BEIJING, June 7 (Xinhua) -- China's central authorities have set down a more open policy to attract top-notch foreign talents to help promote the economic and social development and global competitiveness of the nation.According to the newly unveiled National Medium and Long-term Talent Development Plan (2010-2020), the government will work out favorable policies in terms of taxation, insurance, housing, children and spouse settlement, career development, research projects, and government awards for high-calibre overseas talents who are willing to work in China.Furthermore, the government will also improve the system for giving permanent residence rights to foreigners, explore the potential of a skilled migration program, and work out measures to ensure a talent supply, discovery and appraisal system.The national plan, a blueprint for creating a highly skilled national work force over the next decade, aims to transform the country from being "labor-rich to talent-intensive."Wang Huiyao, vice chairman of Beijing-based China Western Returned Scholars Association, said, "The measures outlined are very attractive. They've touched upon various concerns of talents from overseas including personal and career needs.""The plan is practical and concrete compared with previous documents," said Wang, who help draft the plan.A program to hire 1,000 overseas top-notch specialists initiated in late 2008 was also incorporated into the new plan as one of the 12 key projects to be completed over the next ten years.By May this year, 662 people have been recruited under the program, which gives priority to leading scientists who are able to make breakthroughs in key technologies, develop high-tech industries and lead new research areas.

BEIJING, April 1 (Xinhua) -- Chinese President Hu Jintao will attend the Nuclear Security Summit on April 12 and 13 in Washington, Foreign Ministry spokesman Qin Gang said Thursday."China attaches importance to nuclear security, opposes nuclear proliferation and nuclear terrorism, and supports international cooperation," Qin said at a regular press briefing in Beijing.Leaders and representatives from more than 40 countries and some regional and international organizations, such as the European Union and the International Atomic Energy Agency, will take part in the conference."We hope the summit will achieve a consensus by all countries on nuclear security and yield positive results," Qin said.After the meeting, Hu will pay a state visit to Brazil and attend the second summit of the BRIC nations -- Brazil, Russia, India and China -- in Brasilia from April 14 to 17, Qin said.Hu will also pay a state visit to Venezuela on April 17 and 18, and make a working visit to Chile on April 18, Qin said.

BEIJING, March 30 (Xinhua) -- Chinese auto maker Zhejiang Geely Holding Group is ready to inject 900 million U.S. dollars operating capital into Volvo on top of the 1.8 billion U.S. dollars purchase price, Geely chairman Li Shufu said Tuesday."We should not only inject money into Volvo, but also endeavor to improve Volvo's profit-making capability," Li said at a press conference to discuss the Volvo takeover.The Zhejiang-based Geely signed a deal with Ford Motor Co. BEIJING, April 27 (Xinhua) -- China's Ministry of Commerce Tuesday made a cautious prediction for the outlook of the nation's foreign trade for the rest of the year amid the fragile global economic recovery.The rebound of China's overseas shipments in the first quarter can largely be attributed to the low comparison base of the same period last year, the commerce ministry report said.Moreover, uncertainty in the global market remains as high unemployment in European Union nations and low capacity-utilization in the United States may dampen consumption and investment, the report said.China is facing deteriorating trade conditions as trade protectionism is on the rise, the report added.China suffered 19 trade-remedy investigations in the first quarter, up 93.5 percent over the same time last year. The investigations, targeting Chinese products, involved trade worth 1.19 billion U.S. dollars, the report said.The report also said higher costs may squeeze domestic enterprises' profits as a result of raw material price hikes and rising labor costs.China's exports increased 28.7 percent year on year in the first quarter of 2010 after dipping 16 percent last year amid the global economic downturn, customs data showed.
