SAN DIEGO (KGTV) - Republicans in Congress have one final option to challenge the 2020 presidential election outcome. Still, an expert from UC San Diego says it's "entirely impossible" that it would succeed.On Jan. 6, both houses of Congress will meet to vote on the Electoral College results. It's a Constitutional formality that gives Congress the ultimate, final say in who will be the next president."Normally, this is what marks an election as over," says UC San Diego Political Science Department Chair Thad Kousser. "But with this year, everything is different."If one Representative and one Senator object to the Electoral College results during that vote, both houses have to go to their separate chambers and vote on the objection. If both agree to the objection, electoral votes can be thrown out.Alabama Republican Rep. Mo Brooks has already said he will object. He's looking for a Senator to join him."In my judgment, if only lawful votes cast by eligible American citizens are counted, President Trump handily won the electoral college and a second term as president," Brooks said in a speech to the House of Representatives on Dec 3.In that speech, he claimed, without presenting evidence, that millions of non-citizens voted in the election in several states."As such, it is my duty, under the U.S. Constitution, on January 6th, if the required one Senator will join me, to object to and later vote to reject electoral college submissions from states whose election systems are so badly flawed as to render their vote submissions unreliable, untrustworthy, and unworthy of acceptance," he said.Even if he files the objection, Kousser says it's just a political stunt."It's entirely impossible that the Democratic-controlled House will object to (electoral votes)," says Kousser. "And it's very unlikely the Republican-held Senate will as well."Kousser says moderate Republicans in the Senate, like Lisa Murkowski, Mitt Romney, and Susan Collins, have already said they won't vote to reject electoral results.Kousser believes Brooks' objection and any support it receives is a way to pander to outgoing President Trump, who still has control over a large following and can impact future Republican elections.Kousser says it would also lay the groundwork for another four years of political divisiveness in Washington, D.C."It's really about partisan gain," he says. "I think you have one side that wants to use every tool in its toolbox to de-legitimize the winner of this election, no matter what the costs."Democrats in the House filed similar objections in 2001, 2005, and 2017. None were voted upon.Earlier this week, Senate Majority Leader Mitch McConnell told Republicans not to file objections. But Brooks has said he still plans to pursue the challenge. 2784

SAN DIEGO (KGTV) – Rain, wind, and cooler temperatures are in the forecast this weekend. San Diego businesses operating outdoors for the pandemic are making plans to stay dry.Since the pandemic started businesses in San Diego have had to get creative to stay afloat.Arthur Boia started PB Yogs as a way for yoga instructors to safely continue classes outdoors.“The thing with us is we’re yogi’s so we’re very flexible,” said Boia. “Whatever it takes.”They hold daily classes at Hospitality Point in Mission Bay where they implement temperature checks and social distancing.Boia says outdoor classes have been working out well under San Diego sunshine, but rain this weekend might pose some challenges.“If for some reason it starts raining and we have to cancel a class we’ll cancel it,” said Boia. “But as soon as it clears up, we’re gonna run right back out here and do yoga.”With rainy season underway, he’s looking for other ways to keep the yoga flowing.“When I was thinking of a tent, I was thinking to close off the back area so you can protect from the wind a little bit, but we also want to have good airflow for COVID reasons. As for the rain, that’s just something we’re gonna have to go by day-by-day," Boia said.Belmont Park is another business with outdoor operations.“We have our new go-kart track, our rock climbing wall, zip line, mini golf,” said Senior Marketing Manager Daniela Bower.The Belmont Park Harvest Walk event runs every Saturday through Nov. 14. Bower says they may have to cancel this weekend.“Even just for safety we can’t operate a lot of things when it’s raining,” said Bower.She adds after a year like 2020, wet weather will just add insult to injury.“It’s already been a struggle for us to be able to open in the first place, so it definitely kind of stings a little bit when we have to close for other reasons,” said Bower.Bower says they’ll make the call Friday afternoon on whether or not to cancel Saturday’s event.The City of San Diego is offering free sandbags in each City Council District. Residents just need to bring identification to receive up to 10 empty sandbags. SAN DIEGO (KGTV) — San Diego County officials say they are taking additional steps regarding employers linked to outbreaks.Supervisor Nathan Fletcher said the county will update its public health order to state "entities shall notify employees of an outbreak that occurred at a physical location where they work."Fletcher added that the county believes most businesses are acting responsibly and notifying employees. He said that the county wants to make sure that employers are notifying every employee at the specific location an outbreak has been traced to, even if they may not have had close contact with a positive case.RELATED: San Diego County health officials warn local churches about holding indoor servicesThose employees will then be given instructions suggesting the next steps to take.The new order will be effective starting Thursday.Wednesday, the county reported 24 active community outbreaks, which is more than three times the county's trigger of seven community outbreaks in a week.The move was announced in addition to other measures to increase public health order compliance, including a compliance hotline and email, additional staff for egregious violations, outbreak inspections, and follow-up inspections.RELATED: San Diego based company behind rapid COVID saliva test“We’re in the process of setting up a health compliance hotline and email access,” said Supervisor Nathan Fletcher. “We’re bringing on additional staff to increase our ability to respond to those egregious cases those willful, blatant violations.”Fletcher said more information would be discussed at the County Board of Supervisors meeting Tuesday.“The current compliance effort really focuses on number one, the egregious cases we’ve seen. These are willful, blatant situations of defiance of public health orders,” said Fletcher. “We’ve issued three public health orders for closures we’ve issued three cease and desist letters.”San Diego County remains on the state’s watch list, meaning businesses were forced to close indoor operations due to the rise in COVID-19 cases and outbreaks.RELATED: County confirms coronavirus outbreak at Pacific Beach gymWhile some moved operations outside, others failed to comply. County officials learned of a COVID-19 outbreak reported at The Gym in Pacific Beach this week. Last week, Dr. Wilma Wooten, the county’s public health officer, sent a letter to The Gym asking for the immediate closure of indoor operations.The Gym continued to operate in violation of state and local health orders, according to the letter. Also, patrons were not wearing facial covering or social distancing, and that did not appear to be a requirement by the owners or operators, according to the letter.Wednesday, The Gym was closed to patrons. 2768

  

SAN DIEGO (KGTV) - San Diego city leaders are set to discuss an audit of the city's gang registry and a new plan to curb gang progress.It's not necessarily that there are now fewer gang members, but how they are counted that is facing scrutiny. One former member of the city's commission on gang violence said these measures are not enough.Bishop Cornelius Bowser was on San Diego's Commission on Gang Prevention and Intervention, but left earlier this year, claiming it was ineffective.The commission lacks vision," Bowser said. "They're basically finding organizations that are already out there, and tagging along with them." 641

  

SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock. Its steep face makes it difficult for anyone brave enough to try and scale it.BACK IN 2006: San Diegans finding peace atop Ross Rock at Sunset CliffsPhotos from 10News Weather Watcher Jim Grant show the mermaid now in place, looking into Point Loma under the gray sky.10News reporter Travis Rice is looking into this story and will have more on 10News at 5 p.m.The mysteriously installed mermaid is just the latest object to grace "The Rock" at Sunset Cliffs. Placing objects on the Ross Rock has almost become a ritual.In 2006, a large pterodactyl had sat atop the rock before being washed away. A peace sign, the numbers "2010" — local graduates, perhaps? — a Christmas tree, a tiki head, and at one point, a toilet with a Raiders fan wedged inside have all been found taking refuge from the waves below.It remains unclear who makes the objects or how they have installed them in the past.Time and again, however, Mother Nature or possibly another vandal has removed what's been placed. 1359
