URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Zhang Hong said on Friday the situation was basically under control in the city.     SYRINGE ATTACKS     Fresh protests broke out this week after hundreds of Urumqi residents reported that they were stabbed by syringes. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said. 

ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Attendees take part in the International Monetary and Financial Committee (IMFC) meeting at the Istanbul Congress Center October 4, 2009. The IMFC has 24 members who advise and report to the IMF Board of Governors. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7.    He said China supports an increase of IMF structural resources in various ways.     But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries.     China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added.     Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way.     He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures.     Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.

BEIJING, Aug. 20 (Xinhua) -- Serbian President Boris Tadic on Thursday pledged to promote economic and trade ties with China, welcoming Chinese investment.     Serbia wanted to maintain high-level political ties with China and enhance economic exchanges and cooperation, said Tadic at a business forum held by the China Council for the Promotion of International Trade (CCPIT). It is the first official visit by a Serbian head of state since Serbia became an independent state in 2006.
