CHENGDU, Jan. 30 (Xinhua) -- Over the crowds of holiday shoppers in China's big stores this Spring Festival lingers an atmosphere of suspicion.With charges of price deception hanging over the big chains of Carrefour and Wal-Mart and local authorities moving to levy fines, many Chinese -- normally averse to be pinching pennies during the Lunar New Year -- are checking their receipts at the tills.The New Year, which falls on Feb. 3 this year, is normally a time of largesse and excess -- all the more reason why many shoppers feel so betrayed.Customers can be seen recording label prices in notebooks or calculating their final bill on their mobile phones as they walk the aisles.At outlets of Carrefour and Wal-Mart in cities such as Beijing, Shanghai and Chengdu, the check out queues have grown as customers doublecheck prices at the tills."I would never have imagined global firms would do this intentionally and I have to be cautious," said a woman surnamed Wang, after shopping at a foreign-owned supermarket in Chengdu, southwest China's Sichuan Province.With three bulging shopping bags, Wang stood next to the check out to calculate the final bill: "We buy a lot for the New Year celebrations, so I have to be more careful."The official weeklong Spring Festival holiday, which starts Wednesday, is China's closest equivalent to the West's Christmas shopping season, with generous gifts of food, tobacco, liquor and other presents for family and friends.According to the Ministry of Commerce, China's retail sales hit 340 billion yuan (49.8 billion U.S. dollars) during the Spring Festival holiday week last year."The deceptive pricing practices of the two foreign-funded supermarket giants were a total scandal," said Wang. "I have to be careful with the prices and the labels.""Cheating by the supermarkets is the same as stealing. I might have suffered losses as I don't normally check receipts," said a Chengdu man surnamed Li.Wal-Mart (China) Investment Co., Ltd. offered a "sincere apology" to affected customers on Thursday. The company has been cooperating with investigations into the cheating. It has also launched inspections of stores nationwide.Chen Bo, spokesperson for Carrefour China, said Sunday that Carrefour sincerely apologized to Chinese customers for inconvenience and losses caused by pricing irregularities.Carrefour would refund customers five times the difference between the price charged and that on the label. The refund policy would be implemented at Carrefour's 182 outlets in China.The issue is continuing to smoulder on the Internet, with websites asking people to write in with "your experiences of price cheating by the Carrefour."A survey by Sohu, one of China's major web portals, had resulted late Sunday in 8,451 of 9,507 respondents saying they "would not go to Carrefour as it is blacklisted for price cheating.""Carrefour will further strengthen price label management and improve service quality to gain the support and confidence of Chinese customers," said Chen Bo.Carrefour had drawn up short and long-term measures to solve the price label issue, including price inspections, improving and upgrading the price label system, and comprehensive staff training."We will have our special control group conduct frequent and wide-ranging internal price inspections," Chen said.The National Development and Reform Commission (NDRC), China's top economic planner and price regulator, said Wednesday that some Carrefour and Wal-Mart stores in China were involved in deceptive pricing practices.The NDRC ordered local pricing authorities to urge stores to correct their wrongdoing, and pay fines five times the illegal income. It also urged authorities to step up price checks ahead of the Spring Festival.

BEIJING, May 14 (Xinhua) -- The uranium subsidiary of China Guangdong Nuclear Power Group (CGNPG) has said it is developing two large mines in the mainland.The two mines will be located in south China's Guangdong province and northwest China's Xinjiang Uygur Autonomous Region, according to Saturday's China Daily.The move is likely to add as much as 1,000 tonnes to the country's annual production capacity of the nuclear fuel."The two mines are expected to start operation in 2013, each with an annual production capacity of no more than 500 tonnes," the newspaper quoted Zhou Zhenxing, chairman of CGNPG Uranium Resources Co (CGNPG-URC) as saying.

