Another person has died from an outbreak of Legionnaires' disease in North Carolina, bringing the death toll to four. None of the victims have been identified by authorities and health officials have not discussed the circumstances of their deaths. There have been 141 confirmed cases of Legionnaires' disease, an airborne lung infection, or Pontiac Fever, a milder form of the disease since last month. Health officials said nearly all of those infected were attending the NC Mountain State Fair in Fletcher between September 6 and 15.The outbreak has been linked to a hot tubs display in one events center and officials said it took place during the last five days of the fair, a preliminary report shows. In addition to the four deaths, 94 people were hospitalized. There were no other significant sources of aerosolized water -- small droplets of water or mist that can be inhaled -- at the event center, and no other ongoing potential sources of exposure identified, the health department has said.Legionnaires' disease is a lung infection contracted when people breathe in the Legionella bacteria through a mist or by accidentally getting water into their lungs that contains the bacteria. The disease is serious but can be treated with antibiotics, the department said. About 1 in 10 people who get sick from Legionnaires' disease die, a recent government report found.Legionella bacteria are found naturally in the environment but can become a health concern when they "spread in human-made water systems like hot water tanks, cooling towers of air conditioning systems, decorative fountains and hot tubs or spas that are not properly maintained," the North Carolina health department said. 1708

Brazil has escalated its war of words with global powers over the Amazon fires, announcing it would reject million in foreign aid before the country's president appeared to contradict his own representatives and leave the door open to accepting the funds. The special communications office for President Jair Bolsonaro told CNN on Tuesday morning that Brazil would turn down the money that was pledged at the G7 summit in France the day before. But around an hour after his communications office confirmed that Brazil would reject the funding, Bolsonaro appeared to cast doubt on the matter. "Did I say that? Did I? Did Jair Bolsonaro speak?" he asked reporters outside the presidential residence. The Brazilian president added that he would only respond to the offer once French President Emmanuel Macron withdrew his insults against him. Macron had accused Bolsonaro of "lying" to him about climate commitments during trade negotiations. The Amazon blazes have caused a public spat between Bolsonaro and Macron, who has been vocal about the need for an international response to the fires.Macron spearheaded the effort and announced the aid package at the G7 summit he hosted in Biarritz.Bolsonaro's chief of staff waded into the dispute between the two leaders on Monday evening, suggesting that the money should instead be used "to reforest Europe.""Macron is unable to avoid a preventable fire in a church that is at a World Heritage Site and he wants to show us what is for our country? He has a lot to look after at home and the French colonies," Onyx Lorenzoni was quoted as saying by G1 Globo late Monday night. He was referring to the Notre Dame Cathedral fire in April.Later on Tuesday, during a meeting with governors of states affected by the fires, Bolsonaro struck a more conciliatory tone, announcing that no one in his administration was opposed to negotiating with France."We even thank the G7 for its work," he said. However, he added that Macron "should think two, three times before he attempts to get out of the complicated situation he is in, with huge disapproval within his own country, by messing with us."For days, Bolsonaro had been saying the idea of creating an international alliance to save the Amazon would be treating Brazil like "a colony or no man's land," calling it an attack on the country's sovereignty.International helpSpeaking alongside Macron at the G7 on Monday, Chile's President Sebastián Pi?era announced a new two-step process for fighting the Amazon blazes. He said the first step was to cover the emergency and collaborate with Amazonian countries in fighting the fires. The next phase would be focused on protecting the forest's biodiversity then working on reforestation. Pi?era said this would be agreed at the United Nations General Assembly in New York in September."The second step would be possible because of the collaboration between the Amazonian countries and the G7 countries," Pi?era said, adding this would be done while "of course always respecting their sovereignty."The conflict between Macron and Bolsonaro got personal when a user post on the Brazilian president's Facebook page compared the appearance of his wife with that of the French first lady, implying that Macron was jealous. Bolsonaro's official account then commented: "Don't humiliate the guy ... haha."Macron described the remark as "extremely disrespectful."Bolsonaro's government had found itself under increasing international pressure over its environmental policies even before the major fires broke out earlier this month.Germany and Norway both suspended their contributions to Brazil's Amazon Fund earlier in August. Over the past decade, Norway has donated .2 billion to the conservation fund, which is managed by the Brazilian Development Bank. Germany has contributed million. The German Environment ministry said earlier this month it was suspending the program, and its planned donation of up to million euros ( million), because of doubts over Brazil's efforts to reduce deforestation.A few days after that, Norway announced it suspended donations because the Brazilian government dissolved the fund's steering and technical committees. While some world leaders have criticized the Brazilian president for his handling of the fires, he received praise from US President Donald Trump, who tweeted Tuesday that Bolsonaro was doing a "great job" that was "not easy.""He and his country have the full and complete support of the USA!" Trump tweeted.Bolsonaro said the tweet pleased him "a lot". "We know that President Donald Trump from whom I have profound appreciation, he has his communication via social media and he just tweeted this, and this is something that pleases me a lot," he said. 4758

