BEIJING, Feb. 22 -- The Chinese central government plans to implement a new policy in the first half of this year to encourage auto industry consolidation and further the development of Chinese-brand passenger vehicles, an official from the Ministry of Industry and Information Technology said at a recent news conference.According to sources with knowledge of the new policy, it intends that Chinese-brand passenger vehicles will comprise at least half of vehicle sales by 2015 and sedans made by entirely domestic automakers will have about 40 percent of the nation's car market.Statistics from the China Association of Automobile Manufacturers (CAAM) show that 4.58 million Chinese-brand passenger vehicles were sold last year, some 44.3 percent of the total. Through an acquisition deal with Aviation Industry Corp last year, Chang'an Auto closed the biggest asset deal between State-owned auto enterprisesSales of domestic sedans hit 2.22 million units, almost 30 percent of the segment.The new policy will also focus on accelerating consolidation between automakers and could lead to a new round of reshuffling, industry insiders said.China became the world's largest auto producer and market last year with both production and sales surpassing 13.5 million vehicles due in part to government incentives.There are now more than 130 carmakers across the country, but most of them are small enterprises with annual production and sales of fewer than 10,000 units.Only five had sales of more than 1 million units last year as the country's top 10 carmakers moved a total of 11.89 million vehicles to account for 87 percent of overall sales, according to market data.Consolidation movesLast year, Chang'an Motor Corp acquired two minivan makers - Hafei and Changhe - as well as engine producer Dong'an Auto from the Aviation Industry Corp of China (AVIC), marking the biggest asset deal ever between State-owned auto companies.Chang'an is the fourth-largest motor group in China and the local partner of US carmaker Ford Motor and Japan's Mazda and Suzuki. Industry analysts generally expect a rebound in car shipments this year as the foreign markets begin to recover.Despite the poor export performance, Chinese companies were aggressive in acquiring overseas assets in 2009.Homegrown carmaker Geely's bid for Swedish luxury brand Volvo received a lot of media exposure in 2009. BEIJING, Feb. 24 (Xinhua) -- Chinese lawmakers Wednesday called for improving the country's food safety supervision network after a nationwide law enforcement inspection tour.National lawmakers started the inspection tour last September after the Food Safety Law took effect last June.Lu Yongxiang, vice chairman of the National People's Congress (NPC) Standing Committee, told lawmakers that many regions had not completed reform of the food safety supervision mechanism.Most of the cities and counties had not started the reform yet, Lu said at a three-day bimonthly session of the top legislature that started Wednesday, when presenting a report of the inspection tour.He called for stronger coordination led by health departments.The report suggested establishing a national food safety risk assessment center and a food safety standard management system.Earlier this month, the State Council set up a food safety commission consisting of three vice premiers and a dozen minister-level officials.The lineup of the commission's members includes Vice Premiers Li Keqiang, Hui Liangyu and Wang Qishan, as well as more than ten heads or vice heads of government departments in charge of health, finance, and agriculture among other portfolios.The establishment of the commission followed a string of nationwide crackdowns and arrests in the wake of new melamine-tainted milk products being found in Shanghai as well as Liaoning, Shandong and Shaanxi in recent months.
BEIJING, Jan. 24 (Xinhua) -- One of China's two leading State-owned shipbuilders, China Shipbuilding Industry Corporation (CSIC), said Sunday that its profit in 2009 jumped 18.5 percent to 7.39 billion yuan (1.1 billion U.S. dollars).The Beijing-based conglomerate, which consists nearly 50 industrial subsidiaries and about 30 R&D institutes in northern China, also said its operating income rose 17 percent in 2009 to 120.9 billion yuan.General manager Li Changyin said the CSIC had overcome the impact of the global financial crisis, which crippled the global sea-based trade and brought down ship orders.Li said technological innovations had enabled the CSIC to build 180,000-dwt bulkers, 320,000-dwt oil tankers, 13,000-TEU containers as well as new types of drilling platform which can be used in water depths up to 400 feet (120 meters).According to Li, CSIC had also been actively engaged in non-ship businesses including manufacturing of wind power and nuclear power equipment, accounting for 40 percent of the CSIC's business volume.Li said the CSIC profit target for 2010 was 8 billion yuan. The operating income was expected to surpass 140 billion yuan and the CSIC output in 2010 was likely to break 10 million dwt (deadweight tonnage), he added.The CSIC, which has more than 140,000 manpower, launched an initial public share offer at the Shanghai Stock Exchange in December 2009 and raised some 6.4 billion yuan.The CSIC's main shipbuilding and industrial enterprises are based in cities of Dalian, Qingdao, Tianjin, Shanhaiguan and Wuchang.The other major shipbuilding conglomerate in China -- the China State Shipbuilding Corporation (CSSC) is based in Shanghai, whose turf is mainly in eastern and southern China.
