where health care workers became infected around the time they received the vaccine. He says all the cases illustrate the fact that results aren’t immediate. Even after you start receiving some protection, it won't be full protection."That first dose we think gives you somewhere around 50%, and you need that second dose to get up to 95%," said Dr. Ramers.Dr. Ramers says Matthew’s story also shows that even with vaccines, the pandemic isn’t going to turn around instantly."You hear heath practitioners being very optimistic about it being the beginning of the end, but it’s going to be a slow roll, weeks to months as we roll out the vaccine," said Dr. Ramers.He adds this case is a good reminder of why masks, handwashing, and other COVID protocols are important, even after receiving the vaccine.Matthew says he’s feeling better since his symptoms peaked on Christmas Day but still feels fatigued. 2323
