(KGTV) - The driver responsible for a hit-and-run crash in Encinitas that left a mother with severe injuries was sentenced Monday to one year in jail.Justin Parker hit Ashley Lane on Encinitas Blvd. in September 2017. She suffered multiple broken bones, strokes, and partial paralysis.Parker turned himself in two weeks after the hit and run, as investigators were closing in on tips from the community. Investigators say Parker had been drinking prior to the incident.Investigators said Parker drove his truck to a repair shop in Riverside county to repair the damage. Lane made a victim impact statement in Vista court Monday, calling Parker 'selfish' and 'cowardly'."The only reason you turned yourself in was because of the tips from the community of Encinitas and the hard work from my father. My girls have been hurt the most in this," Lane said.  900

WASHINGTON (AP) — A Trump health appointee who is accused of trying to muzzle an important scientific publication in the midst of the coronavirus pandemic apologized Tuesday for a separate video in which he reportedly says scientists battling the virus are conspiring against President Donald Trump and warns of shooting in America if Trump loses the election.Michael Caputo, the top spokesman for the Department of Health and Human Services, apologized to his staff for the Facebook video, said an administration official, who spoke on condition of anonymity to discuss internal matters.Caputo says on a taxpayer-funded podcast that Democrats don't want a coronavirus vaccine until after the election to punish President Donald Trump. News reports alleged last week that Caputo’s office tried to take over and muzzle a scientific weekly from the Centers for Disease Control and Prevention that publishes what is supposed to be authoritative, unvarnished information about disease-fighting efforts, including, most importantly at present, COVID-19.Then on Monday came an account of the video on Caputo’s personal Facebook page in which he accused government scientists of conspiring against Trump and suggested violence could break out after the election.HHS is standing by Caputo amid calls for his ouster. 1315

  

WASHINGTON — During his opening comments at a Congressional hearing on Tuesday, Dr. Anthony Fauci — the nation's top infectious disease expert — reiterated his confidence that a viable vaccine for COVID-19 would be developed by the end of the calendar year.Fauci says he believes that "it will be when, not if" that there will be millions of doses of a viable vaccine available by the end of 2020.Fauci made those comments Tuesday before the House Committee on Energy and Commerce. He is testifying along with Dr. Robert Redfield, the head of the Centers for Disease Control and Prevention, and Dr. Stephen Hahn, the head of the Food and Drug Administration.The hearing comes as coronavirus cases are rising in about half the states and political polarization is competing for attention with public health recommendations.The nation is emerging from weeks of stay-at-home orders and business shutdowns. But that's being done in an uneven way, with some states far less cautious than others.Fauci, formerly a fixture at daily coronavirus briefings held by the Trump administration at the White House, has continued to make regular media appearances. However, he has not appeared on camera at the White House in several weeks.The hearing takes place just days after President Donald Trump said at a rally on Saturday that he asked officials in his administration to "slow down" testing capacity in order to keep the number of confirmed cases steady. During a briefing on Monday press secretary, Kayleigh McEnany said that Trump's comments were made "in jest."However, in an interview with Scripps national politics editor Joe St. George, Trump did not specifically say if he asked officials to slow down testing, but added that "if it did slow down, frankly, I think we're way ahead of ourselves." 1803
