SAN DIEGO (CNS) - The union representing mental health professionals at Kaiser Permanente facilities in San Diego and across the state hit the picket lines Monday for a five-day strike amid a continued labor standoff. The walkout by the National Union of Healthcare Workers, representing roughly 4,000 psychologists, therapists, psychiatric nurses and other healthcare employees, had been planned in November but was delayed out of respect following the death of Kaiser CEO Bernard Tyson. Union officials said the walkout could result in the shutdown of more than 100 Kaiser clinics and medical facilities ``from San Diego to Sacramento.'' NUHW accused Kaiser of forcing clinicians to ``accept significantly poorer retirement and health benefits than Kaiser provides to more than 120,000 other employees in California.'' ``Mental health has been underserved and overlooked by the Kaiser system for too long,'' Ken Rogers, a Kaiser psychologist, said in a statement released by the union. ``We're ready to work with Kaiser to create a new model for mental health care that doesn't force patients to wait two months for appointments and leave clinicians with unsustainable caseloads.'' But Kaiser accused the union of flatly rejecting a proposals made by a neutral mediator and opting to strike instead of ``working through the mediated process.'' ``In Southern California, the primary contract concern relates to wage increases and retirement benefits,'' said Dennis Dabney, Kaiser's senior vice president of national labor relations. ``The mediator's recommendation includes wage increases of 3%, 2.75%, 2.75%, .5% each year with lump-sum payments in years 2-4 of 0.25%, 0.25% and 0.5% to provide 3% increases per year over the terms of the agreement and a ,600 retroactive bonus. ``While our therapists in Southern California are paid nearly 35% above market, we believe these issues are resolvable,'' he said. Dabney said NUHW workers have the ``same defined contribution plan that nearly a dozen other unions have, and that has been in place for more than four years.'' ``Our current proposal on the table actually enriches this program such that a 3% employee contribution would have a 9% contribution from Kaiser Permanente,'' he said. ``Again, this is no reason to strike. Rather than calling for a strike, NUHW's leadership should continue to engage with the mediator and Kaiser Permanente to resolve these issues.'' NUHW workers also held a five-day statewide strike last December. Union leaders claim that mental-health clinics continue to be understaffed and ``patients are routinely forced to wait six to eight weeks for therapy appointments and clinicians are so overbooked that they have to work after hours trying to help patients who can't wait for care.'' 2783
SAN DIEGO (KGTV) – A Clairemont man is recovering after he said he was accidentally shot by his next-door neighbor.Walter Lam said he was at his dining room table inside his home on Sunday when he heard a gunshot.“As soon as I heard that shot, I felt something was really cold on the inside of my arm. And I was bleeding; I knew immediately I was shot and I called 911,” Lam said.Once at the hospital, Lam underwent surgery to remove the bullet.“If it had moved towards my heart, I would have been dead,” Lam told ABC 10News.San Diego police said the bullet was fired by his neighbor who lives right next door. The neighbor said he was cleaning his gun and did not even know it was loaded.Investigators took the neighbor’s gun into evidence, and while he was not arrested, investigators said the neighbor could face a misdemeanor gun-related charge.Lam is recovering and in a little bit of paint, but he said he’s ready to return to work as head of his nonprofit organization Alliance for African Assistance.Lam said this is a reminder that life is too short.“Life can end any time. Just a little more to the right and I would be dead. Right now, people would be planning my funeral,” Lam said.ABC 10News learned the case has been forwarded to the San Diego City Attorney's Office. SAN DIEGO (KGTV) - With the fall school year quickly approaching, there are concerns some students will be left behind.Schools across the state worked to close the technology gap over the summer. However, the California Department of Education says more than 700,000 students still lack computing devices, and another 300,000 lack hotspots to connect to the internet.Even if all students have the right tools, will they participate?"For some people, they may find it challenging," said parent Frank Powell. "In my situation, I find it impossible."Powell is a father of three. His oldest child is 11 and has special needs. Powell said they haven't logged into a learning program at all this summer."It's good for some. For others, it's impossible, and for others, it's going to be extremely challenging," he said.Back in March, the headlines about distance learning were daunting.A Los Angeles Times article on March 30 stated, "About 15,000 Los Angeles high school students are absent online and have failed to do any schoolwork while more than 40,000 have not been in daily contact with their teachers since March 16, when the coronavirus forced campus shutdowns."A spokesperson for the Los Angeles Unified School District said the district did not take classroom attendance when schools initially closed. Instead, it made every effort to provide students with technology and get them connected to online instruction. Los Angeles Unified invested 0 million to provide devices and technology for students.A graphic provided by the district showed a dramatic increase in the number of students who are now connected.At the state's second-largest school district, a San Diego Unified spokesperson said at the end of May nearly 98 percent of students had logged in since they began measuring this at the start of April. The district said that the number is accumulative."The participation of 97.8% of our 101,000 transitional kindergarten to 12th-grade students is extremely encouraging, but it is not 100 percent. It is, however, above our average rate of attendance on any given day of the school year of approximately 96%. For comparison, our rate of chronically absent students for the last school year was 12.4%. Of the 2,204 students who have not logged in, the majority are in very young grade levels. Some 51% are in Transitional Kindergarten or kindergarten. For a point of comparison, in a typical school year, kindergarten students account for 12% of all absences," the SDUSD spokesperson said.At the Poway Unified School District, elementary, middle, and high school participation ranged between 98 and 99 percent, district officials said.The district noted, "The data indicates the percent of students that connected or participated at some level in distance learning. Participation did vary, day-to-day, however, we conducted a significant amount of outreach to students and families. PUSD teachers, counselors and site administrators all worked to contact students via email, phone calls, and home visits. We are proud of the efforts of our school teams."An initial struggle was technology. It's something districts across the state are shoring up.But even with the right tools, will kids log in and participate?"The first week back had 85 percent of my kids showing up," said teacher Jessica Davis. "The next week, it was half of that, and the week after was half of that."Davis said she experienced challenges with student motivation and accessibility in the spring but did believe virtual learning can work."I don't think it's going to ever be what we can accomplish in the classroom, but I do believe it can be effective."According to the California Department of Education, "Education Code Section 43504(f) requires each LEA to develop written procedures for tiered reengagement strategies for all pupils who are absent from distance learning for more than three schooldays or 60 percent of the instructional days in a school week. These procedures shall include, but are not limited, to verification of current contact information for each enrolled pupil, daily notification to parents or guardians of absences, a plan for outreach from the school to determine pupil needs including connection line with health and social services as necessary and, when feasible, line transitioning the pupil to full-time in-person instruction." 4359
SAN DIEGO (KGTV) -- At least five food handlers have tested positive for COVID-19 -- four restaurant employees and one grocery store employee, according to San Diego County health officials.County Supervisor Nathan Fletcher said Sunday that the grocery store alerted county officials and followed sanitation protocols before reopening the store.Fletcher also stressed that there is no evidence of COVID-19 association with food, citing the U.S. Centers for Disease Control and Prevention guidelines.MORE: SAN DIEGO COUNTY COVID-19 TRACKER"If you have a sick worker, they must stay home," Fletcher said.