As marijuana has gone mainstream, vapes — a marijuana version of an e-cigarette, filled with potent cannabis oil — are a popular option for those who don't want the traditional smoke. In addition to quickly delivering a high, they're helped by a perception they're healthier than smoking, like unproven claims that vaping nicotine from e-cigarettes is a safe alternative to smoking cigarettes. In California's legal market, the world's largest, the state requires cannabis oil to be tested before being placed on the shelf for sale. For example, safety checks are made for the presence of 66 pesticides, mercury, lead and other heavy metals and 21 solvents that could be used in the extraction process, when oil is pulled from cannabis. But it can be hard for consumers to tell whether a product they're buying is made by a legitimate company. Some legitimate and regulated vaping companies, like Kingpen, say counterfeiters are copying their packaging and selling unregulated products as their own.The phony packaging is convincing to the untrained eye, some even carrying bogus labels that appear to carry state-required test results. Most consumers probably wouldn't know the difference — until they smoke it. The taste could be different from the authentic product, or the THC content significantly lower. To add to the confusion, consumers can have trouble distinguishing legal dispensaries from unlicensed shops, which in Los Angeles sometimes operate in the same neighborhoods and appear indistinguishable. With counterfeits leaching into California's illegal vape market, the threat for licensed companies is not just millions in lost revenue. They worry their highly-valued brands could be forever tainted if people get a mouthful of foul-tasting vapor, or even become sick, from a bogus product carrying their name.To fight off rampant counterfeiting, the parent company of Kingpen is preparing to shelve millions of dollars in packaging and hardware, then spend millions more launching a redesigned product. 2025

Buying a home has been part of the American dream for as long as we can remember, but as home prices rise and competition grows, that dream can be difficult to make a reality. However, things might be changing as new homes are being built specifically for renters, like Carole Goemans. Goemans made the decision to move back to Colorado from San Antonio to be close to family. “We lived there for 14 years and then my husband passed 2 and a half years ago and we have to make decisions,” said Goemans. “Colorado has changed a lot. I’ve lived here for many, many years, since I was 5 years old and I taught for 38 years. At that time, homes were a lot cheaper.”Enter Avilla Homes, a community full of homes built for renters, not for home buyers. "These are renters by choice," said Reed Ruck with Avilla. Ruck says folks like Goemans have all of the benefits of owning a house without the mortgage."Helping individuals find obtainable housing and not as expensive as a mortgage, but still provides a single family feel and living space," said Ruck. The struggle to afford a home is growing in America, especially in a fast growing state like Colorado where the average rent is ,300 a month, according to SmartAsset. When it comes to the monthly rent for Avilla Homes, Ruck says you can expect to pay slightly less or comparable to a mortgage in the same area.In Colorado, the average home costs 6,000, making a mortgage around ,500 a month, SmartAsset says. For someone like Goemans, who isn't in the market to buy a home, communities like Avilla provide the chance to live the American dream.“It’s luxury without a lot of bucks and that’s hard to find,” said Goemans. “As long as I can stay vertical and keep smiling, this is it.”Ruck says these communities are a growing trend across the country and there's another one in Phoenix. 1849
