Democrat Harley Rouda has defeated California Republican Rep. Dana Rohrabacher with a current lead of about 17,000 votes, securing another seat for the new Democratic majority in the US House of Representatives, CNN projects.Rohrabacher, a conservative stalwart, represented California's 48th Congressional District for nearly 30 years. He had been trailing his Democratic challenger in the week following the midterm elections, raising eyebrows about whether or not he could keep his long-held seat. But by Sunday, Rouda, a progressive former realtor and businessman, had pulled ahead of Rohrabacher with 53.2% of the vote compared to Rohrabacher's 46.8%.During the race, Rouda capitalized on disdain for President Donald Trump among the district's many college-educated voters, something that will likely work to his advantage as his party is gearing up to use their new power in Washington to challenge many of the President's policies and actions. 958

DETROIT — At Martin Luther King Jr. High School in Detroit, voters arrived shortly after polls opened ready to vote. However, they were shocked to find out that the precinct wasn't prepared – they had no voting machines. Some voters were turned away while others were unable to vote for an hour and a half. Chris Morris said he showed up to find election workers struggling to find a voting machine. PHOTOS: Voter turnout around the nationOfficials said there was a miscommunication about where the machine was located in the school. After learning it was in a locked closet, workers said they were left with no key to open the door.Voters say they were initially told to go to the precinct across the street, though that was incorrect information. The delay left avid voters like Sheree Walton outraged."I take it very seriously," she said. "Someone died so I would have the right to vote."Around 8:30 a.m., workers finally had the machine up and running. Some who waited were worried about others that may have missed out on the opportunity. 1053

DENVER – Approximately 10,000 teachers are expected to gather at the Capitol building in Denver on Friday for the second day of walkouts and rallies calling for better pay, more school funding and pension reform.About 2,000 people took part in Thursday’s rally, chanting “Fund our schools!” and meeting with state lawmakers to discuss bills still being hashed out that will make changes to the state’s pension program and what most teachers said is an underfunded K-12 education system in Colorado. The teachers wore red as part of the #RedforEd campaign that has swept across states like West Virginia, Oklahoma and Arizona – where teachers also were holding rallies Thursday and Friday. PHOTOS: Colorado teachers walk off the job, rally at Capitol for better pay, school fundingIn all, the state’s 10 largest districts will be closed between Thursday and Friday, most of them on Friday. Approximately 502,000 students attend those districts, according to state Department of Education records.Friday’s events will kick off at 9 a.m. at Civic Center Park with activities planned throughout the day at the Capitol Building. A formal rally is scheduled for 2 p.m.  1180

DEL MAR, Calif. (KGTV) — There's something of a spectacle along the beach in Del Mar these days: A bulldozer that's helping to preserve the city's main attraction. The heavy equipment is taking wet sand from the water line up to the public entrance areas, where it will protect access points to the beach. On Wednesday, the work was being done near the 23rd Street entrance. On Tuesday, it was closer to homes near 29th Street. "Without a beach in Del Mar, we're not Del Mar," said Councilman Dwight Worden. Worden says the bulldozer can only do so much. In the bigger picture, the city is negotiating with the California Coastal Commission on how it can combat rising sea levels. Worden noted that scientists have predicted the sea level to rise by six feet by the year 2100. "If it rises, it's going to erode the beaches, if it floods more from climate change, we'll have more flood water coming down and putting them at risk, so it's a combination," he said.Worden says the city has a plan to preserve its beaches through at least 2050 largely through a sand replenishment program, which the commission has not approved. He said Del Mar has put a controversial plan called "Managed Retreat" off the table. Managed Retreat could entail removing the multi-million dollar homes that line the shore to allow the beach to expand inland. The Coastal Commission has given the city 25 suggestions on its plan. Worden, however, said some of those suggestions appear to be nudging the city toward practices that could be like Managed Retreat. "If you look at the 25 changes, they're kind of gumming around that back and through the kitchen door," he said. The two agencies will next meet in February. A spokeswoman for the commission did not immediately respond to a 10News request for comment. 1795

DENVER — Convicted murderer Chris Watts has been moved from a Colorado prison to another prison out of state.Four sources confirm to KMGH's Jace Larson that Chris Watts was transferred from the Denver Reception and Diagnostic Center, where a new prison inmate goes after conviction, to an undisclosed facility out of state. Victims’ families -- who requested to be alerted -- have been notified, two of the four sources with knowledge of the movement told KMGH. Watts' current location has not been identified, except to victims' families, the source said.Watts pleaded guilty last month to killing his pregnant wife Shanann Watts and their two young daughters at their home in Frederick, Colorado in August. He was sentenced to three consecutive life terms without the possibility of parole. The Colorado Department of Corrections inmate locator shows Watts' location as the Denver Reception and Diagnostic Center, but this is no longer the case. The move occurred as part of an interstate compact where high-profile prisoners can be moved to another state’s system, or occasionally the federal prison system, for safety. Such placements are not always permanent. 1180
