SAN DIEGO (KGTV) - A San Diego pastor is reflecting Wednesday on his special personal connection with Reverend Billy Graham, who passed away at his home in North Carolina from natural causes at the age of 99.Early in his career in 1949, Graham delivered a sermon at the Forest Home Christian Camp in the San Bernardino Mountains.  Bob Botsford's father ran the camp. Nearly two decades later during one of Graham's return visits to the camp - an excited, 5-year-old Bob interrupted his sermon."I remember yelling out 'Hi Billy!' And he yelled back, 'Hi Bobby,'" said Botsford.By then, Graham had become a family friend."I recall bigger-than-life charisma.  He was the most gentle soul and most humble man I've ever met in my life.  He was bold yet caring," said Botsford.Botsford says Graham inspired him to become a pastor at age 24."His invitation was for a personal relationship with Jesus Christ and that's what I longed for," said Botsford.Later, it was Botsford who flew to a revival in Kentucky to personally invite Graham to return to San Diego. His last revival was in San Diego almost 30 years before. "He said, 'Let's see if we can make that happen," said Botsford.It did.  In May 2003, a record-breaking crowd packed Qualcomm Stadium to hear him speak."It was electric and just filled with hope," said Botsford.After the event, there was a surprise in the mail.  Botsford received a bible from Graham in the mail, which included a message: "Bob Botsford. God Bless You and Keep You.  Amen.  Billy Graham.""Definitely one of my most treasured possessions," said Botsford.A decade and a half later, he must say goodbye to his friend."I'm sad for the world because we lost the greatest communicator of the gospel, but I'm happy for heaven because Billy is finally home," said Botsford.Botsford is also remembering a legacy.  At Qualcomm Stadium that day, his own son met Graham."I saw my son's eyes light up," said Botsford.The meeting inspired his son, who is now a youth pastor at Botsford's church, Horizon Christian Fellowship in Rancho Santa Fe."Third generation. SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. Cate said he would prefer to address homelessness with a system of incentives rather than mandates and punishments, but said he was reserving judgment on the plan until more details are released.The Council of Regional Homeless Advisors wants to put the issue before voters on the November ballot. SAN DIEGO (KGTV) – An emotional sentencing hearing was held downtown Tuesday for a driver behind a fatal Chollas View crash last March.In March, 36-year-old Jacqueline Castillo reportedly had drugs in her system when blew through an intersection in Chollas View, slamming her car into another car, killing 62-year-old Brenda Lee.“I want to put a face to that name. Brenda Doreen Lee was my sister,” said Lee’s brother, Ronnie Lee, as he held her framed photo up for the courtroom and Castillo to see. “You made choices to get loaded. You made choices to drive on a suspended licensed. You made a choice to drive erratically."The crash happened in the early afternoon by an elementary school. Castillo later pleaded guilty to vehicular manslaughter. “The horrifying images I saw will never be removed from my mind,” said Lee’s son, Myrell Johns. He fought off tears as he described how his family’s life has been destroyed. “I often think about my mother's terrifying thoughts that may have occurred moments before and after the impact of this person's vehicle plowing through my mother's driver side door." Judge Laura Halgren sentenced Castillo to six years in prison. “We're all human but I believe that every mistake doesn't deserve forgiveness,” Johns told the courtroom. 1284

SAN DIEGO (KGTV) - An Ocean Beach man says he was home when two burglars in a white Mercedes-Benz were raiding his garage and stealing his vehicle.      Along Lotus Street last week around 1:30 in the afternoon, Evan Montoya was in his upstairs bedroom and never heard a thing.  But when he later went down to the garage, he noticed some things were out of place and his car keys were gone.  Outside, the car belonging to Montoya - an Uber and Lyft driver - was nowhere to be found."My heart sank into the pit of my stomach.  That's my livelihood.  They took my entire world when they took my car," said Montoya.But that was hardly the entire loss.  Montoya believes the intruders slipped under the garage door - left open because the garage gets hot - before grabbing anything electric."Basically they went on a shopping spree through our garage and took whatever they wanted," said Montoya.  After the break-in, a neighbor handed him surveillance video showing a white Mercedes sedan stopping in the alley in front of the garage.  In the video, a man and a woman are seen going back and forth to their garage, before they finally drive off."Makes you feel unsafe in your home, which is the one place you're supposed to feel safe," said Montoya.Montoya's car was found abandoned a few days later.  Meanwhile, the video has been shared by neighbors across social media.  Some seven other neighbors have reported similar, recent break-ins. "People going through alleys stealing from houses," said Montoya.If you have any information on the cases, call Crimestoppers at 888-580-8477. 1659
