BEIJING, May 8 (Xinhua) -- To achieve equitable development globally, China adheres to a principle of "common but differentiated responsibility" on climate change, a senior official said here Saturday.Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), made the remarks at the International Cooperative Conference on Green Economy and Climate Change.Xie's comments came a day after Chinese Premier Wen Jiabao said that according to the principle of "common but differentiated responsibility," the international community should further clarify the mandatory reduction targets for developed countries and mitigation actions for developing nations."Developed countries discharged a great amount of greenhouse gases during their industrialization in the previous two centuries. It is unfair to limit their development," Xie added.Xie said developed countries should transfer environmentally friendly technologies to developing nations and increase their aid to poor nations.Although a challenging task, China was likely to lower its energy consumption per unit of gross domestic product (GDP) by 20 percent at the end of this year compared with the 2005 level, he said.China would work to play a constructive role to promote a successful Cancun conference and further enhance dialogue and cooperation with the international community in terms of tackling climate change and promoting sustainable development of the world, he said.Five months after the Copenhagen talks and seven months before the Cancun conference, Saturday's conference was recognized as a platform to promote the materialization of pledges in the Copenhagen accord and urge for a fruitful Cancun conference.With a theme of "Low carbon, New energy and Sustainable development," the conference was organized by the China Center for International Economic Exchanges. The conference has invited top leaders, environment officials and entrepreneurs from both China and countries including Brazil, India, Mexico and South Africa.

BEIJING, May 27 (Xinhua) -- Two spokespersons have been named for China's Information Office of the State Council, or Cabinet, and the International Communication Office of the Communist Party of China (CPC) Central Committee.The two spokespersons are Guo Weimin, director of the press bureau under the two offices, and Li Wufeng, director of the offices' Internet affairs bureau, according to a press release on the office's official website.In December last year, Wang Chen, director of the State Council Information Office, said the establishment of a spokesperson system for the CPC committees would be a major task for 2010.The system would be promoted in departments of the CPC Central Committee and provincial-level committees to enable them to release information on Party-related affairs by holding press conferences and providing interview opportunities, he said.

URUMQI, May 29 (Xinhua) -- China would spend 120 to 150 billion yuan (17.6 to 22 billion U.S. dollars) on transport infrastructure in its far-western Xinjiang Uygur Autonomous Region over the next five years, the regional government said Saturday.The money will be used to build new roads and renovate old ones to support Xinjiang's "leapfrog development" promised by the central government earlier this month, according to a statement issued after a conference of the Ministry of Transport and Xinjiang's regional government.The paved roads to be built or renovated will reach 75,000 to 80,000 kilometers in the region where there were just 15,000 kilometers of paved roads in place by the end of last year, said Song Airong, a regional Party official.Xinjiang's current 838 kilometers of highways will also be extended to 4,000 kilometers over the next five years, he said.The central government unveiled a policy package last Thursday to support the development of Xinjiang Uygur Autonomous Region, setting a goal that the region should undergo a spurt in development so that by 2015 its per capita gross domestic product could reach the national average.Under the package, fixed asset investment in Xinjiang in the next five years will be more than double the amount in the current five-year plan that ends this year.

And we never received a report of a school attack," said a spokesman with the Beijing Municipal Public Security Bureau Thursday afternoon.The police have launched an investigation into the source of the rumor, said the spokesman.The rumor came after a series of recent school attacks in China's Fujian, Guangdong, Jiangsu and Shandong provinces.

GUANGZHOU, May 27 (Xinhua) -- Thirteen fishermen were confirmed missing Thursday after a fishing boat on the sea near Shantou City of south China's Guangdong Province went missing, a spokesman of the Nanhai Rescue Bureau under the Ministry of Transport said.The spokesman said the boat "Yueyangxi96160" along with several other boats, were being used for fishing on Wednesday afternoon, but was discovered missing when the others returned to port.The bureau sent a search team out at about 4:15 p.m. Thursday after it received an emergency call from the other boats, the spokesman said.The rescue work is ongoing.
