And now Marian Walter is getting the red carpet treatment for her 106th birthday.Staff at Merrill Gardens at Oceanside say they were shocked to learn Walter was turning 106 because she's one of the most alive, intelligent, and funny people they've ever met.Walter was born in Brooklyn in 1913 and went on to earn a PhD. in Romance Languages and Literature at the University of North Carolina. She speaks seven languages and loved traveling the world. "Italy has just everything in the way of art, you know? It was wonderful. I hated to leave there!" said Walter. Her advice on staying forever-young is to work hard and never stop learning. "Learn as much as you can under any conditions you can do it!" said Walter.As for her birthday wish for the world, "Happiness, decentness. God wants us all to get along with one another. To help one another. To understand one another." Walter has two daughters, four grandchildren, and three great-grandchildren. SAN DIEGO (KGTV) - San Diego State Students created public service announcements, as part of a competition, to encourage their peers to take precautions and stop the spread of the coronavirus. Thursday the university announced two more students tested positive for the virus, making the total four since move in.The County of San Diego and SDSU will use the PSAs online as part of a new ad campaign, according to the county.The university came to the county amid a spike in cases among young people age 20-29. San Diego County reported 25% of positive cases belong to that age group."We're asking people of your generation of your age group to do the right thing," Dr. Hala Madanat, Director of the School of Public Health at SDSU, said. She led the charge to create the competition."I really was hoping that we would hear from the age group where we were struggling to get adherence to the guidelines and be the ones to encourage their peers," to follow the guidelines she said.One of the three winners, Senior JakeBryan Bonifacio, said he felt an obligation to use his skills to help. "It [the pandemic] is very concerning so that’s why I felt compelled to share this opportunity, share my video."Bonifacio is a Marketing major and already had the tools to create a video. He said he used his own camera and editing software.He said it was most important to create an impact using levity and positivity. He used his pup to demonstrate social distancing, "He’s the star of the show... animals bring that lovability."While he is optimistic, he hopes to be a leader for change, to protect his peers and those more vulnerable, like his grandmothers.The winners were announced August 10th and received Apple AirPods, according to Bonifacio.SDSU has 29 confirmed coronavirus cases since March, encompassing students, staff and visitors. 1840

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

SAN DIEGO (KGTV) -- Some students in the San Diego Unified School District are being allowed to return to campus Tuesday as the district begins the first phase of its reopening plan.The district began the 2020-21 school year on Aug. 31 with a distance learning program for its students. In recent weeks, during the distance learning period, teachers have been working to determine which students they believe would benefit from appointment-based in-person learning sessions.Appointment sessions will be voluntary; the rest of the time, those students will continue with distance learning.SD Unified officials said they’ve also been working with health experts in designing a reopening plan that would ensure all students and staff are safe.Despite the reopening plan, there are some parents who still do not believe it’s enough.On Tuesday afternoon, a group of parents called Reopen SDUSD has scheduled a rally at 4 p.m. in front of the Board of Education building to voice their concerns about the reopening plan.The group, which held a similar rally last month, is calling for a more detailed reopening plan and they want the district to be more transparent.Reopen SDUSD has gathered thousands of signatures for a petition urging the district to allow more students to return to campus.ABC 10News spoke with some parents at the September rally who said they want options because distance learning is not working for them.One mother said her children “dread going on Zoom. They dread being on the computer. They don’t like learning via the screen.
