OCEAN BEACH, Calif. (KGTV) — Every summer, a unique, orange ball can be seen bobbing on the ocean's horizon just off the shore of Ocean Beach.The "David Buoy" was placed off Ocean Beach pier last week, heralding in a summer tradition for the beach town.The buoy is one of several deployed by San Diego lifeguards between North Pacific Beach and Ocean Beach every year for lifeguards to utilize as a workout destination. Rick Strobel and James Murphy, a junior lifeguard program director, helped to standardize the use of buoys every summer for workout programs. In Ocean Beach, a group of Obecians asked Strobel about the buoy and started to swim out to it themselves, Strobel told 10News."It became a topic of discussion, 'did you swim the buoy today,'" Strobel said. "They were also big David Bowie fans and the named it 'David Buoy.'"Strobel says the following year, the group gave him a David Bowie sticker and asked him to place it on the buoy before it was set. "They signed the buoy, put messages of support for the lifeguards and stickers on it. It was great."Last summer, Strobel says the buoy was stolen from storage. But it didn't stop the buoy fans. Mostly lifeguards and junior lifeguards but swim teams water polo teams and triathletes as well," Strobel said. "'David Buoy' has been embraced by the OB community and we as lifeguards really appreciate the support."Strobel says swimmers should always check with a lifeguard before swimming out to any buoys and swim when lifeguards are on duty. OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. Nostalgia lovers can kindly rewind to a time when Blockbuster Video reigned supreme.On Tuesday, the once defunct Blockbuster Video Twitter account came out of a six-year hibernation to announce that the last remaining Blockbuster in Oregon can be rented through Airbnb. The store will be split into three units, with each one selling for per night, but the catch is it’s only open to residents of Deschutes County, Oregon, where the final Blockbuster Video remains.Blockbuster will provide snacks, soft drinks and pizza with the units. The units will also have access to a huge collection of Blockbuster’s stock.The units are available for up to four people, but can only be rented for one night per family.Following three nights of stays, the Oregon Blockbuster will allow visitors to see the units during regular business hours for a limited time.The Bend, Oregon, Blockbuster became the final location open of the mega video rental chain in 2018 after a pair of Alaska locations closed. Officers in Columbus, Ohio are crediting a good Samaritan for tripping a suspect who was reaching into his waistband while being chased by officers. The police department released video from the April 3 incident on Thursday. Cameras captured the man, who Columbus Police are calling "Bill," casually sticking out his leg outside of a public library as the suspect ran behind him. The suspect then went flying into the sidewalk, giving officers an opportunity to arrest the unidentified suspect. Police said that they recovered a Glock 9 MM pistol with a high capacity extended clip containing 29 rounds near the suspect. Columbus Police added that citizen likely saved the suspect's life as officers might have shot the suspect for pulling out the gun. In the video released by Columbus Police, Bill said that he could see the suspect was holding something from his waistband."I heard him hit and the gun went sliding out," Bill said. "He went one way and the gun went another.""Thank you 'Bill' for sticking your leg out for us," Columbus Police said on the department's Facebook page.Columbus Police did not say what the 18-year-old suspect was wanted for.  1217
