SAN DIEGO (KGTV) A local conservation group came dangerously close to running into the armed kidnappers who snatched a California tourist and her guide while on safari in Uganda. Kim Endicott and her driver were abducted at gunpoint from the Queen Elizabeth National Park across the border from Congo on April 2.They were released over the weekend. Details of the negotiated release have not been made public. Bill Toone is the director and founder of Ecolife Conservation in Escondido. He and several other members were leaving the park just as Endicott's group was arriving. Their guides stopped to talk. Endicott's group left and returned to their lodge. They returned to the park roughly four hours later. That's when they were ambushed. "I'm a little surprised that it ended as positively as it did. It could have obviously been really awful, and I kind of thought it might be, so it's thrilling that she's out of there," said Toone. Among other things, Ecolife Conservation provides safe, fuel efficient stoves for homes in remote areas of the world. The group has been working in Uganda for seven years. Toone said he's never felt unsafe. He was shocked to learn of the kidnappings."First of all, it's low season there and so there are very few tourists around anyway, so I guess that is why we became a target, it made it a little simpler, or she became a target," said Toone. Toone said in the days that followed the kidnapping; his group was required to have armed guards. He says the Ugandan government has been misleading on this issue."They say it's required to have armed guards when you go in the park. We've been going to the park for seven years. Every entrance to the park is through a gate where there are wildlife officials who check your vehicle in, they know who is in the vehicles, they check the licenses of the guides, never in all the years that we've gone there has anyone even suggested that you bring an armed guard. They've been saying she should have had a guard, that is not our experience at all," said Toone. Toone hopes things return to normal soon."The repercussions could be enormous. Uganda depends very heavily on tourism dollars. That's their incentive to do the kind of conservation they do there for the wildlife," said Toone who reiterated that the kidnappings are an isolated event."We have to keep it in perspective that this was one person in a country that actually has a really wonderful record for safety. SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said.While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride.And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735

SAN DIEGO (KGTV) — Whether or not the Padres head to the World Series, Petco Park may still see playoff baseball this season.Under a plan by the MLB, a neutral-site playoff format with teams living in a "bubble" may be finalized next week, though it is awaiting approval by the Players Association, according to ESPN.The plan states that playoffs would start with the top four seeds in the AL and NL hosting all the games in a best-of-three wild-card series: the AL games between Sept. 29 and Oct. 1 and the NL games between Sept. 30 and Oct. 2.The highest AL seed would be the home team for the division series at Petco Park in San Diego, while the other series heads to Dodger Stadium in Los Angeles. The AL championship series would then be played at Petco Park.On the NL side, the top seed into the division series would play at Globe Life Field in Arlington, Texas, and the next-highest seed would play at Minute Maid Park in Houston. The NL championship series would be hosted in Arlington.The MLB's reported plan would begin the World Series on Oct. 20 at Arlington and end no later than Oct. 28.ESPN reports that the Players Association is considering concerns from players who have lived outside of the bubble format, similar to how the NBA has operated this season, with the ability to be around family and friends. Inside the proposed playoff plan, teams would operate in a bubble to prevent exposure between players, staff, and others. 1455
