SAN DIEGO (CNS) - It was a big day for Democrats running for San Diego City Council.Tuesday's election brought about major change on the council, with five new faces joining the nine-member panel.While council races are technically nonpartisan, in recent years, council decisions have broken largely along party lines, with conservatives regularly outnumbered.-- In District 1, which has been represented by Democrat-turned-mayoral candidate Barbara Bry since 2016, Democrat Joe LaCava, a civil engineer and business owner, defeated small business attorney Will Moore, 61.8% to 38.2%.District 1 includes La Jolla, Del Mar Heights, Carmel Valley and University City.-- In District 3, Councilman Chris Ward vacated the seat to run for state Assembly. That gives the Democrats another seat on the council, replacing Mark Kersey, an independent who votes with his more conservative colleagues as often as he votes with the progressive ones. He has served since 2012 and has termed out.District 5 represents Black Mountain Ranch, Rancho Bernardo, Rancho Penasquitos, Scripps Ranch and Torrey Highlands.-- In District 7, Republican Scott Sherman has termed out. He ran for mayor and finished in third place in the March primary. Democrat Raul Campillo, a deputy city attorney, defeated Republican Noli Zosa, a small business owner.District 7 represents north-central and northeast San Diego, including Mission Valley, Linda Vista, Serra Mesa and Tierrasanta.-- Lastly, District 9 is being vacated by current Council President Georgette Gomez as she runs for California's 53rd Congressional District. Democrat Sean Elo-Rivera, a San Diego Community College District Board of Trustees member, will take over the seat following Tuesday's election. Elo- Rivera's only competitor, community outreach director and fellow Democrat Kelvin Barrios, suspended his campaign in early September after admitting misuse of funds while serving as the treasurer for the San Diego County Young Democrats.District 9 covers east-central San Diego, including Kensington, College Area, City Heights and Southeastern San Diego.The new council will face a raft of major issues. An ongoing fight against climate change, high levels of homelessness and lack of affordable housing, a utility franchise agreement, monumental transit developments, the ramifications of bad property deals and tangling with what role police should play in society are all on the docket in coming years.However, far and away the most important issue for the region is and likely will remain the effects of the COVID-19 pandemic, which has killed hundreds, badly sickened thousands, cost tens of thousands of jobs, decimated the tourism and hospitality industry and created financial insecurity for thousands of residents.Tackling the issues will fall to the council victors, along with a new mayor, new city attorney and incumbent council members Jennifer Campbell, Monica Montgomery Steppe, Chris Cate and Vivian Moreno. 3424

SAN DIEGO (CNS) - Circulate San Diego released a report today detailing how cities in southern San Diego County can make progress toward eliminating traffic deaths.The report outlined ways in which Imperial Beach, National City, Chula Vista and Coronado can prevent fatal traffic accidents by making improvements to the cities' most dangerous intersections and roadways.Circulate San Diego suggested the cities should take steps to calm traffic flows like restriping roadways to narrow them and reduce speeds. Circulate also recommended that the highlighted cities should asses driving behaviors that lead to serious injury and fatal car accidents and work with local law enforcement officers to target those behaviors through education and traffic law enforcement."Every city has room for improvement to make streets safe and we look forward to working with each South County city to save lives,'' said Maya Rosas, co-author of the study and the organization's director of policy.The report is part of the organization's participation in the Vision Zero campaign, which aims to eliminate fatal traffic accidents altogether. Circulate San Diego and the city of San Diego have already set a goal of eliminating traffic deaths in the city by 2025.The organization made similar recommendations to the city of San Diego last year and the city subsequently repaired its 15 most dangerous intersections. SAN DIEGO (CNS) - A person died today in a traffic collision involving a motorcycle and an SUV near Escondido.The crash happened at 4 p.m. Saturday on Birch Avenue and Bear Valley Parkway in an unincorporated area outside Escondido, the California Highway Patrol said.An Acura MDX SUV and a motorcycle collided, killing one person, the CHP said. It was not immediately known whether the victim was on the motorcycle or in the SUV.The accident forced the closure of northbound Bear Valley at Idaho Avenue. Traffic on southbound Bear Valley was being diverted to Birch, the CHP said. 589

SAN DIEGO (CNS) - Multiple local and nonprofit organizations around San Diego County will host Christmas meals Tuesday for underserved and low-income residents.Salvation Army San Diego will host its 35th annual Christmas meal, beginning at 11 a.m. at Golden Hall at 202 C St. The organization expects hundreds of volunteers to assist with the event. Volunteers will escort attendees to their seats and serve them a traditional holiday meal.Serving Seniors will also host its annual Christmas meal for low- income and homeless San Diego County seniors, many of whom would otherwise spend the holiday alone. About 350 seniors will enjoy a meal of Cornish hen with Mornay sauce, cornbread dressing, whipped potatoes, green peas and carrot cake, according to the organization. The meal begins at 11 a.m. at 1525 Fourth Ave.Rev. Shane Harris, former president of the National Action Network, will host his second annual community Christmas breakfast at the National Black Contractors Association. Attendees will receive a free hot breakfast, free clothes and children will receive free gifts.The event begins at 7 a.m. at 6125 Imperial Ave. According to Harris, the breakfast is open to the public, but foster families, low-income residents, homeless residents and military veterans are all encouraged to attend. SAN DIEGO (CNS) - An El Cajon man was sentenced Friday to 14 years in prison for distributing fentanyl, some of which caused the fatal overdose of a former player for the San Diego Old Aztecs Rugby Football Club.Christopher Glenn Emison, 33, pleaded guilty earlier this year to a distribution of fentanyl count for selling more than 40 grams of the drug, some of which led to the death of 45-year-old Derrick Hotchkiss in his San Diego home on April 11, 2019.A co-defendant, 34-year-old San Diego resident Jeffrey Alden Blair, pleaded guilty in February and is due to be sentenced next month.Prosecutors say Hotchkiss had text messages on his phone indicating Emison sold him fentanyl the night before his death.Shortly after Hotchkiss' death, investigators searched Emison's home and vehicle and seized fentanyl, heroin residue, firearms, ammunition and other items indicating drug sales.Prosecutors say Emison admitted to knowing the fentanyl was dangerous and apparently sent text messages to Hotchkiss to warn him of the drug's strength but never received a response."Selling drugs is not a victimless crime. Selling drugs is a root cause of crime, cartel violence, the destruction of families and in this case, death," said DEA Special Agent in Charge John W. Callery.U.S. Attorney Robert Brewer said, "This case and the fact that deadly fentanyl continues to ravage our community, taking more than 300 lives this year alone in San Diego County, demonstrates the urgent need to hold these dealers of death accountable for their actions."A statement from the Old Aztecs Rugby Football Club said, "We continue to grieve our beloved Deez ...
