SAN DIEGO (CNS) - Poll watchers will be permitted to observe election activities at polling stations countywide on Nov. 3, though COVID-19 related restrictions will limit the number of people allowed inside polling places.Social distancing requirements mean only about one to two observers might be rotated in and out of the polling places at any given time this year, Assistant Registrar of Voters Cynthia Paes said Thursday.The number of polling places in San Diego County has been reduced from 1,548 in March to 235 larger polling places that will be open for four days and are each expected to be staffed by about 15 county employees, Paes said.The role of poll watchers has garnered increased attention as part of the national discussion on voter fraud and voter intimidation sparked most recently by President Donald Trump's call at Tuesday's presidential debate for his supporters to monitor polling places on Election Day.Trump, who has frequently raised the specter of voter fraud and publicly expressed doubts over the security of mail-in voting, urged supporters Tuesday to "go into the polls and watch very carefully because that's what has to happen."Tony Krvaric, chair of the San Diego County Republican Party, said recruiting poll watchers is a typical practice, intended to ensure votes are cast and note any irregularities in the voting process."We always recruit for poll watchers and have done so for as long as I can remember," Krvaric told City News Service."Poll watchers help make sure Republicans who haven't voted are contacted and reminded to do so and keep an eye out for any irregularities. SAN DIEGO (CNS) - The Horses of Tir Na Nog equine sanctuary east of Alpine is inviting members of the public to join its monthly giving campaign and become a "Hay Hero."Donations support sanctuary operating expenses, including feed costs that exceed ,000 per year.The volunteer-driven nonprofit partners with the San Diego County Department of Animal Services to care for horses rescued from abuse, neglect or abandonment."By making a monthly pledge, our Hay Heroes are helping us meet our most basic commitment to provide our horses with a high-quality diet," Administrator Amy Pat Rigney said. "Hay Heroes can choose the amount of their monthly commitment. When feeding 58 equines, no gift is too small. Everything helps." The sanctuary is a nonriding facility, though the community is invited to meet some of the horses under care. SAN DIEGO (CNS) - The Board of Supervisors Tuesday directed San Diego County's chief administrative officer to create a stronger wildfire protection plan.By a unanimous vote, the board asked Helen Robbins-Meyer to find ways to expand and more strongly support fire-safe councils, enhance pre-fire vegetation management, improve pre-fire emergency planning, strengthen fire-safety measures in new construction, and reduce loss from wildfires in existing buildings.Robbins-Meyer will work with the Fire Authority, Sheriff's Department and other relevant county departments and outside agencies to present recommendations within 90 days.There are 60,000 homes in the county's unincorporated areas that are at a high risk for wildfire, board Chairwoman Dianne Jacob said. SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - The San Diego City Council voted unanimously today to support Mayor Kevin Faulconer's plan to expand outdoor dining and retail options during the COVID-19 pandemic.The vote follows Faulconer's July 7 executive order that waived requirements for the temporary use of sidewalks and private parking lots as outdoor dining and retail venues to increase space for physical distancing.Tuesday's vote allows businesses to use adjacent on-street parking to operate while also waiving a majority of permitting fees.``Our local restaurant and retail owners have shown incredible resolve and resilience throughout this pandemic. Many of those small businesses have been among the hardest hit and San Diegans are ready to support them safely and responsibly,'' Faulconer said. ``The response we've seen to outdoor dining has been overwhelmingly positive, and this ordinance opens up so many more options for our small businesses as they work hard to rebound and recover.''The plan is expected to impact up to 4,000 restaurants in San Diego that employ more than 55,000 individuals.Previously, securing an outdoor sidewalk cafe permit could cost businesses more than ,000 and take several months to process. This ordinance will help reduce applicant costs and the review process.``Small businesses account for 98% of San Diego companies. Part of the funding is specifically for outreach and education on the program for small and disadvantaged businesses.The city will enter into an agreement with the Strategic Alliance of San Diego Ethnic Chambers of Commerce -- comprised of the Asian BusinessAssociation of San Diego, the Central San Diego Black Chamber of Commerce, and the San Diego County Hispanic Chamber of Commerce -- to provide informational materials in multiple languages and target hard-to-reach communities and disadvantaged businesses.``Working together to support communities of color that have been disproportionately impacted by COVID-19 will help restaurants in these communities recover and continue to contribute to this vibrant economic and cultural landscape in San Diego,'' said Donna DeBerry, spokeswoman for the Strategic Alliance of Ethnic Chambers of Commerce.Upon implementation, the mayor's ordinance will:-- allow outdoor business operations for dining and retail in parking lots, on-street parking spaces, and sidewalks as well as neighboring business frontage with written permission of neighboring business owners;-- waive special event permit fees to allow nonprofit applicants to close streets and conduct business outdoors faster and cheaper;-- broaden allowances and reduce required permits for temporary signs;-- allow for expanded wholesale distribution of food, beverages, and groceries directly to consumers while allowing for social distancing;-- preserve mobility, safety and emergency access for pedestrians, and preserve requirements that ADA access and path of travel be maintained at all times;-- require full compliance with all state and county health orders and guidance. 3516