BEIJING, Jan. 19 -- The government is considering evacuating all Chinese nationals from the Haiti disaster zone, Foreign Ministry officials said Monday.If local conditions become too difficult and no country can offer shelter to the Chinese living in Haiti, the government is prepared to evacuate all nationals, Wei Wei, director of the ministry's consular department, said.Apart from the Chinese in Haiti on governmental or other business, Wei said he believed there are about 10 other nationals in Haiti - mainly working for mainland companies or at local Chinese restaurants - as well as about 20 illegal immigrants.Amid the ongoing relief efforts following the 7.0-magnitude quake, the capital Port-au-Prince has been hit by sporadic violence and looting. However, Wei said that all Chinese nationals there have been safely accommodated.A chartered flight took 11 staff of ZTE, a Chinese communications technology company, to neighboring Dominican Republic on Friday.There are also about 30 Taiwan residents in Haiti and, although Wei had no specific details, he said the government would provide help to anyone who requested it. One Taiwan resident has asked for help, he said without elaborating.About 230 Chinese were in Haiti at the time of the disaster. Many of his classmates were killed.Apart from what they make selling potatoes, the family survives on a monthly government subsidy of just 800 yuan (0), which is paid to them to help care for Li Anqiang. But despite the family's struggles, Li Yong said they are desperate to help those left in similar situations by the 7.3-magnitude quake in Haiti."We heard about the deaths through our neighbors. The people in Haiti are much poorer than we are, and we really want to help them. I hope that we can do something for them," he said. "Our life is good. After what we have gone through, we really feel sorry for the people in Haiti."Many in Sichuan, particularly children, are still in too much trauma to hear the word "earthquake", said Wang Zhihang, 53, a volunteer who tours schools in the area offering emotional support to victims."Those children who have been able to face the reality of the disaster in Haiti have shown real concern for the victims. Most have already joined in with fundraising events at schools across the province," said Wang, who is based in the provincial capital, Chengdu.The people in Sichuan understand full well the kind of relief operation that is now under way in Haiti. For those who were close to the epicenter in 2008, such as 20-year-old student Wang Li, they will also be able to understand the true terror of being trapped for hours by rubble.Wang was attending class at her middle school in Xiaode when the disaster struck - and was on the fourth floor when the building collapsed."The disaster in Haiti reminds me of the hours I was trapped in the dark. I was there for one day and one night," she said. "I passed out immediately when the building fell, but when I regained consciousness I could see I was buried under rock with two classmates. I knew one of them was dead. I called her name but she didn't respond. I reached out and checked her pulse, but her heart had already stopped beating."Wang lost her left leg in the disaster and had to take the national college entrance exam in a hospital ward during her recovery. She now studies at Chongqing Electronic and Engineering College."As I am a student, I cannot help out the Haitians financially but I feel their agony. All I can do is to pray for them," she said.Wei Min, 18, also lost a leg in the Sichuan earthquake. She was so moved by the kindness shown by strangers during her treatment in Chongqing, she has set her heart on a career in social work as a way to repay some of the compassion she experienced."With international aid, I believe Haiti will recover, although the process of recovering from an earthquake is lengthy," said Wei, who is from a poor farming family in Leigu, Beichuan county.
