SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup.The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. SAN DIEGO (KGTV) — Chris Cate may soon feel like the loneliest politician in San Diego.Come December, he'll likely be the only Republican on the otherwise Democratic San Diego City Council. That’s because it appears Democrats will secure an 8-1 advantage on the City Council, based on returns from Tuesday’s election.“We'll have to figure out a new path going into election two years from now and another election two years after that,” Cate said.Cate is a San Diego native who represents the city's North Central areas. The jobs are technically nonpartisan, but divides do show when it comes to key votes on housing development, city contracting, and public safety. Cate says he won't be shy.“And really try to ensure that we as a government are mindful of the fact that we rely on taxpayer dollars to provide those resources, and not try to go back to the well multiple times to increase fees or taxes,” Cate said.Cate describes himself as a fiscal conservative and social moderate. He joined the council in 2014, when Democrats had a 5-4 advantage over Republicans. Democrat registration has exploded since then, with some politicians abandoning the Republican Party.Termed out Councilman Mark Kersey is now an independent, and State Assemblyman Brian Maienschein flipped to a democrat.But Cate says he'll never leave the party.“Absolutely not… 100%, no,” he said.Being the lone Republican on the council could also raise Cate’s political profile. For instance, many times he'd be the only alternative viewpoint for journalists to ask for comment. Cate said, however, that he's not seeking higher office. SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner. A few years ago - amid ongoing concerns over impacts on wildlife, water quality and pets - SeaWorld scaled back the shows, in favor of laser light shows. Now comes another high-flying option in the form of the drone light shows like those that have wowed at places like Universal Studios and Disney World. SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. Data shows 66 percent of arrests are of Black or Hispanic students, even though they only make up 56 percent of the school population.Thurmond said he wants to look into that issue specifically.“To make sure that any police officer who is on campus is someone who wants to be on campus, who has chosen to be there, not just been assigned. And there will be training for them in implicit bias, de-escalation and understanding youth development,” Thurmond said.SD Unified officials have not responded to the petition or Thurmond’s comments, but on the district website, officials said having officers on campus allows them to build relationships with students, teachers, and staff, and better serve the school community. 2737
