SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841

SAN DIEGO (KGTV) — As Pfizer’s COVID-19 vaccine rolls out to healthcare workers, at least four have had severe allergic reactions after getting the shot.The cases include two healthcare workers in Alaska and two in the UK. In the UK cases, both individuals carried epipens.“So these were people with a history of severe allergies and not just severe allergies like you got hives, but they had allergies where they encounter certain things in the environment and their body shuts down,” said UC San Francisco infectious disease expert Dr. Peter Chin-Hong.All four have apparently recovered.At this point, doctors aren’t sure what caused the reactions. Generally speaking, allergies when your immune system overreacts to something harmless.Pfizer’s vaccine has 10 ingredients that fit into four categories.The active ingredient is mRNA. These are temporary genetic instructions for your cells to build a small, harmless fragment of the virus’ shell to train your immune system, similar to setting up a punching bag to train a boxer.Then there are fats to stabilize and transport the mRNA, salts to maintain the pH, and sugar to prevent the solution from degrading while freezing.All the ingredients are considered standard. Dr. Chin-Hong says he was struck by what’s not in the vaccine.“They didn't have egg products or any of those kinds of things that people might be allergic to,” he said. “They didn't have live virus, which might also elicit a response.”The only ingredient with a history of allergic reactions is polyethylene glycol, or PEG, one of the fats that acts as an oily bubble for the mRNA.PEG is also in Moderna’s vaccine and it’s common; it’s found in ultrasound gel, laxatives, injectable steroids and other products.Although PEG allergies are rare, the FDA says people who are allergic to any of the 10 ingredients should not get the vaccine.However, experts say people with common allergies should not worry.“A lot of people have minor food allergies or bee-sting allergies or peanut allergies or environmental allergies,” said Dr. Christian Ramers of Family Health Centers of San Diego. “They may even carry an epi-pen because sometimes it gets severe. Those people would not be excluded from getting this vaccine.”The American College of Allergy, Asthma and Immunology issued guidance saying people with those common allergies, including to latex and medications, “are no more likely than the general public to have an allergic reaction” to the vaccine.After every shot, people who get vaccinated have to wait 15 minutes so healthcare workers can monitor them for a reaction. Should one occur, interventions like epi-pens are very effective.The FDA said people with a history of allergic reactions to vaccines or injectable drugs can still get the shot, but they should wait 30 minutes for slightly longer monitoring.The odds of having a severe allergic reaction to any vaccine is about 1 in 760,000. That means you’re more likely to be struck by lightning in a given year, which the CDC estimates is about 1 in 500,000. 3048

SAN DIEGO (KGTV) — As Pride Month comes to a close, the San Diego Unified School District is working to make sure LGBTQ students feel supported year-round. The district's curriculum is becoming more inclusive. School can be a tough time for many students, including those who identify with the LGBTQIA community."In a 2017 report, a national study, 82% of our LGBTQ students reported hearing anti-LGBTQ remarks," says Assemblymember Todd Gloria. "Seven in 10 reported being called names or threatened during their school day."Gloria spearheaded Assembly Bill 493. It would mandate LGBTQ identity training for educators, grades 7-12. Governor Gavin Newsom signed the bill into law last fall.Although school is out for summer break, the San Diego Unified School District is showing its support. The Pride and Transgender flags, among others, were raised outside of the district's office.SDUSD has implemented a curriculum that will help teachers and students. Each module contains four lessons. It comes equipped with terminology and LGBTQIA history."What we found out as a district, is that these students are hearing about these issues and these people for the first time because a lot of our educators have been ill-prepared to have these discussions in classrooms," says Ebonee Weathers with the Youth Advocacy Dept.Weathers also notes that it's important for educators to build relationships and empower students, so they feel safe and comfortable in school settings. 1478

SAN DIEGO (KGTV) - As the San Diego Padres reopened training camp - this time at Petco Park - a Padres fan is hoping to share one of the only seats in town for baseball.For the past eight years, Chip Messenger has leased a unit on the 15th floor in the Legend building, overlooking Petco Park."The view never disappoints. Everyone is always amazed," said Messenger.The view is about to become even more priceless because the Padres aren't expected to open up the stadium to fans when they start the season later this month. Messenger will have one of the only seats in town to watch live baseball."Looking for forward to it. I think people have been isolated and bored. Ready for something positive to happen," said Messenger.In late June, Messenger tweeted a photo of his view of Petco Park, sparking thousands of likes and hundreds of replies."They tell me, 'I'll bring the beer. I'll bring the fish tacos. Do you remember me from first grade? Do you need a new best friend?'" said Messenger.Messenger will be making a lot of new frends. This season, he plans to share his balcony with other baseball fans."This is a unique opportunity, and I'm happy to share it with people who won't get a chance to watch baseball," said Messenger.He hasn't figured out how he'll divvy up the invites. The financial planner says he won't be accepting money, but probably won't turn down food or adult beverages. He's hoping his plans will also benefit the Padres. He counts about a hundred nearby balconies facing the stadium, which could translate into a lot of cheering."Probably going to be one of the few places in the country where we fans can actually watch our team play. Who knows, maybe the Padres could have a home field advantage. Could be pretty cool," said Messenger.Messenger is planning COVID precautions for his Padres viewing days.Only a handful of teams has similar views outside their stadium. SAN DIEGO (KGTV) — County public health officials are urging locals who attended indoor services and events at a Kearny Mesa church to quarantine for two weeks after a COVID-19 outbreak linked to the location.The county says anyone who attended Awaken Church at 7620 Balboa Avenue between Nov. 15 and 22 should quarantine for 14 days after their last date of visiting the church and watch for coronavirus symptoms.Officials added that anyone who was at the church within that time frame should get tested for the virus.Generally, the county does not reveal the locations of community outbreaks and has long advocated against the practice. In this instance, public health officials say it's necessary to, "prevent the spread and occurrence of additional cases," and that, "in this case, public health has been unable to identify and notify all of those exposed."In a letter to the church, the county said while the community outbreak linked to the church doesn't mean that anyone contracted COVID-19 at the location, everyone who has attended events at the location should quarantine for 14 days.A community outbreak is three or more COVID-19 cases from different households within two weeks at one location."You should review your current plans to prevent COVID-19 at your location and determine if there are actions that you can take to reduce the likelihood that your staff, customers, or visitors could contract this infection," the letter said.The county added that anyone who has attended the church, as well as the public in general, should continue to wear face coverings, practice social distancing, and avoid large gatherings.With the exception of two days, San Diego County has seen new COVID-19 cases spike to more than 1,000 cases a day over the last week. Saturday's update set another daily record with 1,859 new COVID-19 cases reported — a 14% positivity rate out of 12,932 tests.According to the county's data on Saturday, there were 86 active community outbreaks. 1988
