SAN DIEGO (KGTV) - Traffic was blocked Wednesday near the San Diego Superior Court Central Courthouse due to a hazmat investigation. The San Diego Sheriff’s Department confirmed the substance was found in the building at 1100 Union St. about 5 p.m. A court employee said the substance was a white powder found on the 10th floor.Preliminary information from the scene indicates the situation was linked to a letter inside the courthouse, according to San Diego Fire-Rescue. By 6:30 p.m., crews determined the powder was harmless. 537

SAN DIEGO (KGTV) — Whitney Climenson noticed something at her recent shift at a Carslabd restaurant. It wasn’t nearly as crowded, and there were only three people on the clock - about half the normal level. She's instead spending most of her time trying to get through to the Employment Development Department, and figure out why weeks of her jobless benefits are still unpaid. “I would wait for hours on hold if it meant talking to somebody, but they just say ‘Oh, we can't take your call at this time,” Climenson said. Climenson's one of more than 200,000 San Diego County workers who lost their jobs in March and April amid the coronavirus pandemic - a number that many economists expected to grow in May. “Here in San Diego a bigger portion of our economy is in food and drinking establishment employment, and so what we would see then is a big rebound in that area as well locally,” said Alan Gin, economist at the University of San Diego. The hiring - already picking up locally. Andrew Feghali just opened Dave’s Hot Chicken in Pacific Beach. He’s hosting a job fair Monday with at least 10 openings. “We start above minimum wage, so we want to make sure we get the best and the brightest, and another perk is that you get free food,” Feghali said. But like many restaurants, Dave’s is not opening for in-house dining - that means while hiring is picking up, many restaurant jobs won't come back for a while - if at all. 1435

SAN DIEGO (KGTV) -- While the visible reminders of local wildfires may be gone, San Diego fire officials say what’s left over can still cause a lot of problems especially as the region expects to get rain this weekend.After an intense wildfire happens, the burned vegetation and charred soil forms a water repellant layer that blocks water absorption -- which means the next time it rains, there’s potential for flooding.Cal Fire wants to remind residents to prepare before the rain arrives.Thomas Shoots, a spokesperson for Cal Fire, said, “Anyone near the Valley Fire needs to be prepared for any type of debris or mud flows. They need to have sandbags and the area around their home prepped so that everything looks OK.”In September, the county gave residents free supplies to make sandbags so people could begin their preps for the rainy season.County information on free sandbag availability can be found here.The City of San Diego is also offering sandbags for residents. SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. Janscisc said it took two years to complete his study, relying largely on court documents and investigative news reports. 1873

  

SAN DIEGO (KGTV)- Across California, many businesses continue to struggle in San Diego County, and some business owners say they can’t afford to pay their rent anymore without their usual income during this pandemic.Landlords are also feeling the effects of the small business struggle.“Many tenants are paying their rents, there aren’t many tenants paying their rents from profits,” said Sandy Sigal, CEO of NewMark Merrill Companies. “We’re not going to make any money or have any profits this year at all, we know that, but we do need enough money to pay our mortgages and lenders.NewMark Merrill Companies own about 80 shopping centers in three states, including California. We’re doing what we can.”But Sigal said landlords could only do so much, and it’s up to the government to step in and help save these businesses.“If there was a fire or earthquake or flood, they would have insurance for all this,” he said. “We need to extend what was PPP or The RESTART Act. I’m in favor of some stimulus to the unemployed.”Without additional assistance now, it’s a struggle he expects to continue until significant changes are made, and businesses can fully bounce back.“If the government helps my tenants, I’d be helped enough,” he said. “This is no one’s fault, but the pandemic and we all got to get through this together.” 2393
