SAN DIEGO (KGTV) - A free course is helping people with brain injuries rebuild their sense of self. Offered at San Diego Continuing Education (SDCE), the Acquired Brain Injury (ABI) class is a noncredit/non-fee course. It supports people recovering from ABIs like brain trauma, stroke/aneurysm, brain tumor, brain infection, and anoxia. SDCE's ABI curriculum equips students with the tools needed to achieve daily tasks and long-term goals to support their transition back into career and education. Classes emphasize rebuilding a sense of self through cognitive retraining, personal development, communication, academic skills, vocational exploration, coping strategies, creativity development, and advocacy awareness.For traumatic brain injury survivors like Marine Corps veteran Mario Sanders, the program has been lifechanging."No one is ever prepared for life with a brain injury, this program definitely gave me the strategies, the techniques; it made me able to cope with it, it made me able to live with it," said Sanders. The Camp Pendleton Marine was in a severe car accident in 2016. He was hospitalized for six months and had to re-learn how to walk again."One minute I'm being a Marine, the next I'm in the hospital confused and dazed, I couldn't walk, I had no idea what happened," said Sanders. Today he suffers from memory problems and weakness on his left side, but Sanders is far more accepting of his injury."Life with a brain injury is hard, but it's not impossible."Sanders is dually enrolled at San Diego Miramar College and will complete an Associate in Arts in Kinesiology for Transfer Degree. SAN DIEGO (CNS) - The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses in San Diego and 34 other California counties that are economically impacted by the coronavirus pandemic.Small businesses, private nonprofit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of COVID-19 since Jan. 31 may qualify for Economic Injury Disaster Loans of up to million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred, according to SBA Administrator Jovita Carranza."These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can't be paid because of the disaster's impact. SAN DIEGO (KGTV) — A jury has reached a verdict in the trial of a woman accused of drunkenly dragging her co-worker with her car before fatally running him over in Kearny Mesa.Latisha Ingram, 33, was convicted of second-degree murder, gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving in the death of 25- year-old Ha Minh Ta.Prosecutors say Ingram, Ta, and a group of co-workers went out for drinks on Convoy Street last June, when Ingram tried to driver herself home. Ta tried to stop her, eventually grabbing the door of her car. SAN DIEGO (KGTV) -- County leaders and the American Red Cross are being forced to change fire evacuation plans due to coronavirus.According to a news release, residents under evacuation will now be housed at hotels or motels, or multiple shelters with less than 50 people instead of traditional shelters.The Red Cross says it’s working with nearly 100 lodging businesses to make rooms available during a crisis.“We’re entering the riskiest part of the wildfire season while still being in the middle of an unprecedented health crisis,” said county Supervisor Dianne Jacob. “That is forcing us to rethink and retool our disaster-planning efforts.”The County Office of Emergency Management is also asking people to include face coverings and hand sanitizer in their evacuation kits.“As we head into our warmer months, we need all resources available,” said County Supervisor Jim Desmond. “The question isn’t if, but when. We know fires are a part of living in San Diego, but putting in the preparation ahead of time is the best tactic we can use.”The Red Cross also says packaged meals will be provided instead of the usual cafeteria-style dining in light of the virus.“Disasters require flexibility and planning for a number of variables – especially in the COVID-19 environment,” says Sean Mahoney, Regional CEO of the American Red Cross Southern California Region. “As wildfire season approaches, the goal of the Red Cross remains to provide comfort and support to anyone in need after a disaster, and we are prepared to do just that.” 1545

SAN DIEGO (KGTV) - A 46-year-old Oak Park man is being held without bail in San Diego's Central Jail after San Diego Police say he kidnapped a toddler and molested her.Francisco "Freddy" Diaz faces 8 felony counts, including burglary, kidnapping sexual assault and lewd and lascivious acts on a child under the age of 14. His alleged victim is just three years old.The girl's father, Silvester Soltero told 10News he was working on his car when, unbeknownst to him, the "strange" man who lived next door broke into a bedroom window, grabbing his sleeping daughter.Soltero said Diaz' mother brought his daughter home, but she didn't have her pants. “I grabbed my daughter and I was like, baby what happened?" Soltero said his daughter proceeded to tell him the man touched her private parts.  When the father asked who the man was. Soltero said his daughter pointed out Diaz."I lost it," said Soltero.When the father approached Diaz he became hostile.  “He started screaming if you snitch on me I'll kill you," recalled Soltero.The men fought.  Soltero showed a bruise where he said Diaz tried to poke him in the eye with a fork.Eventually, Diaz ran off, but San Diego Police caught him a short distance away.That's when Soltero said things got worse.  He soon learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Court records show Diaz was convicted in 2006 for molesting three girls on the playground adjacent to Oak Park Elementary School, which is right across from his mother's house.  He was sentenced to eight years in prison, in part because he already had a criminal history.  In 2000, Diaz was convicted of making a terrorist threat and assault with a deadly weapon.Court records show Diaz is schizophrenic and abuses drugs, specifically methamphetamines. A psychologist is quoted in court documents saying, "If he can remain in treatment, and avoid drug and alcohol abuse, he should not pose a danger to the community's children."12 years later, Diaz finds himself back under the legal microscope.Soltero wants to know why a registered sex offender could live right across from a school full of potential victims, and right next door to the home where Soltero's daughter and three other children live.San Diego Police say Diaz was in full compliance with the terms of Megan's Law.  He is required to check in with police every year and he does so, said Lt. Jason Weeden.  Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds.Silvester Soltero says if that's true, the law should be changed.  “If you’re a sex offender you shouldn’t be by a school, period," he said.Diaz will be arraigned before a judge Wednesday.  Soltero says he will be there to make sure justice is done. 3102
