SAN DIEGO, Calif. (KGTV) - A new website from the City of San Diego's Planning Department is asking residents to help re-imagine the Clairemont neighborhood.Clairemontplan.org is like an online public meeting, where people can look at different ideas for adding housing and retail to the neighborhood and weigh in on which ones they like the most."We understand not everyone can make an in-person meeting at the time we schedule it for or attend a city council hearing in the middle of the day," says City Planning Director Mike Hansen.As MTS builds a new trolley line through Clairemont along the I-5, the area is coming up with a new community plan. The city wants to add housing and retail to the area to help meet new goals for housing, transportation and climate change.To do that, they're looking to add density to the neighborhood.The website identifies eight areas of Clairemont that could be redeveloped. It asks users to make changes to at least three areas while adding 5,000 new homes. At least 40% of the houses need to be near the trolley.To help, it offers basic renderings of what different development could look like in each neighborhood."We wanted to try to find something that allowed people to get into the weeds if they wanted to," says Tait Galloway, the Program Manager who helped design the website. "But, this still allows them to do it within 15-20 minutes."The website will be available until March 14th. After that, the answers will be collected and used as the city devises the new Clairemont Community Plan. They hope to present it by the end of 2020.City leaders hope this will become a template for other neighborhoods and a way to get more people involved in the process. SAN DIEGO (KGTV)- The San Diego Fire-Rescue Department and local military members are working to put smiles on the faces of kids this holiday season. The 2019 Toys for Tots drive started Sunday. The fire department is partnering with the U.S. Marine Corps Reserve. They have been collecting toys for more than 15 years. Through December 16, all San Diego Fire facilities will be collecting toys and books. The items must be new and unwrapped. Toys for Tots is in its 71st year. U.S. Marines distribute the donated items to the children each year. Since 1947, more than 244 million children have benefited from the toy drive. Local Marines are asking for volunteers to help distribute the items, Monday through Friday, from 9a to 3 pm. The distribution site is at 9955 Pomerado Road. 790

  

SAN FRANCISCO (AP) — A federal appeals court ruled against the Trump administration in its transfer of military money to build sections of the U.S. border wall with Mexico. The ruling is the latest twist in a legal battle that has largely gone Trump's way. The 9th Circuit Court of Appeals ruled Friday that diverting .5 billion from military construction projects to build the wall illegally sidesteps Congress. But the Supreme Court allowed the .5 billion to be spent while the litigation continued,In a 2-1 decision, the appeals panel sided with a coalition of border states and environmental groups who contended the money transfer was unlawful and that building the wall would pose environmental threats. 721

  

San Diego (KGTV)- Heart- pounding moments for visitors at the San Diego Zoo Safari Park. Powerful gusts tossed riders on the Balloon Safari from side to side. Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. They sent us a statement about the incident, saying in part: “As the sudden storm arrived and winds picked up, some operations at the Park, like Balloon Safari and Flightline were closed to public use.”No one was hurt while on the ride. 1090
