CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

(KGTV) — Police are searching for the person who shot several kids with a BB gun recently.Thursday just before 4 p.m., three children were walking home from school when they say they were shot with a BB gun by someone driving past them near Montevalle Park on Duncan Ranch Rd. The children didn't need medical attention, but they did have visible injuries, Chula Vista Police said.Two of the girls told 10News reporter Laura Acevedo that a white SUV pulled up next to them before they were shot."The windows went down, and they yelled cuss words at us, and then they just pulled out the BB gun and they shot us," Bella Budd told 10News."If they had hit us in the eye or anywhere else more dangerous, we could've been rushed to the ER or seriously hurt," Brianna Field added.Since that report, CVPD said two other people have also reported being shot with BB gun by an unknown suspect.A description of a vehicle or suspect wasn't immediately available.CVPD is investigating and says anyone with information is asked to call 619-691-5151. 1064

CHULA VISTA, Calif. (KGTV) -- In cities all over the country, drag queens are reading to kids and soon they'll be holding story time at the Otay Ranch library in Chula Vista. "I thought it was like one of the best things ever I wish I had a drag queen story time when I was younger," said "Strawberry Corncakes", a local artist who isn't taking part in the upcoming event, but understands very well why performers like her are striking a chord with families and kids across the country. "We're characters, we're cartoon characters brought to life. Who walks around with green eyes and green lips?" Along with the popularity though has come controversy. Pastor Amado Huizar is a father of four and says he's heard the events aren't just about reading books. "Teaching more about drag queens and what that's about which tends to lead to adult entertainment and that's where I think it's inappropriate as a dad as a husband."But the performers themselves say that's just not true. "There's no hidden agenda, we're not teaching them how to be drag queens we're not teaching them how to do anything except love themselves and read," said Corncakes. Huizar is trying to get the city leaders to talk to him and others and postpone the event in the meantime. And while opponents admit the event is optional, they have an issue with it being held at a public library. "I don't have to go but that doesn't mean I have to keep away from it either," said Huizar. CHULA VISTA (KGTV) -- A brand new health clinic for military veterans opened its doors in the South Bay Friday.The new Veterans Affairs San Diego Healthcare System (VASDHS) facility is located at 353 H Street, Chula Vista.The new VASDHS facility will replace the current clinic at 865 3rd Avenue, which opened in December 2015. It's three times the size of the facility it's replacing and will serve up to 25,000 veterans.The million clinic has 28 exam rooms,12 consultation rooms, and optometry and women's health and mental health services. In addition, the clinic will expand the capacity for appointments.Many veterans had to drive to La Jolla or Mission Valley for these services.Due to the coronavirus pandemic, the new VASDHS clinic is built with physical precautions like plexiglass separating the patients and staff at the front desk.According to the Veterans Affairs website, 529 veterans have been diagnosed with COVID-19 in San Diego County and have been treated within the health system. 1012

CHULA VISTA, Calif. (KGTV) -- A family in Chula Vista is beefing up security and warning their neighbors after surveillance cameras caught someone breaking in. Video shows a burglar smashing through a door in the house and ransacking the place before the family returned home with their young son with special needs. “It’s almost like TSA after 911. You just gotta not stop living your life; you got to fortify yourself and live your life a little differently right now,” said Dean Riggott.It’s the life Riggott, his wife, and their 9-year-old son say they’re living after surveillance footage from their kitchen captured the incident. “It’s a complete violation, like, right now I’m sleeping downstairs to be the first line of defense.”Riggott is defending his family against a burglar who smashed through a glass door and made his way inside. The family wasn’t home at the time. Their son was the first to notice the home had been burglarized.“He said, 'Dad, there is something wrong with the door, and there’s stuff all over the ground',” said Riggott.The 9-year-old couldn’t see what was wrong with the door because he is mostly blind. He also has autism. “Told my son immediately to get out, grabbed a knife and my club.”Police came minutes after being called but the burglar was long gone. The family was uneasy after seeing iPads, video game systems, and other expensive items untouched. “He’s talking to somebody the whole time on a Bluetooth, and I think that’s a key point.”Other than destroying things, the thief seemed to only target vintage, high-end purses, taking about ,000 worth. “He came in with socks on, he’s in the system; he must be in the system if he’s worried about his fingerprints.”Riggott says he hopes someone will recognize the man's face.