KAMPALA, May 14 (Xinhua) -- The deadly Ebola hemorrhagic fever has broken out in Uganda, killing one person and leaving over 30 others being monitored by health officials, ministry of health announced here on Saturday.The epicenter of the outbreak is in the central Ugandan district of Luwero located about 50 km north of the capital Kampala.According to Anthony Mbonye, head of the community health department at the ministry of health, a 12 year old girl in Zirombwe Sub-county developed symptoms of Ebola and when she was admitted at a military hospital in the district, laboratory test confirmed that it was Ebola.The Ebola virus is highly contagious and causes a range of symptoms including fever, vomiting, diarrhea, generalized pain or malaise and in many cases internal and external bleeding.The girl died on May 6 and about 30 people who she got contact with are being asked to not get into contact with the public as health officials monitor them for about 21 days.The 30 people have not yet developed the symptoms but if they do, they will be isolated from the public.Mbonye said that preliminary investigations have showed that this Ebola virus is similar to the one that broke out in Sudan, thus named Sudan Ebola.The epicenter of the outbreak is also located along the high way to southern Sudan.This viral subtype has a human case fatality rate of 60 percent meaning that it will kill 60 percent of the infected people.The other subtype is the Congo Ebola which also attacked Uganda in 2007. This one has a human case fatality rate of over 80 percent.The 2007 outbreak which occurred in the western district of Bundibugyo bordering eastern Democratic Republic of Congo claimed 37 lives out of the 148 infected.Mbonye said that there also ongoing investigations to find out whether the index case got into contact with moneys or bats, the known reservoirs of the Ebola virus.Following the outbreak, government has reactivated the National Ebola Task Force (NETF) to coordinate the fight against the disease at the national level.District task forces are also in the process of being formed according to Mbonye, who is the chairperson of the NETF.

WASHINGTON, May 25 (Xinhua) -- Two U.S. astronauts conducted the third of four scheduled spacewalks for space shuttle Endeavour 's STS-134 mission on Wednesday morning, the U.S. National Aeronautics and Space Administration (NASA) announced.Endeavour's mission specialists Drew Feustel and Mike Fincke completed a six-hour-54-minute spacewalk at 8:37 a.m. EDT (1437 GMT). They completed all planned tasks, installing cables to increase redundancy for the power system on the Russian segment of the station, completing the external wireless antenna system work Feustel and Greg Chamitoff began during the first spacewalk, and installing a power and data grapple fixture to Zarya. The fixture will allow the station's robotic arm to "walk" to the Russian segment, extending its reach by using that grapple fixture as a base.It was the 247th spacewalk conducted by U.S. astronauts, and the 158th in support of space station assembly and maintenance, totaling 995 hours and 13 minutes. If everything goes as planned, the 1,000th hour of space station assembly and maintenance will be logged on Friday.Endeavour lifted off on May 16 from the Kennedy Space Center in Florida, to deliver to the International Space Station a 2-billion- dollar, multinational particle detector known as the Alpha Magnetic Spectrometer (AMS).AMS, a particle physics detector, is designed to search for various types of unusual matter by measuring cosmic rays. Its experiments are designed to help researchers study the formation of the universe and search for evidence of dark matter, strange matter and antimatter.NASA's 30-year-old shuttle program is ending due to high operating costs. The Obama administration wants to spur private companies to get into the space taxi business, freeing NASA to focus on deep space exploration and new technology development.There were initially five space shuttles in the fleet -- Challenger exploded shortly after liftoff in 1986 and Columbia disintegrated on its way back to Earth in 2003. Discovery retired earlier this year, while Endeavour is currently on its final mission. A last mission for Atlantis is scheduled for July, though funding for Atlantis remains in question.The sixth shuttle, Enterprise, did test flights in the atmosphere but was never flown into space. ROME, May 26 (Xinhua) -- African swine fever, a viral disease deadly to pigs but harmless to human beings, is spreading beyond Russia and the Caucasus region into Europe, the United Nations' food agency said Thursday."African swine fever is fast becoming a global issue," said Juan Lubroth, chief veterinary officer for the Food and Agriculture Organization."It now poses an immediate threat to Europe and beyond. Countries need to be on the alert and to strengthen their preparedness and contingency plans," he said.The disease, for which there is currently no vaccine, was introduced into Georgia from southern Africa late in 2006. It entered through the Black Sea port of Poti, where garbage from a ship was taken to a dump where pigs came to feed, the FAO said.Strategies to tackle African swine fever include quarantine, on-farm security and other measures aimed at minimizing the risk of introduction and establishing of the disease.
