BEIJING, Feb. 23 (Xinhua) -- The Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body, opened its door to 43 correspondents from 33 overseas media outlets on Wednesday, 10 days ahead of its upcoming annual session.It was the first time that the top political advisory body invited a group of overseas journalists, including those from Hong Kong, Macao and Taiwan, to tour its work place, which used to be the site of an imperial compound 100 years ago.The media tour was hailed by Zhao Qizheng, head of the CPPCC's Committee of Foreign Affairs, as a move that reflects the "enhanced openness" of the CPPCC.During the tour, resident reporters from countries and regions such as the United States, Russia, Germany and Japan visited the CPPCC auditorium and a gallery that exhibits the agency's history and its role in Chinese political life through numerous pictures and relics.Located in downtown Beijing, the CPPCC was established on September 21, 1949. It is a patriotic united front organization for Chinese people and serves as a key mechanism for multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC).The main functions of the CPPCC are to conduct political consultations, exercise democratic supervision and participate in the discussion and the handling of state affairs. Reporters raised many questions during the visit.Watanabe Yasuhito, a staff correspondent for the Kyodo News China General Bureau, has been working in China for four years. "As Japan doesn't have similar institutions like the CPPCC, the Japanese generally have little idea of it," he said. "I now have a more direct idea of the system by actually walking into the CPPCC."He told Xinhua that Kyodo News would send eight reporters to the upcoming two annual sessions of China's National People's Congress (NPC), its national legislature and the CPPCC, as many Japanese pay close attention to the major political events in China.He said the 12th Five-Year Program and hot economic issues are among their key concerns. At a one-hour seminar held during the tour, five reporters put forward nearly 10 questions to Zhao Qizheng.Ananth Krishnan, the China correspondent of the Hindu, India's national newspaper, has covered the "two sessions" several times. So we are interested to see how China is addressing the challenges," he said.With the application still going on, overseas reporters who are to cover this year's annual CPPCC session are expected to exceed 1,100, similar to the figure last year, said Zhang Jing'an, head of the Bureau of News Service of the CPPCC's National Committee.Zhang said that besides the three news conferences in the Great Hall of People, five press conferences are devoted to issues such as China's urbanization, scientific innovation, culture and education. WASHINGTON, May 12 (Xinhua) -- Early initiation of antiretroviral treatment in people infected with HIV prevents them from transmitting the virus to their partners, according to findings released Thursday from a large-scale international clinical study.The study, known as HPTN 052, was designed to evaluate whether antiretroviral drugs can prevent sexual transmission of HIV infection among couples in which one partner is HIV-infected and the other is not. The results are the first of their kind from a major randomized clinical trial.Led by Myron Cohen, of the University of North Carolina, the research found that treating HIV-infected individuals with antiretroviral therapy (ART) when their immune systems are still relatively healthy led to a 96 percent reduction in HIV transmission to their partners.This critical new finding convincingly demonstrates that early treatment of infected individuals can have a major impact on the spread of the epidemic.Study investigators enrolled 1,763 couples who were not eligible for ART by WHO standards in nine countries around the world. All couples were at least 18 years of age. The vast majority of the couples (97 percent) were heterosexual, which precludes any definitive conclusions about effectiveness in men who have sex with men.Couples were randomly assigned to one of two study groups. In the first group, the HIV-infected partner initiated antiretroviral therapy (ART) as soon as the couple enrolled in the study (the immediate treatment group); in the second group, infected partners did not begin ART until their CD4+ counts fell to between 200 and 250 cells/mm3 or they developed an AIDS-related illness (the delayed treatment group). Couples in both groups received HIV primary care, counseling and condoms.Results of this research study, which was scheduled to conclude in 2015, are being released early, after the independent data and safety monitoring board (DSMB) determined that the benefits of early treatment were clear.

MOHE, Heilongjiang, Feb. 3 (Xinhua) -- Some 1.318 million tonnes of crude oil had flowed through an oil pipeline from Russia's far-east to China by Jan. 31, a month after the pipeline began operating, an officer of the Chinese operator of the pipeline said.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China at Mohe and terminates at Daqing City of northeast China's Heilongjiang Province.The facility withstood the test of the severe coldness since it was put into operation on Jan. 1 and no production accident has been reported so far, said Gou Hanghai, director of the Mohe administration station of the pipeline.The pipeline remains a daily oil delivering capacity of 42,000 tonnes, he saidThe 1,000-km-long pipeline will transport 15 million tonnes of crude oil from Russia to China per year from 2011 to 2030, according to an agreement signed between the two countries.Some 72 kilometers of the pipeline is in Russia and 927 kilometers of it is in China.

BEIJING, March 28 (Xinhuanet) -- Google Inc. is working with MasterCard Inc. and Citigroup Inc to develop a technology that could make mobile payments, according to media reports Monday.The new technology named "Nexus S Android" is embedded in Android mobile devices and allows customers to make purchases by waving their smartphones in front of a small reader at the checkout counter.Credit-card reader producer VeriFone Systems Inc, also involved in the new payment service, is developing contact-less devices that could allow people to pay with a wave or tap of credit card or a tap of smartphone.To use the service, holders of Citigroup-issued debit and credit cards must activate a mobile-payment application developed for one current model of Android phones. More models will be coming as the technology advances.Besides mobile payment, consumers would also be able to get targeted ads or discount offers, manage credit-card accounts and track spending through an application on their smartphones.Due to the deliberate design of the technology, customers have no need to worry about the security of their payment information. Nick Holland, a mobile-transactions analyst at Yankee Group, said the new technology is more sophisticated than credit cards with a magnetic stripe.With the coming service, Google is aiming to boost its advertising business by offering retailers more data about their customers and help them target ads and discount offers to mobile-device users near their stores.An insider told that Google was not expected to get a cut of the transaction fees.The service is expected to be released this year.
