EL CAJON (CNS) - A 49-year-old man was arrested Saturday on suspicion of fatally shooting a 31-year-old man in an unincorporated area near El Cajon.Daniel Christopher Allen, a resident of that unincorporated area, was booked into the San Diego Central Jail on suspicion of murdering James Owen who also lived in unincorporated El Cajon, according to the San Diego County Sheriff's Department.The shooting was reported in the 6000 block of Stallion Oaks Road, southeast of Dehesa Road and northeast of the Sycuan Resort, around 10:30 p.m. Thursday, sheriff's Lt. Thomas Seiver said.Before deputies arrived, an acquaintance of Owen drove him about a mile and a half from the shooting scene, Seiver said.Deputies stopped the vehicle on Stallion Oaks near Dehesa and found Owen inside suffering from a gunshot wound. It was not immediately clear if Allen was the driver.Owen was pronounced dead at the scene, he said. 921

EL CAJON (KGTV): It's become as much a back-to-school tradition as new pencils and notebooks; new buildings and construction at Grossmont Union High School District campuses."We're bringing everything up," says Mount Miguel Principal Jake Gaier. "These students will walk in the door and have access to things that we just haven't had access to before."His school is set to open a new Student Services Center, where state of the art facilities await students and parents as they register for class or meet with guidance counselors. They're also getting a new public events center and turning the old administration building into a STEM complex.The work at Mount Miguel is part of 9 million worth of upgrades that have been underway in the district since 2004. Since then, a trio of voter-approved bonds has helped GUHSD upgrade their aging campuses, some of which date back to the 1950s.In 2004, Proposition H gave the district 4 million. Proposition U in 2008 added another 7 million. And Measure BB in 2016 gave the district 8 million. To date, the district has spent 1 million of that money.Every school has benefited from the bonds, with some campuses getting work done on every single building.At Santana High School, a new PE building will open this spring. They also renovated STEM labs, giving their award-winning robotics program its own space, and adding an observation balcony for visitors to watch the kids work without disrupting them.Principal Tim Schwuchow requires that every student join an extracurricular activity. He says the new facilities reinforce the connection between academics and electives."The kids will really feel they're valued and their extracurricular activities are important to the school," he says.Granite Hills is also getting a new PE Building. It will be combined with a new Food Services building."We serve 700 meals a day," says Principal Mike Fowler. "The kitchen we use was built in 1960. It's too slow."Construction crews started pouring the concrete foundation earlier this month. Fowler says the new facility will be a game changer for his students, allowing the building to keep pace with changing curriculum.It can also be used in case of emergency as a community evacuation center.Those three schools have been the focus on construction this summer. Since may, Granite Hills has gotten .5 million in work done. Mount Miguel has received .7 million. Santana got .4. Doctors say a second wave of mental health devastation brought on by the pandemic is imminent and has the potential to overwhelm parts of the mental healthcare system.“This is going to be a long-haul situation,” said Chuck Ingoglia, president and CEO of The National Council of Behavioral Health, which offers services to 3,400 local mental health organizations around the country. “I’m certainly hearing from our members that they’re feeling a lot of tension right now.”In a survey of more than 5,000 people released by JAMA last week, 40.9 percent reported feeling at least one adverse mental health condition including depression, anxiety, and substance abuse, tripling to quadrupling rates from one year earlier. And remarkably, 10.7 percent reported seriously considering suicide within the last 30 days.“We are concerned that these [symptoms] could get worse,” said Dr. Vail Wright, senior director of healthcare innovation at the American Psychological Association. “We’re anticipating that we’ll continue to see mental health challenges including an increase in diagnostic categories as this continues if people don’t take active steps to manage their stress.”One of those major respites has been the outdoors during the summer months. Dr. Wright says as the days get shorter and the weather gets colder more people will stay indoors, losing a source of happiness as Vitamin D boosts energy and mood.This is all happening as COVID cases across the country increase drastically. This past week 500,000 positive COVID-19 cases were reported in the United States, the most since the pandemic started, which has prompted some states to tighten their restrictions on activities and capacities in restaurants.The increase also has the potential for hospitals to leave more beds open for patients, taking away psychiatric beds in the emergency room for those who come for treatment.The shift puts even more strain on the local organizations Ignoglia oversees that have been dealing with funding issues.“Our members are reporting about a 20 percent reduction in revenue,” said Ignoglia. “You deal with that by closing programs and laying off staff, which then means you serve fewer patients which then means your revenue stays low. So it’s kind of this self-perpetuating problem that we’re having.”Ignoglia says he has been focusing on the Trump administration and Congress as a source of relief in hopes more stimulus money comes to these programs so this concern does not evolve into something worse. 2510
