SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148

SAN DIEGO (KGTV) - The former gang member who killed San Diego Police officer Archie Buggs in 1978 was granted parole suitability Thursday.Jesus Cecena was 17 years old when he opened fire on Officer Buggs during a traffic stop in Skyline. According to the San Diego County District Attorney’s Office, Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point blank range. The officer died on the street, his hand still on his service revolver.Cecena was sentenced to life in prison without the possibility of parole. His term was later modified, due to a change in law making him eligible for Youth Offender Parole.Cecena has been denied parole at least 13 times. Governor Brown reversed the parole board’s decisions to release Cecena in 2014, 2015 and 2017, citing the seriousness of the crime.RELATED: San Diego Police honor officer shot and killed by gang memberIn 2014, 10News reported that Cecena’s unstable social history continued during his incarceration, where authorities said he received more than ten violation reports for misconduct while in prison.Thursday’s parole board recommendation will move into a 150-day review period, according to a California Department of Corrections and Rehabilitation spokesman. After that period, the Governor will have 30 days to uphold, reverse, modify, send it to the full Board of Commissioners for another review, or take no action.The parole review period will end in January 2019, after the end of Governor Jerry Brown's term, leaving the decision in the hands of his successor. 1609

SAN DIEGO (KGTV) - The Medical Board of California has filed an accusation and petition to revoke the probation of a Del Mar doctor who is accused of prowling in a former girlfriend’s backyard.10News first broke the story about Dr. Jeffrey Lovin in May after we were given home security video showing a man lurking behind a home. An ex-girlfriend said the man in the video was Dr. Lovin, a radiologist. Lovin was charged with prowling, peeking and violating a restraining order. He pleaded not guilty.At the time, Lovin was already on probation with the Medical Board for other criminal activity. This month, the Board issued an accusation and petition to revoke his probation. SAN DIEGO (KGTV) — The “lip sync challenge” is the gift that keeps on giving.The public gets to see local law enforcement bust a move and agencies are able to let loose a little for some community engagement.Here’s how it works: A law enforcement agency is prompted to take the challenge. They select their song or songs and put together a video lip singing the lyrics. SAN DIEGO (KGTV) — The Laurel Street Bridge at Balboa Park was closed late Friday after a fire started inside the bridge. At around 7:30 p.m., Park Rangers called the San Diego Fire Department after seeing smoke coming out of the side of the 105-year-old bridge. The closure caused great inconvenience for Old Globe Theater patrons trying to get to and out of Friday night's show. Season ticket holders Kenny Ard and Brian Moore barely made it to the theater, before the bridge was closed off by emergency responders. Witnesses saw firefighters carefully try to suppress the flames by opening the manholes on the road.“We kind of rushed when we saw the fire truck," Moore said. “I was like, I bet they’re going to close the bridge. So we hurried and made sure we got here.“San Diego Fire Fighters said the fire broke out inside of the hollow bridge. They have not announced the cause of the flames. However, this scene was all too familiar. Since its construction in 1914, the Laurel Street Bridge has caught fire several times. Many of the fires were started by transients who end up living inside the bridge. In 2017, several homeless people were rescued from inside a utility hole on the bridge.“There are access panels at the base and some on the sides, and so people get in there,” Moore said. While Are and Moore were able to avoid the jam getting to the show, they were not so lucky finding their way home.“My car is parked right on the other side of the bridge,” And said. “We’re going to have to take a Lyft because it’s a long way around.”The bridge had reopened by Saturday morning. 1601
