(AP) — A Southern California man has been arrested on suspicion of making more than 10,000 harassing phone calls to government offices, including some that included death threats against those answering the phone, federal prosecutors said.Robert Stahlnecker, 48, was arrested at his home in the Mojave Desert town of Twentynine Palms on Friday and held in federal custody after making an initial court appearance, the U.S. Attorney’s Office said.He was charged with threatening federal officers and employees, making interstate communications with the threat to injure a person and anonymous telecommunications harassment.There his no listing for his home phone number and it couldn’t immediately be determined if he has an attorney. His arraignment was scheduled for Dec. 26.According to a 20-page complaint filed in federal court, the calls included three he made within five minutes on Aug. 28 to a congresswoman’s office in San Mateo. Prosecutors said he threatened to come to the office and kill the staffer who answered the phone.On Sept. 28, he allegedly made eight calls in seven minutes to the Washington office of a U.S. senator from Ohio. During the calls prosecutors said he used vulgar language in berating and threatening to kill an intern who answered the phone.Neither member of Congress was identified.In all, prosecutors said, Stahlnecker has made more than 10,000 calls to government agencies and elected officials since January.Prosecutors say U.S. Capitol Police have been investigating harassing and threatening calls allegedly made by Stahlnecker for at least 10 years. Gavin Newsom has approved legislation prompted by the helicopter crash that killed Kobe Bryant and eight others.The bill signed Monday makes it a crime for first responders to take unauthorized photos of deceased people at the scene of an accident or crime.Reports surfaced after the January 26 crash that graphic photos of the victims were being shared. Eight deputies were accused of taking or sharing graphic photos of the scene, Los Angeles County Sheriff Alex Villanueva said then, adding that he had ordered the images deleted.Sheriff Villanueva said the department has a policy against taking and sharing crime scene photos, but it does not apply to accident scenes.The measure that will take effect Jan. 1 makes it a misdemeanor with fines up to ,000 per offense to take such photos for anything other than an official law enforcement purpose.Bryant’s widow, Vanessa Bryant, has sued the department over the photos. In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." (AP) — California Democratic Party Chairman Eric Bauman announced Thursday that he plans to resign, following a cascade of sexual harassment allegations that emerged against him in recent days.Bauman's decision came hours after Governor-elect Gavin Newsom, a Democrat, called for the embattled chairman to step aside. (KGTV) - A San Diego plan to let houses of worship build affordable housing on land they already own could expand across the entire state.Tuesday, the Assembly Appropriations Committee will debate Senate Bill 899, also known as the "YIGBY" bill. YIGBY stands for "Yes In God's Back Yard."People behind the concept in San Diego say it's one way to help solve California's housing crisis."It's a potential solution," says YIGBY Project Coordinator Mary Lydon. "We need all solutions on deck right now for this housing crisis. It's not going to solve the problem. To provide safe, affordable affordale housing to people - that's a no brainer to me."San Diego's YIGBY group got some push-back from people who say apartment complexes, even small ones managed by churches, don't belong in neighborhoods full of single-family homes.Lydon says that's a luxury the state can no longer afford."We've had people saying, 'No,' in our city, in our region, in this state for decades. And it just put us in a place of great challenge," she says."We need housing for all incomes. And we have to work on this together. We are going to have to agree that some compromises are going to need to be made."A recent study from UC Berkeley says San Diego has nearly 4,700 acres of land that would qualify for YIGBY housing. The coalition hopes to build 3,000 units within the next five years.But first, the bill has to pass through the legislature.The State Senate approved SB 899 earlier this summer.
