PETERSBURG, Russia, March 22 (Xinhua) -- Visiting Chinese Vice President Xi Jinping said here on Monday that Russia is a vital market for the "going global" strategy of Chinese enterprises, and expressed hope that mutually-beneficial economic cooperation could help consolidate bilateral ties and strategic partnership."Chinese enterprises should step up efforts to go global ... and Russia is a vital market for the implementation of our 'going global' strategy," said Xi while inspecting a Sino-Russian joint project, the Baltic Pearl, in Russia's northern metropolis St. Petersburg.With a total investment of over 1.3 billion U.S. dollars, the large commercial, real estate and tourism project involved several leading enterprises from east China's Shanghai Municipality, the St. Petersburg municipal government and the Export-Import Bank of China. BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. The total number now stands at 2,981, Wu said.The standing committee confirmed Friday the qualification of five senior officials including Sun Zhengcai, Wang Rulin, Sun Chunlan, Padma Choling, and Luo Huining as newly-elected deputies to the 11th NPC.They were elected in Jilin and Fujian provinces, Tibet Autonomous Region, and Qinghai Province.Members of the NPC Standing Committee also agreed to expel Chen Shi, former county head in Wuchuan county in southwest China's Guizhou Province, from the national legislature for his suspected violations of law and discipline.The top legislature also ratified a bilateral consular agreement with the Philippines.Wu Bangguo also presided over a special lecture Friday afternoon to help members of the NPC Standing Committee better understand the importance of technology innovation in supporting the country's sustainable development.

BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.

BEIJING, Jan. 24 (Xinhua) -- One of China's two leading State-owned shipbuilders, China Shipbuilding Industry Corporation (CSIC), said Sunday that its profit in 2009 jumped 18.5 percent to 7.39 billion yuan (1.1 billion U.S. dollars).The Beijing-based conglomerate, which consists nearly 50 industrial subsidiaries and about 30 R&D institutes in northern China, also said its operating income rose 17 percent in 2009 to 120.9 billion yuan.General manager Li Changyin said the CSIC had overcome the impact of the global financial crisis, which crippled the global sea-based trade and brought down ship orders.Li said technological innovations had enabled the CSIC to build 180,000-dwt bulkers, 320,000-dwt oil tankers, 13,000-TEU containers as well as new types of drilling platform which can be used in water depths up to 400 feet (120 meters).According to Li, CSIC had also been actively engaged in non-ship businesses including manufacturing of wind power and nuclear power equipment, accounting for 40 percent of the CSIC's business volume.Li said the CSIC profit target for 2010 was 8 billion yuan. The operating income was expected to surpass 140 billion yuan and the CSIC output in 2010 was likely to break 10 million dwt (deadweight tonnage), he added.The CSIC, which has more than 140,000 manpower, launched an initial public share offer at the Shanghai Stock Exchange in December 2009 and raised some 6.4 billion yuan.The CSIC's main shipbuilding and industrial enterprises are based in cities of Dalian, Qingdao, Tianjin, Shanhaiguan and Wuchang.The other major shipbuilding conglomerate in China -- the China State Shipbuilding Corporation (CSSC) is based in Shanghai, whose turf is mainly in eastern and southern China.

GUANGZHOU, Jan. 21 (Xinhua) -- Southern Guangdong Province launched the pilot real-name ticket system Thursday morning amid China's efforts to curb ticket hoarding by scalpers.China's first real-name ticket was booked at 7:03 a.m. by phone, confirmed the ticket booking system of Guangzhou Railway Group (GRG), operator of the province's railways.The ticket, priced at 423 yuan (61.96 U.S. dollars), was for a hard berth on a train coded K446 scheduled for Jan. 30, running from south China's Shenzhen City to northwestern Xi'an City.The real-name system covers tickets of trains scheduled for the 40-day Spring Festival travel peak starting from Jan. 30. These tickets are now available as travellers can book 10 days in advance by phone.Travellers are able to dial hot lines to book tickets and get them from wickets in railway stations or ticket agencies before midnight the day after the booking.The traveller only need to follow automated voice instructions and dial in necessary information. After the booking is accepted and processed in a computerized database, the automated voice system will issue a booking code. With the code and ID card at hand, the traveller can get his ticket from wickets in railway stations or ticket agencies."This procedure is expected to prevent long queues at the windows because most of the communication is made on phone," said Huang Xin, head of GRG's passenger transport section.The National Development and Reform Commission forecast some 210 million train trips during the Spring Festival rush, a year-on-year rise of 9.5 percent.The real-name system has drawn much attention in China. It still needs to be seen whether the system can effectively curb ticket hoarding. There are also worries that the newly introduced ID checks may paralyze railway stations because of the heavy workload involved.GRG will hold a press conference at around 9:00 a.m. on Thursday to reveal more details on the system.
