SAN DIEGO (KGTV) - More low-income seniors are taking back their independence with help from the St. Paul's PACE program.PACE helps seniors live independently at home by providing social services, in-home care, transportation, personalized medical services, and senior activities.Norma Griego is a PACE Certified Nursing Assistant and visits about six seniors a day. She checks on their well-being, does light housekeeping, and spends time socializing with the seniors. "Socialization is so important. There are times that they don't get out to see a lot of people and just listening to their stories is wonderful and then getting to know them and build relationships with them, it's amazing, it's just wonderful," said Griego.Iva Records is a PACE participant and is turning 102-years-old this Halloween. "Well I just like it here; I like my independence, I like to get up when I want to, I want my breakfast when I want it," Records.Because Records has trouble seeing, she relies on PACE to continue living independently at home. "They always are there for you," said Records. The interdisciplinary team includes a registered nurse, recreation therapist, dietitian, occupational therapist, PACE center manager, home care coordinator, personal care attendant, transportation specialist, primary care provider, social worker, and physical therapist.To be eligible for St. Paul's PACE, seniors must be:Over 55 years of ageLive in San Diego CountyBe able to live in their homes independently (with PACE help)Have skilled medical needsPACE is free to anyone on Medi-Cal with no share of cost; medications are also free. SAN DIEGO (KGTV) - Parents who want options for their child’s education can explore the possibilities this fall through the San Diego Unified School District’s School Choice program. School Choice gives students the chance to enroll in magnet programs or schools outside their neighborhood boundaries. Parents are responsible for transportation if their children attend a school through School Choice outside their community. Parents can apply for the program online or in person. In addition to specialty programs available to students through the choice application window, San Diego Unified also has free and fee-based, full and half-day enrollment seats available in the district’s Pre-K and Headstart programs. SDUSD’s Parent Welcome Center offers help for families with preschool through high school enrollment options. It provides parents with free one-on-one enrollment assistance year-round and is located at San Diego Unified District headquarters. The center is open to families by appointment or on a walk-in basis. The enrollment window opened October 7 and closes November 20. Each year, more than 10,000 area students apply for the choice program to attend one of the more than 180 schools in San Diego Unified. Last year, approximately 75 percent of all students were seated at one of their three choices of schools. SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." "If he gets away with it, he's going to continue doing it and we don't want anybody else to have to go through what we've gone through," Sharon Taylor said. 3085

  

SAN DIEGO (KGTV) - Parents rallied at Poway Unified District Headquarters during their monthly board meeting, asking them to pause on proposed plans to bring a Costco to land zoned to build a school.The vacant lot is at the corner of Camino Del Sur and Carmel Valley Road and was labeled a surplus by the Poway Unified School District.That means they don't need it and believe they have enough schools in the area.Parent Gianni Nguyen said that's not true, "in our particular area the schools are impacted, so no."Nguyen said she doesn't mind the idea of creating mixed use retail, restaurants and a Costco, but she was angered by the process the board went through to get the deal."I felt like we were just robbed... We just want to be part of that process, bring us to the table, give us a voice, let us share with you what our opinions are," she said.The board voted unanimously at their September meeting to pursue a long term lease with Costco, that spans decades. Nguyen said the community was blindsided."I have four kids in the public school district, four young kids, my oldest is only 12, so I am very passionate about this," she said looking away.She hopes the rally makes the board pause and reconsider moving forward on this deal.Nguyen added, "we're going to unite and say we do have a voice and there should be a choice and you guys should be in there to represent us and if you're not representing us, who are you representing?"The deal was not on the agenda Thursday. 1493
